Statement of Work 50-Ton Air Cooled Condensing Unit Replacement - RRTP
Purpose: Acquisition and Replacement of the 50-Ton Air Cooled Condensing Unit at the RRTP Building.
1. Minimum Requirements of 50 Ton Air Cooled Condensing Unit:
The Air-Cooled Condensing Unit shall have a 50-ton capacity that operates using R-410 Refrigerant. The condensing unit shall operate on the building’s existing 460/60/3 electrical service and have a non-fused disconnect switch. The condensing unit shall also include a 2nd thru 5th year replacement compressor warranty in addition to a 1st year parts and labor warranty. Connecting the new condensing unit via the factory provided terminal strip to the existing Building Automation System (JCI) at the Marion VAMC is also required.
| General: | All air-cooled condensing units shall have scroll compressors. Unit | |
| shall be constructed with 14 ga welded galvanized steel frame |
with 14 and 16 gauge galvanized steel panels and access doors.
Unit surface shall be phosphatized and finished with an air-dry paint that will withstand a 672 consecutive hour salt spray application in accordance with standard ASTM B117.
| Compressors: | The scroll compressors shall have a simple mechanical design with | |
| only three major moving parts. The compressors provide a | ||
| completely enclosed compression chamber with no leakage paths. | ||
| The compressor is suction gas cooled, direct drive, 3600 RPM | ||
| hermetic motors. The scroll compressor includes a centrifugal oil | pump, oil level sight glass, and an oil charging valve. |
| Refrigerant Management – R410A | |
| Each compressor shall have crankcase heaters installed. |
Additionally, the condensing unit shall have controls to initiate refrigerant isolation at system shut down on each refrigerant circuit. To be operational, the refrigerant isolation cycle requires a field-installed isolation solenoid valve on the common liquid line near the evaporator.
Unit Control – R410A Factory provided 115-volt control circuit. Magnetic contactors for compressor and condenser motors, three-leg solid-state compressor overload protection, and high/low pressure cutouts. Across the-line start is standard. The system shall have an internal 3 minute fixed on and a 5 minute off time delay and compressor contactors. The unit shall be equipped with a phase loss/reversal/low voltage monitor which protects 3-phase equipment from phase loss, phase reversal, and low voltage.
Dual Circuit, Condenser Coils:
Condenser coils are dual circuited having an aluminum microchannel design. Factory installed liquid line service valves are standard.
| Dual Refrigerant Circuit w/Four Capacity Stages: | |
| The unit shall have dual refrigeration circuits. Each circuit has | |
| two compressors manifolded together utilizing a passive oil | |
| system. The condensing unit shall have four capacity stages. |
| Condenser Fans | |
| Condenser fans shall be direct driven with motors having thermal | |
| overload protection and permanently lubricated bearings. |
2. Scope of Work:
Removal of existing Air-Cooled condensing unit, and installation of new 50 Ton Air-Cooled condensing unit. Informing all personnel affected by this project must be done prior to starting the project.
Removal of Existing Air-Cooled Condensing Unit: Lock out - Tag out of this system must be done prior to anything being disconnected. All power must be disconnected from the condensing unit and all associated equipment prior to removal. Discarded equipment and material shall be removed from the VAMC by the contractor.
Installation of New Air-Cooled Condensing Unit: New Air-Cooled Condensing unit shall be brought on site by the installing contractor. The new Air-Cooled Condensing unit will be installed in the location vacated by the removal of the old equipment. Existing piping and electrical should be reconnected. The new condensing unit shall be connected to the existing Marion VAMC Building Automation System (JCI) so that the unit can be controlled remotely.
3. Location of Work: The new condensing unit will be installed in the location of the existing condensing unit on the Northeast corner of Building 81 at the Marion VMAC, 2401 West Main St. Marion Illinois.
4. Period of Performance: This replacement, removal and installation of the new Air-Cooled Condensing Unit shall be completed within 30 days from receipt of the equipment. The equipment shall be ordered immediately upon receipt of the notice to proceed. Removal and installation need to happen quickly so we can get the new system up and ready for use quickly.
5. Deliverables Schedule: Vendor will deliver the new system at the time of the replacement.
6. Applicable Standards: This system and installation will meet all ASME standards.
7. Acceptance Criteria: The new Air-Cooled Condensing Unit will be placed into service, monitored, and certified for proper operation including system training to VMAC maintenance personnel before acceptance.
8. Type of Contract/Payment Schedule: The procurement and payment of this requirement is expected to be paid upon completion of services rendered.
9. Miscellaneous: Any damage caused by the contractor during the removal and install such as, damage to other equipment, landscape, pavement, or any other government property will be the contractor’s responsibility to be repaired with approval from the VA Engineering Department.
