STATEMENT OF WORK (SOW)
For Construction Services
FOR
Mountain Home AFB Repair Base Switching Station, Bldg 2406 & 1017
22 Jan 2026
1.0 INTRODUCTION
1.1 The United States Government (USG) has a requirement for construction services set forth under this Invitation for Bid (IFB) at Mountain Home Air Force Base (MHAFB) to upgrade and modernize the existing distribution switching station (Bldg 1406) to current industry standards and performances by constructing a new building (Bldg 1017) to serve as a switchgear enclosure on the southwest side of Liberator Street. Additionally, the construction services shall transition loads from the existing distribution switching station to the new distribution switching station. Lastly, the existing distribution switching station will be demolished. (See Figure 1 through Figure 14 for reference and clarification)
1.2 The construction services shall provide (a) administrative services such as management oversight, developing proposals and detailed project schedule, invoicing, finalizing as-builts drawings, etc.; (b) identifying all materials, required tools and subsequent procurement; (c) electricians/linemen that are duly qualified and certified for the installation of medium-voltage cables and equipment; and (d) all ancillary services associated with medium-voltage replacement per industry standards and guidance.
2.0 BACKGROUND INFORMATION
2.1 Mountain Home Air Force Base switching station was constructed in 1947 and is composed of two adjacent electrical system facilities separated by a chain link fence acting as a demarcation between the: (a) distribution substation owned and operated by Idaho Power Company (IPC); and (b) distribution switching station owned and operated by MHAFB. The adjoining IPC substation steps down the high voltage from transmission overhead lines to a distribution voltage level that can be distributed from the switching station to various locations within MHAFB. The switching station performs this distribution by means of eight (8) reclosers, which were replaced in both 1975 and 2007. The eight reclosers, indiscriminately, provide electrical power to eight portions within MHAFB, referred to circuits A through H. Because the reclosers were replaced at various times, they vary in many aspects, are not interchangeable and are difficult to maintain.
2.2 There are two step-down transformers within IPC distribution substation (160-feet by 116-feet):
(a)138 kilovolt (kV) to 13.09kV Delta-Wye, 18 mega volt-amp (MVA) (33.6MVA forced-oil-air cooled transformer (FOA)) is served from the 138kV Mountain Home Tap transmission line; and (b) 69kV to 12.99kV Delta-Wye, 10MVA is served from Elmore-Mountain Home transmission line. (see Figure 2 through Figure 5 for reference) The 138kV transmission line is the primary source of power and the 69kV transmission line is the secondary source of power, both of which tie into a main common bus.
The common bus feeds three sets of vacuum-circuit breakers with isolation and bypass switches: (a) #1343 breaker feeding MHAB-011 feeder; (b) #1306 breaker feeding MHAB-012 feeder; and (c) #1344 breaker feeding MHAB-013 feeders. The three medium-voltage feeders (MHAB-011, -012, and -013) are routed from the IPC distribution substation to the switching substation (owned and operated by MHAFB) by two sets of overhead lines (-011 and -012) and one buried line (-013).
3.0 PROJECT INFORMATION
3.1 The main scope for this project is to replace the existing MHAFB switching substation (Bldg 1406) with a new switching station (Bldg 1017) southwest of the current substation site across Liberator Street. The existing MHAFB distribution switching substation (Bldg 1406) on the north side of Liberator Street will be demolished as part of this project. The proposed project site for the new distribution switching station (Bldg 1017) is located in the southwest corner of the intersection of Liberator Street and 7th Avenue at MHAFB in southwest Idaho. (See figures at end of this SOW for reference)
3.2 The new switching station (Bldg 1017) will be a stand-alone single-story building constructed with reinforced concrete masonry unit (CMU) blocks with a CMU veneer. The exterior of the building will be characterized by textured, integrally colored CMU veneer to complement the existing adjacent buildings as per MHAFB installation facility standards. The exterior metal doors, frames, and metal components will be finished in a beige color as per MHAFB Installation Facility Standards.
3.3 Existing underground utilities are present and active at the new location for the distribution switching station, including electrical, communications, water, and sanitary sewer. The new distribution substation building (Bldg 1017) will be located to avoid conflicts with existing utilities, which are primarily located within utility corridors along 7th Avenue and Liberator Street. New underground electrical utilities will be added, connecting the IPC substation to the new switchgear building. These electrical utilities will cross Liberator Street and 7th Avenue and will require repaving small segments of the roadway for installation and removal of the old utilities. In addition, the existing electrical infrastructure to be abandoned and removed during the demolition of the existing switching substation (Bldg 1406). New electrical service is the only utility required at the new switching station (Bldg 1017). The existing water infrastructure is sufficient for fire protection needs.
