Coast Guard Base San Juan Building 100 Replace Carpet Statement of Work 5 Calle La Puntilla, San Juan Puerto Rico 5 August 2024
1. General: The work shall be performed in accordance with (IAW) this Statement of Work (SOW). The Contractor shall provide all tools, materials, and labor used in this SOW. The purpose of this project is to remove the old and decrepit carpet flooring in Bldg. #100 of the Prevention Office area and replace with a high-quality vinyl wood appearance flooring. All work is considered to be maintenance work using Service Contract Act (SCA) wages.
2. Scope:
2.1. Option Item #1 - Dis-assemble cubicles for re-use. Move all furniture, cubicles, chairs, desks, bookshelves from area of work and store in temporary, covered storage. Price this item separately than the Base Item of removing the existing carpet and installing new high quality, luxury vinyl flooring planks (LVP).
2.2. Base Item #1 - Remove all carpeting in the Prevention area, approximately 5,100 square feet (should be field verified).
2.3. Base Item #1 - Remove all cove base in the Prevention area, approximately 1,800 linear feet (should be field verified).
2.4. Base Item #1 - Prepare the subsurface to the LVP’s manufacture specification for installation.
2.4.1. Removing all dirt, oil, grease, or other foreign matter from surfaces to receive floor covering materials.
2.4.2. Removing excessive existing adhesive if it interferes with floor leveling requirements.
2.4.3. Filling cracks more than 1/16” wide with a Portland or cement based patching compound.
2.5. Base Item #1 - Prepare the Surface for LVP installation.
2.5.1. Using the supplied primer, prime the surface in accordance with the manufacture recommendations.
2.6. Base Item #1 - Apply Adhesives:
2.6.1. Mix and apply adhesives in accordance with manufacturer’s instructions.
2.6.2. Provide safety precautions during mixing and applications as recommended by adhesives manufacturer
2.6.3. Apply adhesive uniformly over surfaces:
2.6.3.1. Apply adhesive to only that area which can be covered by floor covering material within the recommended working time.
2.6.3.2. Remove adhesive which dries or films over.
2.6.3.3. Do not soil walls, bases, and adjacent areas with adhesives.
2.6.3.4. Promptly remove any spillage.
2.6.3.5. Clean trowel and re-work notches as necessary so as to ensure proper application of adhesive.
2.7. Base Item #1 - Install LVP flooring:
2.7.1. Install LVP in accordance with manufacturer’s installation guidelines. Approximately 5,100 sqft (measurements are approximate and should be field verified prior to bidding).
2.7.2. Do not lay tiles less than ½ the width of a field tile.
2.7.3. Cut border tile neatly and accurately to fit within 1/64” of abutting surfaces.
2.7.4. Fit flooring material neatly and tightly into breaks, recesses, against bases, around penetrations, under saddles and thresholds, and around permanent cabinets and equipment.
2.7.5. Lay tile with grain or pattern running in same direction.
2.7.6. Install transition strips where needed to prevent trip hazards or delamination.
2.8. Base Item #1 - Install Cove Base:
2.8.1. Approximately 1,800 LF (measurements are approximate and should be field verified).
2.8.2. The new Cove Base shall match the existing.
2.8.3. Unroll base material and cut into accurate lengths, as desired or required for minimum number of joints.
2.8.4. Match edges at all seams or double cut adjoining lengths.
2.8.5. Install with tight butt joints with no joint widths greater than 1/64”.
2.8.6. Do not install base behind casework.
2.8.6.1. Top – Set Base:
2.8.6.1.1. Apply adhesive and firmly adhere to wall surfaces.
2.8.6.1.2. Press down so that the bottom cove edge follows floor profile.
2.8.6.1.3. Form internal corners by using pre-molded corners.
2.8.6.1.4. Form external corners by using pre-molded corners.
2.8.6.1.5. Scribe base accurately to abutting materials.
3. Applicable Documents
3.1. National Building Code
4. Warranty: The Contractor shall warrant that all goods supplied, systems, equipment, designs, and work covered by this Scope of Work and subsequent contract shall be satisfactory for its intended purpose, shall conform to and perform as called for in the Contract requirements specifications and shall be free from all defects and faulty materials and workmanship. Any goods supplied, systems, equipment, designs, or work found to be defective within the time specified below shall be repaired, remedied, or replaced, hereinafter called “corrective work”, by the Contractor, free of all charges including transportation. The duration is to be one year or the manufacturer’s standard warranty period, whichever is longer.
5. Code Compliance: The contractor shall assume full responsibility to ensure that the project is in compliance with all ICC codes, Coast Guard Regulations, and local regulations unless otherwise specified.
6. Period of Performance:
6.1. All work shall be completed within 90 calendar days from award date.
6.2. The space will be empty of personnel and the work can be done during the normal workday (M-F 0600-1700).
7. Submittals
7.1. Within 10 days after award the contractor shall hold a kick-off meeting for all interested parties to go over expectations, requirements, and proposed plan of execution. Within 3 days after the kick-off meeting the contractor shall submit an Implementation Plan/Project Schedule documenting their approach and milestones to system installation, integration, testing and acceptance. The Implementation Plan shall include the Contractor’s proposed list and sequence of activities for the delivery of the full system in accordance to the requirements in these specifications, and their associated milestones for testing and acceptance.
7.2. LVP Sample and appearance for Coast Guard acceptance.
8. Coordination
