USS BULKELEY (DDG 84)

Statement of Work (SOW)

1.0 Scope

The USS BULKELEY (DDG 84) requires worldwide satellite TV signal receiving capability to due to the fast paced environment while being stationed as a Ballistic Missile Defense Asset for Europe and the Middle East. For the ship to complete its mission in a fast paced warfighting dynamic the Captain and crew need to be aware of events around the world at all times. This system would also be used for Morale purposes due to the excessive underway time the ship will have while being forward deployed.

USS BULKELEY currently does not have any way of receiving news in the event that the ship loses IP Services. This will provide a backup to the internet in both 5th and 6th fleets.

The ship needs to be able to come up on various satellites due to coverage limits for each overhead system. The system needs to have 360 degree coverage for pointing only, the ship understand that there could be blockage from the mast. Quad band Technology will allow the ship to access multiple types of satellite systems in each AOR. The Satellite system will integrate with the already installed Ships Entertainment System. The ship would need the antenna and accessories installed.

The Preferred plan is to use the existing cabling (2 Coax runs) and only employ 2 bands. This would be KuLo VERT and KuLo HORZ for CONUS (DirecTV) and the physically swapping the 2 cables for KuHi VERT and KuHi HORZ when the vessel arrived overseas. Most European TV coverage is KuHi band.

2.0 Background

The ship currently has no means for receiving satellite broadcast TV. We will need to be kept aware of worldwide events and we would use it to improve the crew’s mental health during the deployments.

The KVH HD11 is capable of receiving programming from these satellites.

Linear Quad LNB (Vertical, Horizontal, Tone and Frequency) to receive transmissions from Various Satellites across the regions mentioned above.

The Quad LNB the HD11 is fitted with is capable of the following bands, polarizations, and frequencies
