Introduction

1.0 Background

The Core Complex grounds were constructed in 1995 and needs revitalization of the brick, stone, concrete, and masonry surfaces. Only minor repairs have been performed throughout since the original construction.

The Office & Storage Building was constructed in 1903 and is a Historical Structure needing repairs and waterproofing to the concrete loading dock and surrounding sidewalks. Repairs have been ongoing throughout the years and was last waterproofed in 2015.

Steamtown National Historic Site (STEA) operates and maintains a live railroad yard, show casing live, coal fired steam locomotives, restored cabooses, freight cars and railroad coaches. The 52-acre site also hosts active Locomotive and Restoration Shops, a Visitor center, History, and Technology Museums. A 250-seat Theater and a fully operating Roundhouse and Turntable. We offer park tours and live steam rail excursions in and out of the yard.

2,0 General Information Contractor shall adhere to all park rules while performing the prescribed scope of work.

The scope of work shall not be deviated unless approved by the Contracting Officer and the COR concurs.

Work hours are Monday through Friday 7:30am till 4:00pm. No weekend work unless approved by the Contracting Officer.

Contractor and Sub-Contractors employees are required to attend a safety briefing and the park rules and regulations briefing before they perform any work.

Note: All measurements are approximate; Contractor shall be responsible for verifying all measurements and quantities.

Note: A site visit is highly recommended to evaluate the complexity of the work to be performed.

Contractor shall provide an onsite superintendent for the duration of the project.

No work shall be performed unless a designated superintendent is on site.

Contractor shall be responsible for all tools, materials, labor, and equipment, required to perform the prescribed Scope of Work.

Contractor shall be responsible for the disposal of all waste generated and dispose of offsite to a certified land fill.

Contractor shall provide copies of all landfill waste manifest sheets for the parks sustainable practices report at the completion of the project so the park can report the amount of waste that was generated.

Contractor shall provide on-site safety manual or safety plan.

Contractor shall be aware of the live electrical lines attached to the buildings.

Contractor shall be aware of the live railroad tracks within the yard. Track safety and rules to be discussed at preconstruction meeting.

Contractor shall post signage for Visitor safety and/or caution tapes, safety cones, to alert Visitors of work in progress areas.

Note: Hardhats must be worn while working at or around the Office & Storage Building by all workers.

Note: Attached photos do not represent all areas of work to be performed for repairs. A site visit is highly recommended to evaluate the complexity of the requirement.

3.0 Objectives

Core Complex:

Repair all concrete, brick, stone, and masonry surfaces. See attached photos of areas to be repaired.

Pressure washing of all brick, stone, and concrete surfaces to remove oil stains, rust stains, biological growth, vegetation, and debris.

Re-level and replace and re-sand approximately 1200 sf of brick pavers failed section.

Re-level any brick out of level and re-sand throughout the entire brick surface areas.

Pressure wash and re-sand entire brick surface areas of the core complex.

Provide and install all new bricks for repairs.

Pressure wash existing stone pavers to clean the failed paver grout joints and minimize rust and oil stains.

Note: A small area of concrete, brick, and stone to be pressure washed by park personnel to demonstrate the level of oil, biological, and rust stain removal of the surfaces by the contractor.

Chip out and re-grout all loose grouting, approximately 2700 sf of stone paver walking surfaces.

Repair all concrete walking surfaces with chips and divots and failed sections and areas in the Core Complex areas.

Remove and replace all existing failed caulked sections and closed cell foam backer rod with elastomeric self-leveling polyurethane sealant along perimeter of the buildings and display tracks, generator, transformer, and miscellaneous areas.

Remove and replace all failed PVC, plastic brick paver edgings to include new spikes.

Repair failed brick veneer of the existing knee wall.

Note: All repairs to be in-kind to match existing colors and textures.

Note: See attached photos of examples areas to be repaired. A site visit is highly recommended to evaluate and estimate the complexity of work to be performed.

Office & Storage Building:

Repair concrete and masonry deck surfaces of loading dock and sidewalks at the Office & Storage Building.

Repair all failed concrete sections of the loading docks, decks, and sidewalks.

Cut and caulk and seal all failed and existing cracks of the loading dock and sidewalk areas.

Clean existing sod and debris off all concrete sidewalks.

