1. BACKGROUND
Gulf Islands National Seashore (GUIS) is a unit of the National Park Service and is head quartered in Gulf Breeze, FL. Opal Beach is located on Santa Rosa Island and is located 9 miles East of Pensacola Beach, FL just off State Highway 399 on Santa Rosa Island. Currently,
(6) aluminum chain link curtain roll-up doors have degraded and have deteriorated to the point of failure and collapse. The current doors were installed in 2018-2019 and have outlived their expectancy for the severe climate and weather associated with the sea air, salt water and daily usage.
PMIS 301531 Replace 6 ROLLING GRILLES Opal Beach
2. OBJECTIVES:
The objective of this contract will be to replace all (6) upward coiling security grille systems or rolling doors, one for each restroom at the Opal Beach park areas. The rolling doors are approximately 5’ wide and 10’ tall. The current doors are subjected to the harsh coastal environmental conditions and are susceptible to extensive corrosion, the new doors meeting the specified requirements will alleviate or mitigate existing conditions of extensive rust and corrosion, and further extend the lifespan of the doors beyond current 5 years replacement cycle. The work includes but is not limited to:
• The removal and acceptable disposal of the existing overhead, upward coiling security grille systems.
• Installation of (6) upward coiling security grille systems.
3. PLACE OF PERFORMANCE:
The Opal Beach Park is located 9 miles East of Pensacola Beach, FL, 8 miles West of Navarre Bridge, just off State Highway FL-399 on Santa Rosa Island. 7201 Gulf Boulevard, Navarre Florida, 32561.
4. PERIOD OF PERFORMANCE:
All work specified herein shall commence after the notice to proceed is received from the Contracting Officer and completed with-in a 2-month (60 day) period. Reasoning for any delays must be cleared through the Contracting officer as failure to complete this replacement could cause facility damage or injury to park visitors.
5. SCOPE:
In accordance with the terms and conditions herein, the prime contractor or his sub-contractors shall perform the work of this contract for the National Park Service (NPS), Gulf Islands National Seashore.
The contractor will complete the following items:
1. Contractor will provide all material, equipment, parts, and labor required to perform all the work specified in this contract.
2. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.
3. Remove waste materials from Project site and legally dispose of them in a landfill or incinerator acceptable to authorities having jurisdiction.
4. Except as otherwise specified, do not allow waste materials that are to be disposed of to accumulate on-site.
5. Contractor shall verify the quantity of materials needed to complete the task identified in this SOW.
6. Contractor will provide a work site and environment that is safe for employees, visitors to the Park, and NPS staff. If needed, the work area will be cordoned off and secure.
7. All work will be performed Monday through Friday from 7:00 am until 3:30 pm. No work will be performed on weekends or federal holidays without prior approval from the CO.
8. Contractor and employee parking and equipment storage areas will be designated by the Park. No company signs shall be installed on government property. Smoking and eating will be performed in areas designated by the Park. Employees shall always wear appropriate clothing.
9. Contractors will notify COR of scheduled site visits to ensure access to secure areas.
6. SAFETY:
All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State, local regulations, and requirements. This contractor is to follow at a minimum all OSHA rules and procedures.
Contractor must:
1. Provide a safe and healthful workplace for all employees while on NPS site.
2. Provide a safety plan outlining your safety program specific to this site.
3. Provide a level of public safety commensurate with exposure at NPS worksite.
4. Comply in rectifying all unsafe or unhealthy conditions called to his/her attention by the
Contracting Officer.
5. Allow for informal and formal, announced, and unannounced safety inspections by the park COR.
6. Submit an acceptable documented safety plan before beginning work.
Prior to starting work on government property, the contractor will submit to Gulf Islands National Seashore for approval a copy of their company safety plan pertaining to this particular contract.
Although not all inclusive, the safety plan must address at a minimum the following areas:
1) Heavy equipment operations
2) Fall Protection Plan (if required)
3) Public/visitor safety (barriers/signage, etc.…)
4) Traffic safety plan (if required)
5) Trenching/sloping of soil (if required)
6) Personal protective equipment used
7) Hazardous materials (HAZMAT) to be used
a. Copies of Safety Data Sheets (SDS) must be provided to the Park
b. Storage of HAZMAT
8) Emergency response protocols
9) Personnel training requirements
Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the GUIS Collateral Duty Safety Coordinator. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.
7. TASKS:
COMMUNICATION
A). Contractor shall notify the Contracting Officer’s Representative (COR) between 7:00 and 7:15 am on the morning work will be performed or inform the COR why services cannot be performed that day. The COR is Pete Seagriff, cell phone: 850-281-2165.
B). Work shall be performed during the park hours between 7:00 am and 3:30 pm Monday through Friday as per the established construction schedule. Weekend and holiday work will not be permitted, unless due to inclement weather, equipment problems, etc. with prior approval by the Park Contracting Officer.
C). Schedule changes shall be cleared through the Park Contracting Officer, Andre Ward @ 850-934-2614.
SPECIFIC REQUIREMENTS
The new upward coiling security grille door systems shall be the Cookson stainless steel series Visionaire ESG 10 or ESG 11 model, or Overhead Door Model 671 version, or equivalent product that meets the salient physical, functional, or performance characteristics.
o The new grille system curtain finish shall be made of 20-gauge 304 series stainless steel, self-stacking/nesting Staggered Brick or Straight Lattice pattern allowing air circulation and full visual access.
o The new grille system shall include heavy duty stainless steel or extruded aluminum guides, and structural steel angle #4 type 304 Stainless Steel bottom bar. Guides shall be wall mounted using nut sleeve anchors.
o The new grille system shall operate manually and have a double angle push up bar with a pull-down rod with hook.
o The new grille system shall consist of a solid 1” drive shaft with corrosion inhibitive baked on coating, stainless-steel spindles with torsion springs and spring adjusters.
o The new grille system with have brackets fabricated of stainless-steel plate with permanently lubricated ball or roller bearings at rotating support points to support counterbalance shaft assembly. Corrosion inhibitive zirconium treatment required for all bearings.
o The new grille system shall have a stainless-steel hood and fascia, with reinforced top and bottom edges.

