About this file
This is a Statement of Work (SOW) for telecommunications infrastructure installation and radio system replacement at Joint Base Lewis-McChord (JBLM) in Washington, dated May 20, 2026, version 3.3.
The contractor must Engineer-Furnish-Install-and-Test (EFI&T) outside plant (OSP) rated single-mode fiber optic cable (FOC) and inside plant (ISP) interconnect fiber optic cable between Building J00008 and 13 destination buildings/sites, providing 12 strands of SM FOC to each location. Installation must be completed within 120 days of contract award using existing underground telecommunications infrastructure and maintenance holes. The work includes terminating cables in fiber patch panels with LC connectors, installing splice cases with fusion splicing (splice losses not exceeding 0.3dB), and sealing pathways. Specific cable routes traverse multiple maintenance holes and hand holes across the base. Additionally, the contractor must replace radio system channel banks in six buildings with TC Communications JumboSwitches configured in two self-healing fiber rings for redundancy, providing 28 audio/PTT ports at the GATR Site and 4 ports each at five user locations, with UPS backup and TC View management software.
The contractor must provide all engineering, labor, materials, tools, and equipment; submit design drawings, cable test plans, and test reports compliant with UFC 3-580-01, JBLM Design Standard Section 33 82 00, and ANSI/TIA standards within specified timeframes (installation plan within 15 days of award, test plan within 5 business days); conduct OTDR and attenuation testing on all fiber strands in both directions; provide one-year warranty; schedule final walk-through 72 hours before project completion; maintain quality control personnel throughout installation plus three months post-acceptance; assign a site POC and project manager; provide operational training for 5 government personnel; and attend a kick-off meeting. Work hours are 0730-1630 Monday-Friday excluding federal holidays. The government will provide escorts for secure area access (coordinated 14 days in advance) and review/inspect work but will not furnish materials or equipment. Contractor personnel require AT Level I and OPSEC Level I training, E-Verify screening, site visit request letters with employee identification, and compliance with JBLM security regulations and confined space programs.
