About this file
This Statement of Work (SOW) details the Naval Surface Warfare Center, Indian Head Division's requirement for a specialized Schmidt ServoPress Station to conduct low-force ballistic testing of energetic units. The government seeks a customized Schmidt Nr 605M-C7000RT-LV0 ServoPress Station with specific capabilities, including remote force application from 0-20 lbs in 0.5 lb increments, 0-10 VDC signal output, and safety switch options. The equipment is intended to replace current manual testing methods, reducing technician risk during energetic unit testing.
The sole-source procurement is planned for award to Schmidt Technology Corp, with delivery expected within 15 weeks of contract award. The contract will be firm fixed-price, with a 12-month performance period. Interested parties may submit capability statements by August 8, 2025, at 10:00 AM EST to demonstrate potential competition. The total procurement is classified under NAICS code 333517, with the contract to be awarded noncompetitively under 10 U.S.C. 2304(c)(1) authority. Delivery location is NSWC IHD at 3196 Deep Point Court, B1741, Indian Head, MD 20640.

STATEMENT OF WORK
for Electric Press 6/23/2025 v1
1.0 INTRODUCTION
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Ballistic Test Branch has a requirement for remote, continuous, low-force application to arm energetic units at increments of 1 lb. to determine the arming force required to ballistically test the energetic units. The Internal Initiator Assembly is mechanically actuated by pressing a button on the handle of the unit with sufficient force to arm the handle so that the handle can be pulled, and then pulling the handle, which in turn actuates the unit, causing the unit to function. The arming force is between 4 lbs. and 15 lbs.
The contractor that produces the units uses a screw jack and force transducer to apply the force with increasing 1 lb. increments until the unit functions. The contractor’s test setup requires an attended operation while the unit functions or for a technician to adjust the test fixture with a potential misfire/malfunction scenario, which would be deemed unsafe to use at NSWC IHD. An low-force electric press as specified above would replace the need for attended adjustments of the test setup, reducing potential risks to technicians.
