Coast Guard Academy Range Rental FY26
1.0 SCOPE
The contractor shall provide exclusive use of an indoor firing range, an integrated classroom, a certified Range Safety Officer (RSO), and priority scheduling to the U.S. Coast Guard Academy
(CGA). These facilities and services are required to support all CGA firearms training and qualification activities for Fiscal Year 2026. This includes, but is not limited to: permanent party qualification, Coast Guard Security Force (CGSF) qualification, 2/c and SWAB summer training programs, collegiate pistol/rifle team practice and competitions, the Combat Arms course, and
Deployable Specialized Forces screener preparation courses.
1.1 Geographic Proximity: The vendor's range facility shall be located no more than twenty-five (25) miles from the U.S. Coast Guard Academy campus. This geographical limitation is a critical requirement due to the highly structured and demanding schedules of the Cadets. Travel time beyond this specified radius would negatively impact the allotted time for training and impede the successful execution of the training curriculum.

2025 to 30 September 2026.
2.2 Required Hours: The contractor shall provide facilities and services for the following scheduled blocks of time. The Government will coordinate specific dates with the contractor to fulfill these requirements.

SWAB Summer Weapons Familiarization 2 Weeks (8-hour blocks) Summer

Collegiate Pistol/Rifle Training (Optional) Approx. 32 Days (4-hour blocks, air range) Academic Year
Classroom Space As needed Throughout PoP
3.0 FACILITY, PERSONNEL, AND EQUIPMENT REQUIREMENTS
3.1 Live-Fire Range Requirements: The contractor shall provide an indoor, live-fire range that meets the following minimum specifications:
• Lanes: A minimum of six (6) individual shooting lanes.
• Distance: A maximum shooting distance of at least 25 yards.
• Tactical Movement: The range configuration must safely permit personnel to conduct training drills that involve movement forward of the standard firing line.
• Target Systems: Target systems must be capable of accommodating both freestanding targets and paper/cardboard targets on a movable retrieval system.
3.1.1. Air Gun Range Facility Specifications: The contractor shall provide a dedicated, limited-access space for the collegiate pistol and rifle air gun range. This facility must be physically separate from any publicly accessible areas of the premises to preclude disruption to cadet training and to ensure the safety of non-participating patrons. The range space shall have minimum clear dimensions of not less than fifty (50) feet in length and thirty (30) feet in width.
Furthermore, a secure, designated storage area must be provided within the space for the storage of team equipment, gear, and air tanks
3.2 Contractor-Provided Personnel and Services:
• Range Safety Officer (RSO): The contractor shall provide a qualified Range Safety
Officer for all periods of live-fire range use. The RSO shall be responsible for overseeing the safety of all range operations.
• Maintenance: The contractor shall be responsible for all range maintenance, including but not limited to, target system service, lead abatement, and general upkeep of the facility.
• 3.2.1 Disclosure of Subcontractors. If the quoting vendor qualifies as a small business and plans to subcontract any portion of the work, the quote must identify all proposed subcontractors. The vendor shall list the legal name of each subcontracting firm and the specific tasks they are intended to perform.
3.3 Government-Furnished Equipment:
• The Government (CGA) will provide all weapons, ammunition, targets, and ancillary training equipment. The contractor is not required to furnish these items.
3.4 Ancillary Facility Requirements:
• 3.4.1 Classroom: The contractor shall provide a dedicated classroom space that meets the following criteria:
• Capacity: A minimum seating capacity of 32 students.
• Location: The classroom must be located adjacent to the live-fire range, within the same building, to allow for seamless transition between academic instruction and practical application.
• Equipment: The classroom must be equipped with standard audio/visual (A/V) equipment, such as a projector and screen, and a whiteboard for instruction.
• 3.4.2 Sanitary Facilities: The contractor shall provide access to clean and operational sanitary facilities for all CGA personnel.
4.0 SCHEDULING AND COORDINATION
4.1 Points of Contact (POC): The primary points of contact for the U.S. Coast Guard Academy will be the Weapons Section Chief and designated Armory Staff. All official scheduling and coordination will be conducted through these POCs.
4.2 Scheduling Process:
• Lead Time: The Government shall request and finalize all range and classroom reservations no less than fourteen (14) days in advance of the training evolution.
• Priority: The contractor shall grant the Government priority access to the required facilities during the blocks of time outlined in Section 2.2.
• Conflict Resolution: Any scheduling conflicts must be identified and resolved with the
Government POCs no less than forty-eight (48) hours prior to the scheduled start time of the training evolution.
4.3 Hours of Occupancy:
• Full-Day Events: The Government shall have access to occupy the facility no later than
0900 for all scheduled 8-hour blocks.

1630 for all scheduled 4-hour blocks (e.g., team practice and training events).
4.4 Sole Occupancy: The contractor shall provide the Government with sole and exclusive occupancy of the rented range space during all scheduled training evolutions. This is a critical safety and operational requirement to accommodate training drills involving movement beyond the standard firing line.
5.0 SAFETY AND COMPLIANCE
5.1 Adherence to Contractor Policies: All Government personnel, including cadets, permanent party, and staff, shall adhere to all of the contractor's established range safety policies and procedures while on the contractor's premises.
5.2 Governing Standards: All training evolutions and courses of fire will be conducted in accordance with the published doctrines and safety standards of the relevant governing body for each discipline. This includes, but is not limited to, U.S. Coast Guard (CG) policy, International
Defensive Pistol Association (IDPA) rules, National Rifle Association (NRA) standards, and
U.S. Practical Shooting Association (USPSA) regulations, as applicable to the specific training being conducted.
