About this file

This is a Statement of Work for a bus wrap advertising campaign supporting Portsmouth Naval Shipyard's hiring initiative.

The Contractor shall provide all-inclusive, full-service bus wrap advertising services at the Contractor's facility or bus depot location. The scope includes leasing advertising space on one Cooperative Alliance for Seacoast Transportation (COAST) bus operating within a 20-mile radius of Portsmouth Naval Shipyard in Kittery, Maine. The Government will provide the artwork and design, retaining all data rights, while the Contractor is responsible for printing the full bus wrap directly onto vinyl media using industry-standard materials and Pantone (PMS or Spot Color) specifications. The Contractor must deliver a digital proof for Government approval, apply a protective clear overlaminate film for UV and scratch protection, and ensure all perforated window graphic films maintain a minimum Visible Light Transmission (VLT) of 70% and that the bus driver's field of vision remains unobstructed per Federal Regulation 49 CFR § 393.60. Installation must be performed by certified installers (3M Certified Installer, Avery Dennison Certified Wrap Installer, or Professional Decal Application Alliance member) in strict accordance with manufacturer guidelines. The Contractor must inspect completed wraps for defects, repair damage within 30 days of notification, provide installation and removal reports with high-resolution photographs, and remove the wrap at contract end without damaging the underlying paint. The Contractor is solely responsible for OSHA compliance, proper waste disposal per EPA regulations, and following all vinyl manufacturing recommendations. The period of performance is one year from contract award with option years included.
