MAN OVERBOARD INDICATOR SYSTEM (MOBI)

HARDENING & FILTERING UPGRADE

STATEMENT OF WORK

1.0 INTRODUCTION

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) has a requirement to procure a turnkey solution to militarize the existing commercial off the shelf (COTS) BriarTek Direction Finder (DF-101) Man Overboard Indicator (MOBI) receiver that is fielded currently.

2.0 APPLICABLE DOCUMENTS

N/A

3.0 REQUIREMENTS

3.1 The Contractor shall furnish all labor, material, and equipment required to deliver a turnkey solution to militarize the existing commercial off the shelf (COTS) BriarTek Direction Finder (DF-101) Man Overboard Indicator (MOBI) receiver.

3.1.1 The support required shall include design services and equipment to upgrade the existing BriarTek DF-101 electromagnetic hardening and filtering to provide improved performance in typical United States Navy shipboard electromagnetic environments.

3.2 The Contractor shall modify two (2) government furnished DF-101 receivers to enhance the capabilities of the current COTS systems. The modified equipment shall meet the following minimum capabilities:

3.2.1 Units shall have a 200 kHz or narrower passband centered at 121.5 MHz. Frequencies outside the passband shall be attenuated by at least 60 dB by 1 MHz above and below the center frequency. Frequencies at 32 MHz and lower shall be attenuated by at least 100 dB. Higher attenuation is desired.

3.2.2 Unit attenuation shall be achieved via tuned antennas and/or filtering

3.2.3 Unit antenna, filters, and receiver shall ensure efficient power transfer through proper impedance matching.

3.2.4 Units shall be well shielded/hardened to block HF/VHF/UHF from bypassing front end filtering.

3.2.5 Cabling to the bridge monitor shall be shielded and the shield grounded properly.

3.2.6 Unit and cable shielding/hardening shall not negatively affect antenna performance (gain/pattern) with a goal of good omni-directional performance within +/-15 degrees elevation.

3.2.7 Power and data connections shall be 100% form/fit/function/power consumption compatible with COTS ORCADF-D101 display unit.

3.2.8 Units shall be resistant to electrostatic discharge (ESD) or other electronics hazards at levels equal to or better than the current circuit.

3.2.9 Units shall be resistant to environmental conditions to include temperature and humidity at levels equal to or better than the COTS unit.

3.2.10 Minor modifications to the size and shape of the unit are acceptable as long as antenna pattern performance is not impaired. Mounting method shall not be affected.

3.3 The entire effort shall not exceed three (3) months from receipt of the order.

3.4 The Contractor shall ship the modified units and government furnished materials to the Government upon completion of all services.

3.4.1 The Contractor shall provide tracking information to the Technical Point of Contract listed below.

4.0 GOVERNMENT FURNISHED EQUIPMENT
