About this file
This Statement of Work (SOW) details a fire alarm control panel replacement project for the Rapid City Regional Airport Air Traffic Control Tower (ATCT) in South Dakota. The project requires replacing the existing 23-year-old NFS-640 fire alarm control panel with a new NFS2-640 panel, including components such as power supply module, interface screen, digital alarm communicator transmitter, bypass switch interface module, and stairway pressurization system control interface. The work must be performed by a certified Honeywell/Notifier contractor during normal business hours, with minimal disruption to air traffic control operations.
Key deliverables include installing a new UL 864 Listed cellular dialer with multiple communication pathways, completing a 100% system test, providing digital and hard copy programming and operations manuals, and conducting 1 hour of training for FAA personnel. The work is expected to take approximately one day, with manufacturer materials and data sheets to be submitted two weeks prior to the Notice to Proceed (NTP). All equipment must be UL-listed for fire alarm systems, and the project is part of FAA solicitation number 697DCK-25-Q-00055, classified under NAICS code 238290 as an unrestricted, competitive procurement.

Scope of Work Fire Alarm Control Panel Replacement Project
Facility:
Rapid City Regional Airport ATCT 4820 FAA Road Rapid City, SD 57703
Background:
The scope and purpose of this project is to replace the main fire alarm control panel at the Rapid City, SD, Air Tra ic Control Tower. Fire alarm control panels are the core of a fire detection and alarm system, responsible for recognizing fire emergencies and activating occupant notification to enable safe evacuation.
Maintaining a functioning fire alarm system in ATCTs is both a statutory requirement and critical to the safety of the NAS by minimizing disruptions to air tra ic control operations and giving controllers su icient time in the event of a fire to safely direct air tra ic before needing to evacuate.
The existing panel is 23 years old. The standard industry time frame for replacing a fire alarm system is between 15-18 years of age. The panel has started to show signs of age, with false and errant signals being transmitted that can impact the ability of the controllers on site to control NAS tra ic. Replacement parts are no longer available for the panel.
Limitations:
The existing fire alarm system is supplied by Honeywell/Notifier. As such, only a certified Honeywell/Notifier contractor may perform work on the system, and the panel can only be replaced with Notifier equipment.
All work can be performed during normal business hours. Work in the control cab must be coordinated with Air Tra ic personnel. Utilize methods to minimize disruption to facility occupants (i.e. bypass horns/strobes after initial functional test, disconnect remote annunciator panel in cab during testing to prevent nuisance noise for controllers, etc.)
Scope Of Work:
1. Replace the existing NFS-640 fire alarm control panel with a NFS2-640 panel, including all components listed below:
a. Power supply module
b. Interface screen
c. Digital Alarm Communicator Transmitter (DACT)
d. Bypass switch interface module including all labels (match existing bypass switches)
e. Control interface for stairway pressurization system including all labels (match existing controls)
2. New components shall be installed in existing Fire Alarm Control Panel cabinet.
3. Replace remote annunciator panel in cab.
4. Include labels for all buttons.
5. Install new UL 864 Listed cellular dialer to communicate to remote supervising station. The dialer must provide multiple communication pathways by utilizing multiple cellular carriers.
6. The existing programming expected to remain as-is. If necessary, some minor changes to the system programming may be required.
7. Include 3 hours to perform 100% test of new panel and existing field devices after completion.
8. Include 1 hour for training on new NFS2-640 panel and cab annunciator panel.
9. Provide manufacturer’s materials and data sheets for equipment to be installed for review prior to start of work.
10. Provide digital and hard copy Programming and Operations Manual for new fire alarm control panel at completion of work.
11. Drawings are not required.
12. This work is not subject to local AHJ permit fees, review, or inspection.
Standards:
All equipment installed shall be UL-listed for appropriate use in fire alarm systems.
Deliverables and Timelines:
2 weeks prior to NTP: Provide manufacturer’s materials and data sheets for equipment to be installed for review.
Work period: Work is expected to take approximately 1 day.
At the completion of equipment install:
1. Provide digital and hard copy Programming and Operations Manual for new fire alarm control panel.
2. Provide 3 hours to complete 100% test of field devices, system interfaces, and both communication paths to central monitoring station.
3. Provide 1 hour of training for FAA personnel on new NFS2-640 panel and cab annunciator.