Contractor shall notify the COR by 7:00 am of any intention to cancel work for the day due to weather.
8. DELIVERY:
All deliverables required to complete this project will be delivered by the contractor.
• Upward coiling security grille system
• Safety plan
• Proof of Insurance
Before Contract Closeout
• Upon completion of this contract the Contractor shall remove all equipment, tools, debris from the project and shall leave the premises clean, neat, and in original Park condition.
• The contractor shall supply a complete invoice to the COR in a timely manner for payment. Payment shall be made through the government electronic payment system and may take up to 30 days.

13. QUALITY ASSURANCE REQUIREMENT:
The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.
Prior to issuance of Notice to Proceed, the Contractor shall be required to submit to the CO the following items (Electronic submission in PDF or MS Office format is acceptable):
• Safety plan
• Proof of Insurance
• Proof of License
Additional Requirements:
• All affected areas must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government.
• Park visitors can be expected to be present during all working hours for the duration of the project. The contractor must consider managing a compact construction site that minimizes intrusion (noise, traffic, material staging, and dust) of visitor activities.

15. INVOICES AND PAYMENTS:
52.232-1 PAYMENTS (APR 1984)
The Government shall pay the Contractor, upon the submission of proper invoices or vouchers, the prices stipulated in this contract for supplies delivered and accepted or services rendered and accepted, less any deductions provided in this contract. Unless otherwise specified in this contract, payment shall be made on partial deliveries accepted by the Government if—
(a) The amount due on the deliveries warrants it.
(b) The Contractor requests it and the amount due on the deliveries is at least $1,000 or 50 percent of the total contract price.

Adjustment for Inadequate Performance
• Well maintained buildings are the National Park Service’s goals. Routine inspection shall be performed to minimize work improperly performed. Such inspections are designed only to assure that the NPS pays only for those services, which have been specified, and adequately completed by the contractor.

• If the contractor fails to successfully perform the work, the National Park Service may under the terms of the contract withhold or supend payment until corrective or remedial work is accomplish in a skillful and workmanlike manner.
