Statement of Work
Regional & National Ready Equipment Bag
Title of Project
The Department of Homeland Security, FEMA – Tactical Rolling Bag, 90L, Color-Black
Period of Performance

Project Background
Funding to support all IMAT teams with mission ready needs as it aligns with FEMAs 2022-2026
Strategic Plan Goal 3, Promote and Sustain a Ready FEMA and Prepared Nation and Objective
3.1, Strengthen the emergency management workforce & Objective 3.3 Unify coordination and delivery of federal assistance. Key outcome is fund mission critical equipment for the IMATs.
IMATs are required to maintain a high state of readiness for disaster operations, specifically unanticipated no-notice events. The IMAT Division provides and manages the lifecycle for the full suite of equipment identified in the IMAT Division Standardized Equipment policy.
Scope
The vendor shall supply and deliver all contracted equipment that is necessary in assisting with mission critical requirements essential to all National and Regional IMAT teams throughout the
United States including US Territories within the agreed timeframe.
Requested funds to be used for soft-sided, multi-compartment rolling equipment duffle bag(s) that conform with airline regulations with specific compliance based on air carrier policy regarding size and dimension. The following characteristics of the equipment to be adhered to:
• Clear vinyl document storage pocket and business/ID card holder
• Retractable handle and self-retracting grab handles
• 4 external zippered pockets with name tape and morale patch holders
• Three internal pockets and light-colored interior lining
• Dedicated top compartment with optional roll away dividers for top loader access to the main compartment
• Internal fiberglass rods allow for easy loading and the bag to stand on its end or compact storage when removed
• Impact resistant bottom base panel
• Removable webbing strap with buckle included for tethering
• Lockable YKK® zippers
• Water-resistant 1050D nylon and 1680D ballistic nylon
• Overall Dimensions - 13.0"H x 28.75"L x 15.875"D
• Total Capacity - 5514 cubic inches / 90 Liters
• Weight - 14.0 lbs

Evaluation Criteria for Award
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government’s needs, price and other factors considered. The factors are listed below in descending order of importance. All evaluation factors, other than price, when combined, are significantly more important than price. The following factors shall be used to evaluate offers:
Factor 1 – Technical: Technical consist of ensuring that the items that are being requested are the items that will be acquired from the contractor.
Factor 2– Delivery Schedule: Items will be evaluated on how soon the items can be delivered.
Contractors are to list when they anticipate each item can be delivered. A delivery date must be mentioned for each location, or the quote will be deemed incomplete.
Factor 3 – Price: Simply insert the fixed price for the items being acquired or provide documentation with the shipping, per item, and total pricing. The government will confirm calculations for accuracy.
The technical evaluation rating criteria are defined as follow:
Rating Description
Acceptable – The Government has high confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in performing the requirements with little or no
Government intervention.
Unacceptable – The Government has low confidence that the Contractor understands the requirement, proposes a sound approach, or will be successful in performing the requirements even with
Government intervention.
