About this file
This is a Statement of Work (SOW) for the installation of a Salwico Consilium Fire Alarm Panel (Model 5831813-00A) on two U.S. Coast Guard Fast Response Cutters: USCGC Paul Clark (WPC-1106) and USCGC Richard Etheridge (WPC-1102). The requirement addresses the obsolescence of the existing Mircom PRO-2000XS Fire Alarm Panel installed on earlier hull numbers, which is no longer supported by the manufacturer and has experienced recent failures. The contractor must provide all personnel, labor, materials, parts, tools, software, test equipment, and a qualified Technical Representative familiar with the Salwico Consilium system to execute the complete replacement effort in compliance with manufacturer procedures and Coast Guard specifications.
The scope of work includes developing a draft installation drawing and plan for USCG review using provided Coast Guard drawings as guidance, traveling to the vessels' homeport in Miami Beach, Florida (with Paul Clark relocating from Key West), and performing on-site removal of existing components and installation of the new Salwico system under the supervision of the Contracting Officer's Representative. The contractor must conduct full system testing upon completion to verify functionality with all interfacing components including smoke detectors, heat detectors, and MCS shutdowns. Deliverables include the draft installation plan, a final package containing finalized drawings, parts lists, testing documents, and electronic files to support future installations on other Fast Response Cutters. The Period of Performance runs from September 28, 2026, through December 18, 2026, with an estimated three weeks required for installation activities. Base access credentials are required, and the contractor must coordinate all ship checks with the Contracting Officer's Representative, accounting for operational availability and vessel location changes due to mission requirements.

U.S. COAST GUARD SURFACE FORCES LOGISTICS CENTER (USCG-SFLC) –
PATROL BOAT PRODUCT LINE (PBPL)
STATEMENT OF WORK (SOW)
INSTALLATION OF SALWICO CONSILIUM FIRE ALARM PANEL AND ASSOCIATED COMPONENTS ONBOARD USCGC PAUL CLARK AND RICHARD ETHERIDGE
1. Background / Problem Description. The Mircom PRO-2000XS Fire Alarm Panel (FAP) installed on Hulls 1101 through 1158 is obsolete and no longer supported by the manufacturer. SFLC-PBPL has exhausted all efforts to maintain supportability of the existing FAP (e.g. controlled parts exchanges, internal circuit card repairs), rendering cutters without an operational fire detection system in event of failure. A replacement FAP (Salwico Consilium Model 5831813-00A) has been approved by the Coast Guard Acquisition Office, with installations beginning on Hull 1159 during new construction.
USCGC Paul Clark and Richard Etheridge has experienced a recent casualty to their FAP with no repair options. This requirement is to replace the disabled Mircom PRO-2000XS onboard the USCGC Paul Clark and Richard Etheridge with the Salwico Consilium Model 5831813-00A the current FRC configuration installed on Hulls 1159 and later.
