About this file
This document is a Statement of Work (SOW) for the 305 Operations Group's Wireless Connectivity Mobile Tactical Networking System. The SOW details requirements for four rugged, mobile tactical networking systems designed to enhance military communication capabilities across ground, vehicular, and airborne operations. Specific equipment requirements include high-assurance IP encryptors with NIPRNet and SIPRNet capabilities, providing at least 8 ports for each network, integrated crypto capabilities, multiple internet connectivity options (5G cellular, Starlink/Ethernet), and portable design suitable for individual transport.
The related federal contract opportunity is a pre-solicitation from the Department of the Air Force Air Mobility Command, with solicitation number FA4484TUCK19. The system is mission-critical, aimed at providing secure, reliable, and highly mobile connectivity for deployed personnel in austere environments. Key technical specifications include internal battery power using military standard radio batteries, rugged construction capable of withstanding drops and weather, and integrated crypto sleds compatible with systems like KG-175N or KG-250XS. The primary goal is to improve operational effectiveness and communication safety for warfighters by addressing evolving communication challenges in diverse operational environments.

Statement of Work
305 Operations Group
WIRELESS CONNECTIVITY MOBILE TACTICAL NETWORKING SYSTEM
1. General. The 305 Operations Group urgently requires four (4) Wireless Connectivity Mobile Tactical Networking System to significantly improve our operational effectiveness and communication.
2. Background. The requirement for the Mobile Tactical Networking System arises from the need for enhanced communication capabilities within military operations—ground, vehicular, and airborne. This manpack radio is essential for addressing the evolving challenges faced by warfighters, allowing them to operate efficiently in diverse environments. The Mobile Tactical Networking System is a mission-critical tactical communications kit designed to provide secure, reliable, and highly mobile connectivity for deployed personnel operating in austere environments. This kit provides critical security advantages and allows for changing mission requirements, ultimately enhancing operational effectiveness and safety for personnel in the field.
3. Scope of Work. The vendor shall furnish all equipment unless otherwise specified. No alteration, additions or deletions shall be made to the contract unless prior approval is given in writing by the Contracting Officer (CO).
4. Equipment Requirements.
The following equipment shall meet or exceed the following:
a. 4x small form factor High Assurance Internet Protocol Encryptor (HAIPE) solutions that provide NIPRNet and SIPRNet capabilities by reaching back through a U.S. government service provider (e.g. DISA, SNOC, etc)
b. Each system provides at least 8 NIPRNet and 8 SIPRNet ports
c. Rugged enough to withstand drops and weather when outside of a pelican case
d. Internally battery powered (replaceable military standard radio batteries) and external AC power
e. Integrated crypto sled for small form factor crypto (e.g. KG-175N or KG-250XS)
f. Multiple dirty Internet integrations including an integrated port for a 5G cellular SIM card and the ability to receive wired internet from a Starlink/Starshield terminal or other Ethernet solution
g. Easily portable by a single individual with no need to palletize as cargo
h. <10 minute setup and teardown
5. Objective. Provide four High Assurance Internet Protocol Encryptor (HAIPE) solutions that can establish secure and mobile Wing Operations Centers/Tactical Operations Centers (WOC/TOC) for the 305th Operations Group. These systems must enable secure NIPRNet and SIPRNet connectivity from Expeditionary Airbases (XABs) and support Mission Generation Force Element (MGFE) deployments, ensuring robust command and control in austere environments. The solution must be capable of supporting simultaneous deployments, enabling the 437 AW to respond to multiple contingencies and exercises concurrently.
6. Deliverables. The delivery of equipment will be needed on or before 120 days after contract award.. Deliver to: Katelyn Reavely, 1731 Vandenberg Ave, JB MDL, NJ 08641. No tech POC required. The 305th DoDACC is: F3A17B
7. Personnel. Equipment procured by the Operations Group is intended for individual aircrew mission use, with the understanding that these aircrews will be responsible for its standard maintenance and upkeep. The 5-year warranty for the HAIPE solution must include comprehensive technical support and maintenance services, encompassing timely vulnerability management and patching for all system components, including the hypervisor. This support should provide access to expert assistance for troubleshooting, configuration, and security-related issues. Regular security updates and patches must be provided and applied promptly to address identified vulnerabilities, ensuring the system remains secure and compliant with current security standards throughout the entire warranty period. The warranty should clearly define response times for support requests and resolution of critical security vulnerabilities.
8. Original Equipment Manufacture Warranty. The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.
Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment.
Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment.
9. General Information: ITEMS MUST BE BRAND NEW. REFURBISHED ITEMS ARE NOT AUTHORIZED.
