About this file

This is a Contract Specifications document for cleaning and flushing a fire main supply line at United States Coast Guard Base Charleston, located at 196 Tradd Street, Charleston, South Carolina 29401, with a scheduled completion date of August 2026.

The contractor must clean and flush approximately 60 feet of 6-inch underground cast-iron fire main supply line serving the Rice Mill Building. The work is necessary because debris, rust, and corrosion are restricting flow and resulting in inadequate suction pressure for the building's fire pump, which is designed to operate at 500 gallons per minute. Acceptable cleaning methods include hydroflushing, drain snake, chemical flushing, or equivalent techniques. The contractor must furnish all labor, tools, equipment, and materials, including incidental work items necessary for completion such as system draining and obstruction clearing. The contractor must provide photographic documentation of internal pipe conditions before and after work and conduct flow tests before and after completion to verify the required volume and pressure are achieved. The total contract performance period is 30 calendar days, and work must be performed during normal business hours (Monday through Friday, 7:00 a.m. to 3:00 p.m.) unless otherwise approved by the Coast Guard.

Contractor qualifications require that technicians hold NICET certifications in Inspection, Testing, and Repair of Water-Based Systems. Bidders are strongly encouraged to conduct site visits to verify existing conditions and determine the actual scope of work. The contractor must coordinate all staging and laydown areas with the Coast Guard prior to work initiation, comply with all federal environmental regulations and safety requirements, obtain required permits (confined space entry, hot work, and facility dig chits), and submit personnel rosters, project schedules, hazardous waste documentation, and product data sheets. The USCG Base Charleston Onsite Representatives are CWO Cody Wood and John DiFrancesco. The government will provide reasonable amounts of electricity and water from existing outlets and sinks.
