Ship Husbanding and Associated Services in Saipan, CNMI NOAA Ship Rainier (S-221) Statement of Work

1. Introduction The NOAA Ship Rainier is a public vessel owned by the United States Government, National Oceanic and Atmospheric Administration. The ship is a research vessel built and commissioned in 1968 for the United States Coast and Geodetic Survey for the purpose of conducting hydrographic surveys to map the seafloor. The ship has spent the vast majority of her years pursuant to that mission in Alaskan and Pacific Northwest waters. Prior to 2022, she has never been west of the Hawaiian Islands. While underway in Guam and the CNMI, RAINIER will be conducting a multipurpose mission including hydrographic surveying, diving, and coral reef and fisheries research.
2. Scope This Statement of Work (SOW) details the requirements for services to be provided by the husbanding agent while the ship visits Saipan, CNMI during the period of performance described below.
● LOA: 231ft
● Bream: 42ft
● Max Draft: 17.5 ft (includes 1.5 ft. Sonar gondola)
● Tonnage International: 1492 GT, (1591 GRT)
3. Contracting Officer and Technical Representative
The Contracting Officer (KO) is the sole person authorized to make or approve any changes in any of the requirements of this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.

4. Dates of Service/ Period of Performance
In-Port #1 13 April 2022 - 18 April 2022 In-Port #2 23 June 2022 - 27 June 2022
All dates are subject to change, based on operational needs. The ship will notify the Contractor at least 24 hours prior to any change to an arrival or departure date. The day of departure will likely require only limited services for a few hours in the morning. Services will be prorated and billed based on actual use throughout the period of performance.
5. Supplies, Services and Performance Standards The contractor/ husbanding agent shall provide and perform to standards as follows during each port call:
● Pilot and Tug Service In & Out of Port o The Rainier does not intend to take a pilot or use a tug but would want the option to use one if it is determined at a later date that it is needed.
● Pier space of 300 feet/ Dockage fee o Contractor shall ensure that the vessel will NOT be required to move berths or shift from the pier to an anchorage, unless deemed necessary for the safety or security of the ship or her personnel, for the duration of the in-port.
o Any berth shift necessary for bunkering fuel or loading provisions will be communicated to the Commanding Officer by the contractor as soon as it becomes apparent that a shift may be necessary.
● Line handlers o At least two able bodied, English speaking line handlers, one at the bow and one at the stern.
o At the pier and available no later than 15 minutes before scheduled arrival and departure for shifting the ship.
o Contractor will ensure there is communication, via VHF radio (preferred) or phone, available to verify line handlers are in place prior to the ship’s approach to the pier.
● Customs and Immigration o Support/liaison services to assure clearance upon arrival o Customs/ Immigration fees for arriving and departing personnel. Entering and detaching personnel can range between 10-30 personnel per port call.
● Agent o In advance of arrival provides written information on the following:
▪ Local area emergency services including law enforcement, fire, medical, environmental and after hours numbers.
▪ Contractor will ensure all crewmembers have 24/7 access to the vessel from outside any guarded or locked security barriers at the port facility.
▪ Relevant local regulations, port tariffs and any known security or health risks o Process and submit all required documents for ship to enter port in Saipan o Boards upon ship arrival and at least once daily. Upon boarding will speak with the Officer of the Deck, Commanding Officer, or Executive Officer prior to departing.
o Upon initial boarding, brief personnel on local area public transportation availability, public safety, local parks, restaurants, shopping, athletic fields, sites and tour options.
o Phone communications at least once daily, in addition to boarding ship o 24 hour/7 day availability, including primary and secondary points of contact o Medical Assistance as needed, liaison with local hospital and other medical professionals as needed o Acts as single point of contact for all supplies and services to be received during the visit and take responsibility for all coordination, subcontracting, invoicing and payment.
● Fueling o Ship will require diesel fuel upon arrival in port in the following approximate quantities:
▪ For In Port #1: ~40,000 Gallons
▪ For In Port #2: ~33,000 Gallons o Date of fueling will be coordinated with the ship prior to arrival. If fueling requires a berth shift, it will be arranged for either the day of departure or day of arrival o Fuel shall be #2 Ultra-low sulfur diesel fuel o Containment boom arranged and in place prior to commencing fueling operations, and removed immediately following fueling.
o Bunker receipts to be provided to the ship’s Executive Officer following fueling operations
● Air Mail shipping and receiving, including customs clearance of air mail shipments o Shipping address to be provided at least 1 month in advance of first in-port
● Rental for 5 cell phones with local and international calling capabilities
● Power o 440 VAC, 3 phase power.
o 400 Amp
▪ NATO Plug
▪ Bus bar with lug connections o Usage: Approximately 5,000 KWH per day
● Potable Water o Delivery by truck o Connected/disconnected by delivery company o Potable water connection is 2 inches o Acceptance of water is dependent on ship testing
● Sewage Offload o Offload upon arrival and offload each day as needed o 4000 total gallons of disposal for each full day inport.