3.4 A security fence is required for the site with minimum barrier rating of M40/K8. The anti-ram barrier must be on the latest DoD Anti-Ram Vehicle Barriers list to meet the current ASTM F2656-07 (Standard Test Method for Vehicle Crash Testing of Perimeter Barriers). This fence should be very similar to the appearance of the adjacent Security Forces fence that this project will tie into. In addition, to secure the site’s parking lot from vehicles and the site from pedestrian traffic, a sliding or swing gate will be needed at the parking lot entrance, along with a crash-rated drop arm gate controlled electronically from a line voltage (120V) PIN keypad with Common Access Cards (CAC) to gain access to the site.
3.5 Coordination with Idaho Power Company (IPC) will be required to extend three distribution circuits from the existing distribution circuit breakers connected to IPC’s 33.8 MVA, 138kV-13.08 kV and 10 MVA, 69kV-12.99kV (Normally Open) power transformers. Breaker 013A (1344) will initially be used as a temporary source feed to new switchgear “Main T”, pending verification of existing Circuit “C” load capabilities to also feed Main A load temporarily. Breakers 011A (1343) and 012A (1306) will be source feeds to new switchgear “Main A & Main B”. These three IPC source circuits will then be used to serve eight existing MHAFB distribution circuits (circuits “A” through “H”) with the provision to serve two fully equipped spares and four future distribution circuits protected via metal-clad switchgear located on the interior of the building. Additional electrical work will be required to provide lighting, power, and communications in the new switching station. Utility electric metering will be provided as per MHAFB standards. Additional information regarding the existing IPC and MHAFB electrical system including load flow and short-circuit analyses can be found in Design Analysis, Appendix K. Electrical equipment cut-sheets and calculations are provided in Design Analysis, Appendix L. (See References)
3.6 Routing of the new primary IPC source circuits and existing MHAFB distribution circuits will be accomplished primarily through 15 kV rated, three-phase underground cable (500 kcmil Copper) and associated deadbreak (600A) elbow terminations. Sectionalizing enclosures, “SecTER cabinets”, will be utilized along the exterior of the switchgear enclosure building to facilitate excess cable spools and tie-ins with the existing MHAFB distribution circuits (circuits “A” through “H”). Metal-clad switchgear cabinets will be arranged with a main-tie-main configuration and stacked vertically to allow for two circuit-breakers to be contained in a single cabinet. The switchgear will be rated for 1200 amps (A) and be paired with SEL-351S, SEL-751, and SEL-587Z for protective relaying, REA-101, 103, AND 105 for arc protection relaying, and SEL-735 for metering.
3.7 The new switching station (Bldg 1017) will be powered via integral, draw-out primary fuses for external outdoor transformers with secondary auto-throwover to supply 208/120V throughout the building. Station batteries will also be supplied with a minimum rating for backup service for 8-hours. The new switching station (Bldg 1017) will also support electrical equipment including light fixtures, receptacles, communication outlets, panelboards, mechanical equipment, etc. Lighting will be light emitting diode (LED) strip lights with integral emergency DC lamp sourced by switchgear battery system, pendant hung, throughout. Branch circuits will be supplied to power equipment and electrical devices within the facility. Conductors and conduit mechanical equipment will also be supplied based on the size of the equipment. All conductors will be sized to limit voltage drop to 3% for branch circuits and 2% for feeders. Minimum wire size will be #12. In the control room of the facility, new LED light fixtures with emergency DC feature will be installed and connected to new branch circuits. Communications cabling (fiber optic cable) to the facility and cabling within the facility (Cat-6) will be installed by the contractor. The data rack is designed to be in the Communications room.
3.8 New electrical primary, 15 kV, distribution cable and associated terminations connecting the existing MHAFB circuits to the new MHAFB switchgear shall be comprised of the following:
3.8.1 Primary Cable: 15 kV insulation class, 500 kcmil, National Electrical Manufacturer’s
Association (NEMA) (WC) 74, Underwriter’s Laboratories (UL) 1072, compact stranded copper conductors, 100% copper concentric neutral, MV-105 133% ethylene-propylene rubber (EPR) insulation, polyvinyl chloride (PVC) jacket.