Apply concrete Penetrating Water-Based, water proofing sealer to loading dock deck surfaces.

Caulk and seal along the loading dock wall and asphalt parking lot.

Sidewalks and loading dock surfaces are approximately 11,000 sf.

Note: The work to be performed is situated near live railroad tracks. Contractor shall not perform any work or instruct any workers to perform any work unless rail road track or tracks are “Blue Flagged” or Derail Devices are installed and the said rails are put out of service by the D&L dispatch and coordinated by the COR.

Note: See attached photos of examples of areas to be repaired. A site visit is highly recommended to evaluate and estimate the complexity of work to be performed.

4.0 Tasks

Contractor shall mobilize on site and perform the prescribed Statement of Work for the repairs and replacements and re-leveling and re-sanding of the Core Complex’s’ brick, stone and concrete surfaces to include pressure washing for stain removal, knee wall brick veneer repair, brick edge repairs and other miscellaneous repairs and the re-sealing and caulking around the perimeter of the buildings and adjacent components.

Contractor shall mobilize on site and perform the prescribed Statement of Work for the repairs and waterproofing on the Office and Storage Buildings loading dock and sidewalks.

Contractor submit all materials and products to be utilized for the repairs and treatments of the masonry components of the Core Complex and the Office & Storage Building.

Contractor shall submit color and texture samples of any masonry joint re-pointing and concrete crack and patch repairs.

Contractor shall submit a schedule of values for the timeline of the contract.

Contractor shall insure all areas of repair and walking surfaces are cleaned to a broom swept finish.

Note: A designated site for cleaning out cement mixers and mixing boxes will be determined for the contractor.

Note: Contractor shall only work in one area at a time, either the Core Complex or Office and Storage Building to minimize disruptions for park operations and visitors.

5.0 Scope Core Complex Areas: Brick.

Contractor shall pressure wash the entire core complex brick, stone, and concrete surfaces to the level of clean by the pre-cleaned examples of the surfaces by park personnel. Oil, rust, and biological growth.

Contractor shall re-level any brick that is more than an 3/16 “out of level and re-level and re-sand a section that is approximately 1200 sf of out of level brick pavers.

Contractor shall provide and install any brick required for the repairs.

Existing brick size is approximately, 7 ¾” long 3 ¾ wide 2 ¼” thick. Color RED.

Contractor may re-use any existing bricks if they are not damaged.

Contractor shall provide and re-sand all brick joints to the entire core complex brick surfaces with Polymeric Joint Sand and sweep into joints and then clean surfaces of excess sand to a broom finish. Color to be Grey.

Contractor shall provide and install approximately 400 lf of new plastic or PVC brick edging to include new nylon or steel spikes to all failed damaged edges and re-level and re-sand failed brick sections. New spikes to be 8” in length and be installed every 8” along the new PVC or plastic brick edging. Color of edging to be BLACK.

Contractor shall dress the new plastic brick edging with the existing modified stone.

Knee Wall Repairs:

Contractor shall provide and repair the failed missing brick veneer on the core complex knee wall.

Stone Pavers:

Contractor shall pressure wash the entire stone surfaces, approximately 3000 sf, to remove oil and rust stains to the level demonstrated by park personnel and to remove all failed loose mortar in the existing stone paver joints.

Contractor shall provide and re-point with a compatible exterior mortar and/or grout to all failed joints of the stone pavers. Color to be GREY.

Concrete Walks and Surfaces:

Contractor shall pressure wash all concrete walks and surfaces for oil and rust stains to the level of clean demonstrated by park personnel example.

Contractor shall repair all cracks, divots, and missing concrete throughout the entire core complex area.

Contractor shall provide all materials required for the repairs of all failed walks and concrete surfaces to original appearance to include color and finish.

Contractor shall provide and apply a concrete bonding agent to all concrete repairs if required and provide and install stainless steel pins if required for any concrete repairs.

Contractor shall provide and install at a minimum of 4000 PSI concrete repair material.

Sealants and Backer Rod:

Contractor shall remove and dispose of all failed existing sealant throughout the core complex.

Contractor shall provide Polyurethane sealant and foam backer rod and repair all failed sections and areas in the core complex around perimeter of the buildings, columns, and tracks and displays. Color to be GREY.