o Sewage connection 3 inch male cam lock (female end from pier) o Connection to the pier is preferred option over connection to a truck
● Bilgewater Offload and Disposal o Optional offload of oily bilgewater during each inport
▪ Volume will be variable but likely between 500 and 1000 gallons o 1.5 inch to 2 inch camlock connection o Truck will take suction from the ship to the truck for offload
● Disposal of Oily Rags and Filters o Optional o Variable amounts, 150-300 lbs. is typical
● Wet and Dry Garbage Dumpster o Approximately 20 cu. Yd. dumpster to include all disposal fees
▪ Recycling dumpster of 4 cu. Yd. if available o Placed near the ship on the pier
● Pier-side Security o Trained and qualified security watch standers to maintain 24 hour/ 7 days per week continuous watch over the gangway, or gate security in appropriate shifts.
o No watch stander should stand over 12 hours of watch per 24 hour period o Allow ship access only for those personnel on list provided by RAINIER, or by permission of Officer of the Deck, Operations Officer, Executive Officer, Chief Marine Engineer or Commanding Officer o Guard shack and toilet facilities will be available for the security guard, and guard will not require access to the ship itself.
● Ground Transportation o Four Rental vehicles for each day in port - 2 sedans, 1 mid-size pickup truck, and
1 passenger van is preferred. If that is not available, at least either 1 passenger van OR 2 mini-vans, with a total of 4 vehicles.
o Vehicles are for official government use only to include but not limited to procurement of needed supplies, parts, equipment, food, etc.
o Parking at or next to the pier for all vehicles
● Small Boat Moorage o Small boat moorage available for 2-3 small boats
▪ 31 ft. LOA, 12 foot beam o If no moorage is available, ship will be permitted to moor up to two boats to the ship on the side opposite the pier
● Pier Layout o Contractor will provide photos or diagram of the pier to be moored at prior to the ship’s first in-port. To include fender or “Yokahama” arrangement.
● Stores o Arrival, transportation, and delivery of U.S. based food stores shipment will be coordinated by the Contractor.
o Manifest of required provisions will be provided to the Contractor upon the award of the contract.
o Contractor will handle communications with the delivery service and arrange stores delivery between 0800-1600 on a weekday if at all possible.
o Ship’s force will handle loading of stores from the pier to the ship upon delivery.
o Contractor will handle any customs regulations or documentation required to deliver and receive U.S. based food stores.
Contractor is to provide an itemized cost breakdown per unit for each of the items above. The quality of all services rendered shall conform to the highest standards in the relevant profession, trade, or field of endeavor. All services shall be rendered or supervised directly by individuals fully qualified and licensed in relevant profession, trade or field. Without additional expense to the government, the Contractor shall be responsible for obtaining any necessary insurance, licenses and permits and for complying with any applicable laws, codes and regulations in connection with performance of the work. This includes any permits necessary for bunkering diesel fuel on the specified dates by the Port of Saipan.
Further the contractor is responsible for ensuring that proper safety, health and environmental precautions are taken to protect the work, the workers, the public and the property of others. Unit prices for all contract items described above shall be inclusive of all necessary equipment, licensed operators, holiday and overtime costs, customs clearance, fuel and operating expenses and any applicable taxes.
6. Coordination
(a) The Contractor shall assist with all official requirements of the ship associated with its port call, as requested by the ship's Executive Officer, or designated representative. This includes, but is not limited to; making available a list of sources and prices for frequently requested miscellaneous services (tours, recreational tours, laundry/dry cleaning services, etc.).
(b) The Contractor may be requested to assist with customs clearance of inbound transshipment air/sea cargo for the ship that may arrive in advance of the scheduled port call. The Contractor is responsible for providing secure/bonded storage for all inbound cargo and mail. The Contractor is also responsible for accounting for receipt of inbound material, storage, and the delivery of inbound air/sea cargo to the ship. The contractor is responsible for retaining proof of delivery documentation for a period of six months after the time of material delivery to the ship for the purpose of reconciling with invoices.
(c) The ship will primarily use email as the means of confirming and coordinating requirements prior to arrival. Changes to requirements in advance of ship's arrival, to include adjustments in quantity, product substitutions or additional requirements, will be made by the Contracting Officer.
(e) The Contractor shall also provide assistance in arranging for and effecting personnel transfers if needed in an emergency.
(f) Based upon the specific purchase order, the Contractor shall ensure the timely filling of all ships' requirements in accordance with the provisions of this contract. The Contractor shall monitor the status of ships' orders to ensure timely and satisfactory performance. The Contractor shall be available (on call) at all times during the ship’s visit to assist with any official requirements of the ship and/or to provide assistance to the ship regarding any problems encountered. The Contractor is neither authorized nor required to provide services or accept personal requests from individuals.
(g) As per harbor regulations, publicly owned vessels may enter or leave or be otherwise underway without a pilot aboard in harbors subject to CPA regulations, and non-commercial vessels greater than 300 GRT are not subject to pilotage requirements. The Contractor will ensure that the CPA is aware of the vessel’s status as a publicly owned vessel of the United States and is exempt from pilotage requirements.