3.8.2 Cable Terminations: Cable terminations: 600 ampere non-loadbreak, “Deadbreak”, elbows, IEEE 386, ethylene propylene diene monomer rubber outer shield, dead front type with hot-stick pulling eye, ground tab, test point, and protective caps.
3.8.3 Lightning Protection System: A lightning protection system will be installed in and on this facility as per NFPA 780 based on the importance of the equipment
3.9 A ground loop to encompass the switchgear building and associated control power transformers and SecTER cabinets will be provided as part of the Switching Station Ground. The ground loop should supplement the existing ground reference at IPC’s substation established 40-50 years prior and could be used in the event of MHAFB’s isolation from IPC and reliance on self-generation means in the future.
3.10 The ability to access the current configuration of MHAFB electrical network and its ability to control and manipulate breakers is an integral part of this project with access points at the new switching station (Bldg 1017), Civil Engineering Building (Bldg 1300), and the Electrical Shop (Bldg 1354).
3.11 The Contractor assumes a baseline level of understanding of the Risk Management Framework (RMF) and, more specifically, the Unified Facilities Criteria (UFC) for Cybersecurity of Facility-Related Control Systems (FRCS), UFC 4-010-06. This project, relative to the FRCS incorporated herein, is tailored to the requirements of the UFC and this criterion supports the RMF, which outlines the DoD’s process for securing information systems (IS) and modern-day industrial control systems (ICS) and devices. (See Design Analysis for more details)
3.12 Construction will be done in a manner to limit electrical outage durations as much as possible. See Design Analysis, Appendix K, as a key reference for transitioning from existing switching station (Bldg 1406) to new switching station (Bldg 1017). MHAFB extensive distribution network can be utilized to help mitigate individual feeder outages during cutovers from the existing MHAFB substation to the new MHAFB switchgear building. IPC Circuit Breaker 44 position is already constructed with an overhead to underground riser termination to an external sectionalizing enclosure serving Feeder C.
Utilization of this Breaker with new underground cable extension to the MHAFB switchgear building could be utilized to serve partial loads from the switchgear building. This path would be limited to
4.5 MVA, 200A.
3.13 The detailed feeder cutover plan and schedule to transfer loads from the existing substation to the new MHAFB switchgear building shall be the responsibility of the Contractor with appropriate coordination with MHAFB personnel. However, an “strawman” outline of proposed cutover sequences is provided below for reference and considerations.
3.13.1 Construct and install new MHAFB switchgear building 1017, SecTER Cabinets and MV cable while feeding existing system from existing IPC substation source.
3.13.2 Energize new switchgear with temporary service configuration from IPC 13A via Circuit C.
3.13.3 Cutover Circuit C and Circuit H from existing switching substation to 1017 breakers via distribution cross-connect switchgear SH-020.
3.13.4 Cutover Circuit D and Circuit E from existing switching substation to 1017 breakers via distribution cross-connect switchgear SD-010.
3.13.5 Cutover IPC Breaker 11A from existing switching substation to 1017 MAIN B.
3.13.6 Cutover Circuit B and Circuit F from existing switching substation to 1017 breakers via distribution cross-connect switchgear SF-020.
3.13.7 Cutover Circuit A and Circuit G from existing switching substation to 1017 breakers via distribution cross-connect switchgear SD-020 & SE-050.
3.13.8 Cutover IPC Breaker 12A from existing switching substation to 1017 MAIN A
3.14 Additional drawings illustrating this proposed cutover sequence are also provided in Design Analysis, Appendix K. New Demarcation points between Idaho Power Company (IPC) source circuits and MHAFB will be accomplished via overhead distribution double-deadend structures. An additional overhead span will then land on 2-sets of deadend overhead to underground riser structure for IPC Breakers with a Gang-Operated Air Brake (GOAB) switch for IPC Breakers 011A (1343) and 012A (1306) similar to the existing structures and configurations for IPC Breaker 013A (1344).
3.15 Demolition of the existing MHAFB substation cannot begin until new Permanent Idaho Power Company (IPC) 011A (1343) and 012A (1306) feeds are completed, and distribution line extensions as shown in the plans are completed to allow for full circuit offloads of all distribution feeders.