Failed sealants throughout the core complex are approximately 1200 lf. Joints to be sealed vary in width from approximately ½” to 1” wide.

5.1 Scope

Office & Storage Building Loading Dock & Sidewalks:

Contractor shall remove all old existing failed caulking, of the north, south, east and west loading platform decks and walks and dispose of offsite.

Contractor shall prepare all existing seams and cracks according to the manufacture recommendations of the caulking material or sealant to be installed.

Contractor shall install a backer rod where required according to the manufacture’s recommendations of the caulking material or sealants to be installed.

Contractor shall install a new polyurethane-based caulk or sealant, according to the manufacture’s specifications to all failed seams. Color to be the same as existing.

Contractor shall remove or cut back all sod and debris on the edges of the walks.

Contractor shall provide and apply a Penetrating Water-based, water proofing sealer to the entire loading dock and sidewalks deck surfaces.

Contractor shall caulk and seal approximately 70 lf along the loading dock west wall and parking lot and seal with a compatible sealant for masonry and asphalt surfaces.

Contractor shall provide all tools, material and equipment and labor required to perform the prescribed scope of work.

Contractor shall submit samples of products for materials to be accepted.

Contractor shall submit the following samples for acceptance before any work begins.

Caulk, Sealant, Water based sealer, Bonding agent, Concrete repair material.

6.0 Delivery N/A

7.0 Government Furnished Property

Water and electric will be available for use by the Contractor.

8.0 Security

Contractor shall be responsible for the security of all tools, materials, and equipment during the period of performance of the contract.

9.0 Place of Performance

Area of performance is 150 S. Washington Ave Scranton Pa 18503 at the Office & Storage Building and the Core Complex Grounds. See Attached Photos’.

10.0 Period of Performance

Contractor shall have 90 days to complete the prescribed Statement of Work after all submittals are approved and a Notice to Proceed is issued.

11.0 Definitions N/A

Submittals Submittals and Approval Procedures.

All submittals shall be transmitted using National Park Service DCC-1(CS), dated 11/95.

No action will be taken on a submittal item unless accompanied by the transmittal form included at the end of this section.

All submittals that pertain to products to be installed by the Contractor should go directly to the Contracting Officers Representative. (William Farrell) of Steamtown, National Historic Site, for review.

Contractor shall submit enough copies for his/her needs plus three copies to Steamtown National Historic Site.

Contractor shall forward submittals at least 15 working days before need of approval.

Samples: Samples shall be large enough to clearly illustrate the functional characteristics and full range of color, texture, or pattern.

Manufactures’ Catalog sheets: Submit only pertinent pages; mark each copy of standard printed data to identify specific products for use.

Note: Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.

Approved Equals: for each item proposed as an “approved equal,” submit supporting data, including:

Drawings and samples as appropriate.

Comparison of the characteristics of the proposed item with that specified.

Changes required in other elements of the work because of the substitution.

Name, address, and telephone number of vendors.

Manufacture’s literature regarding installation, operation, and maintenance, including schematics for electrical systems, and parts lists.

Describe availability of maintenance service, and state source of replacement materials.

A request for approval constitutes a representation that Contractor:

Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

Will provide the same warranties for the proposed item as for the item specified.

Has determined that the proposed item is compatible with interfacing items.

Will coordinate the installation of an approved item and make changes required in other elements of the work because of the substitution.

Waives all claims for additional expenses that may be incurred as a result of the substitution.

Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements.

Forward submittals that are related to or affect one another as a package to facilitate coordinated review.

Each transmittal shall contain data specific to that individual submittal

Submittal Identification:

Contractor Officer will provide a project identification stamp which shall be applied by the Contractor. Identification shall include the park package number, project title, contract number, and transmittal number.

All sets of shop drawings, manufacture’s catalog sheets, samples, and other documents submitted to the Contracting Officer must have the identification information stamped on the submittal.

Identification information shall be applied to the bottom right margin on each page.

Identification information on samples shall be applied to the most readily visible area on the sample or on tags attached to the sample.

Submittal Numbering:

Number each submittal consecutively.

For re-submittals use the original submittal number, plus a letter suffix beginning with A.

Additional re-submittals of the same item shall contain the original number with the next consecutive letter.

Contracting Officer’s Review:

Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on back of submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or do not show evidence of Contractor’s approval.
