Statement of Work

Prepared 11 August 2020 by:

CDR Stephen Barry

1. Introduction

NOAA Ship Ronald H. Brown (RHB), home ported in Charleston SC, is a public vessel owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations. NOAA Ship Ronald H. Brown is an AGOR class research vessel commissioned by NOAA in 1997. From September – October 2020 the ship will be transiting in the Pacific Ocean.

2. Scope

The purpose of this Statement of Work (SOW) is to detail requirements for port services to be provided while the ship makes one (1) visit to San Diego, California during the period of performance.

3. Period of Performance and Place of Performance

Period of Performance is to be determined during the months of September or October 2020. During this period, the ship will make one (1) visit to San Diego, California. The specific dates and length of the port call is to be determined at a later date.

Contract may be canceled by Contracting Officer (KO) without penalty due to unusual/unplanned operational requirements (adrift buoy retrieval, science gear failure, etc.), medical evacuations, hazardous weather avoidance, or other such unplanned diversions from RHB’s intended route. KO will provide notice of any changes at least 24 hours in advance.

Alternate dates may, but are not expected to, add to or subtract from the total number of days in the period of performance. The day of departure will likely require only limited services for a portion of the day. Services will be prorated, and billed based on actual use throughout the period of performance.

Place of performance shall be the port of San Diego, California. Specific pier designation is to be finalized by consultation between Agent and Technical Point of Contact upon award. The general location of the pier shall be convenient to downtown San Diego with ready access to multiple hotel lodging facilities. Access for vessel personnel and supply vehicles is required.
