About this file

This document is a Statement of Work (SOW) for the service of parts cleaners at Royal Air Force (RAF) Lakenheath. The SOW outlines the mission and background for several shops at RAF Lakenheath that require a contracted parts washing service, including the Propulsion Flight, Wheel & Tire Shop, Armament Shop, and 100th Maintenance Squadron.

The key requirements are for the contractor to provide and service parts washers, including replenishing the cleaning solutions, for these various shops. The scope includes providing all personnel, equipment, tools, and materials necessary to set up and service the parts washers on a regular basis. Specific equipment models and cleaning solutions are identified. The contractor must coordinate activities, manage subcontractors if applicable, and adhere to security, safety, and shipping requirements. No installation of new equipment is required as the parts washers are already in place.

· Service of Parts Cleaners at Royal Air Force (RAF) Lakenheath “Rev. 1, 24 July 2024”

1.0 Introduction

1.1 Mission:

48 CMS Shop: The Propulsion Flight is the Combat Air Forces largest Pratt & Whitney F100 Centralized Repair Facility. They support two major commands, 2 F-15 Mission Design Series, and 143 Pratt & Whitney F100-220/229 engines. During the process of overhauling F100 -220/229 engines it is required to thoroughly clean engine components prior to inspection or repair. By utilizing a contracted service for a part washing machine and solution, it ensures the ability to clean parts at any given time, therefore enhancing engine production.

48 EMS Wheel & Tire Shop: The 48 EMS Wheel & Tire shop supports 55 F-15E and 45 F-35A aircraft that provide worldwide responsive combat airpower and support. Without servicing and upkeep of equipment, the shop would be unable to provide to the wing.

AGE: Primarily, we use the parts washer for our aircraft support equipment’s wheel bearings. Most all aircraft support equipment moves on wheels, and we disassemble them, wash the bearings in the machine and then reassemble them for service. We expect to have a continuous contract since our mission to support all the aircraft is never ending.

48 MUNS Armament Shop: Armament is responsible for maintaining and conducting periodic schedule inspections (18 mo., 36mo., 54mo., 72mo., etc.), malfunctions and troubleshooting on Alternate Mission Equipment (AME), 20MM Gun and Ammunition Feed Systems for the F-15E Strike Eagle along with Universal Ammunition Loading Systems (UALS) in support of 48 Munitions Squadron and Flightline operations.

100 MXS: 100 MXS Airmen and Civilians perform in-garrison or expeditionary organizational and intermediate aircraft and equipment maintenance in the US, European, and Africa Command areas of responsibility as directed in support of joint, combined, and interagency activities.

1.2 Background:

48 CMS Shop: The Propulsion Flight has been operating out of RAF Lakenheath for years. Without the proper chemicals or a parts cleaning machine the result is a lower quality of engine being produced and the mission is severely degraded.

48 EMS Wheel & Tire Shop: Servicing of the Wheel & Tire equipment allows the proper maintenance to be accomplished to provide the Fighter Generation Squadrons with quality products.

AGE: As part of a 2-year special inspection per most aircraft support equipment, AGE mechanics disassemble wheels to wash wheel bearings. The domino effect of without the parts cleaners, we can’t effectively and thoroughly wash our bearings. And without good running equipment, we wouldn’t be able to support the aircraft in a timely manner. If we can’t support the aircraft, then those aircraft might not be able to support Higher Headquarters with any real-world missions that come calling.

48 MUNS Armament Shop: The Ultrasonic parts washer is used to clean grim, grease, compositions and other chemicals off various parts associated with the 20MM Gun System and UALS. The Ultrasonic parts washer allows for a more efficient and timelier clean in-lieu of members having to meticulously clean each item by hand. Furthermore, it allows technicians to continue other maintenance tasks, and inspections while the automated cleaning process is in works. Having the machine decreases man hours for completing inspections, prevents additional manning from having to be dedicated to gun system and UALS inspections and maintenance and allows for more equipment to be successful maintained in support of 54 F-15E’s between 2 Fighter Generation Squadrons.

100 MXS: The wheel & tire section has been the overhaul/repair facility for all R/KC-135’s and the C-130, CV-22 MDS’s. This repair facility allows both Wings to maintain an on-hand supply of assets without having to NRTS items and wait on the supply chain to deliver new assets.

1.3 Scope:

CMS Shop: The Propulsion Flight requires a parts cleaner in building 1225, and to have it serviced with the appropriate chemical solution monthly.

EMS Wheel & Tire Shop: Both the wheel washer and the parts washer in Bldg. 1227 require maintenance and servicing on a normal basis. The contractor will replenish the hazardous materials used to clean assemblies upon their visits.

AGE: AGE supports all aircraft on Lakenheath. AGE units are mostly mobilized on wheels and every 2 years, they’re serviced on a special inspection. We use SafetyKleen’s parts washer to wash the wheel bearings to ensure the longevity of these parts.

Armament Shop: Armament supports 2 Fighter Generation Squadrons with a combined 54 F-15E Strike Eagles with thousands of pieces of equipment and gun systems. In addition, Armament is responsible for maintaining all the UALS for 48 Munitions Squadron.

100 MXS: The SafetyKleen contract is vital for the upkeep and servicing of our parts washers, ensuring the smooth continuation of our current overhaul procedures. Both the 100th Air Refueling Wing and the 352nd Special Operations Wing heavily rely on these services to support the daily flying operations. Presently, these services play a crucial role in the repair and overhaul of over 400 assets each year, resulting in approximately 1,000 saved man-hours annually. Without access to these services, both Wings would face significant setbacks, leading to slower turnaround times for these assets and ultimately creating a backlog that directly impacts our daily flying operations in a detrimental manner.
