About this file

This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) establishing a five-year contract for the supply of Steel-Backed Rubber Chablon plates to the Bureau of Engraving and Printing (BEP), an agency within the Department of the Treasury.

The BEP requires a continuous supply of pre-qualified Series 6001 Steel-Backed Rubber Chablon plates for currency production operations at two facilities: the Eastern Currency Facility in Washington, DC and the Western Currency Facility in Fort Worth, Texas. The contractor must deliver inking templates composed of nitrile rubber (NBR, solvent-free, grade 17646) with a fineground surface permanently bonded to a magnetic steel backing (0.254 mm thickness). All plates must meet specific pre-qualified dimensions: 742 mm length, 840 mm width, 0.09 mm steel thickness, 1.2 mm total thickness, and 2540 mm overall cylinder length. Additionally, the contractor shall supply developmental Steel-Backed Rubber Chablon plates with experimental material compositions for BEP pre-qualification testing, using identical dimensions. The plates must withstand approximately 20 million intaglio printing impressions, demonstrate chemical resistance to BEP solvents and inks, and arrive free from surface defects, scratches, or damage. The contractor shall provide a Certificate of Conformance and written warranty within five business days of contract award. The warranty period extends for one year from full acceptance, covering parts, labor, transportation, and shipping costs, with defective units replaced within 30 days of notification at no cost to the Government. Deliveries require 24-hour advance notice to receiving facilities; vehicles exceeding 12'6" height or 42' length cannot be accommodated. The period of performance spans five years with twelve-month ordering periods or until the BPA limit is reached, whichever occurs first. All packing slips must include the BPA call number, shipping address, vendor contact telephone number, customer information, total weight, and detailed line item information. The contractor must immediately notify the Contracting Officer and Contracting Officer Representative of any delivery delays or deviations from technical requirements, which require prior written approval.
