A. Brief Description of the Acquisition The FAA intends to award a contract # 697DCK-XX-C-XXXXX to a qualifying contractor to provide recurrent maintenance for Forrest Service Road 930 ending at Pico Del Este, Puerto Rico. Recurrent maintenance is defined as routine maintenance work required during the period of the contract to keep the road in a safe operating condition and protect the investment.

B. Requirement The solicitation must stipulate that all offerors must demonstrate an ability to meet the following requirements:

Monthly Services

a) Vegetation Control

General Contractor must perform vegetation control to maintain sight distance to provide for a safe driving condition. Contractor must perform this work monthly or, if the vegetation interferes at any time with sight distance or the Contracting Officer’s Representative (COR) requests, more frequently.

Work Requirements This work consists of mowing and trimming grass and removing brush and shrubs within six feet from the edge of either side of the roadways. In areas where the roadway cannot be cleared six feet because of trees and dense vegetation, the clearing must be trimmed to the base and around the trees and dense vegetation to allow for safe driving. Contractor must remove all limbs of shrubs and trees that extend across or into the area that is cleared or “clearing area” as described above. The Contractor must saw or cut limbs flush with the tree trunk and make cuts in a manner that will not tear or strip bark from the trees.

The Contractor must cut and remove from the clearing area all grass and woody plants exceeding 12 millimeters /1/2 inches in stem diameter or 0.3 meters/12 inches in height. The Contractor must also cut all grass and woody plants that will likely not exceed 0.3 meters/1foot in height before the next monthly cut. Cut all brush and small, woody plants as near flush to the ground surface as possible. When impractical to cut a plant flush, the maximum stem height must be 50 millimeters/2 inches.

The Contractor must mow or trim to a minimum height of 15 centimeters/6 inches all grass and weeds within the shoulders and ditch fore-slopes (from the edge of the traveled way to the bottom of the earth ditch or the edge of the paved waterway). The Contractor must ensure that there is not an excess of grass clippings that form windrows or piles within the traveled way, shoulders, or ditches.

Vertical clearing area should be in line with the inner edge of the 2 meters/6 feet horizontal clearing area (from the road 2 meters/6 feet back on either side straight up 20 feet).

The drawing above represents the Road

This drawing represents the area where vegetation should be cut and maintained referred as the clearing area.

Effectively there should not be any branches over the 1.8 meters/6feet of horizontal cleared area (green area).

The drawing above represents how to implement the requirements in cases where slopes are present on the side of the road.

The Contractor must remove all moss from paved areas and concrete ditches along the road. Method used must not include the use of chemicals and must ensure that the pavement will not be damaged.

The Contractor must make sure to scatter the vegetation removed from the clearing area outside and below the clearing area. The Contractor must not place materials in stream channels, waterways, ditches, or culvert inlets.

b) Hazardous Trees

The Contractor must remove trees and snags that are broken off; that are in a leaning, unstable position over the traveled way; or that have fallen over the traveled way. The Contractor must perform this work whenever requested by the COR.

Work Requirements The Contractor must cut trees that are dead and beyond recovery so that stump heights do not exceed 30 centimeters/12 inches as measured on the uphill side of the stump. The Contractor must not leave felled trees parallel with the road without sufficient barriers to keep them from rolling or sliding onto the road. The Contractor must lop limbs to reduce slash concentration and scatter the clearing debris outside and below the clearing limits. If a tree or a portion thereof falls within the roadway, the Contractor must cut and remove that portion within 2 meters/6.5 feet of either side of the edge of the shoulder and scatter at a minimum distance of 1 meter/3.3 feet outside the roadway.

The Contractor must trim all branches lower than 6 meters/20 feet above the road (using the edge of the road pavement as the base of the 20-foot measurement). The Contractor must dispose of all branches on site away from the clearing area.

Vertical clearing must be performed through the expanse of the Pico del Este Road from start of Road 930 (after the Forrest Service brown gate) to the main entrance of the Facility fence gate in front of facility engine generator building. Contractor must perform this work quarterly or, if the trees interferes at any time within the established clearing area or at the Contracting Officer’s Representative (COR) requests, more frequently.

c) Slide Maintenance

Mudslide (Dislocated soil, organic material and rocks) material must be disposed of outside of the forest area. Forest area starts at EL Portal Visitor Center at road 191.

The Contractor must remove slide material resulting from minor back slope slumps from the roadway and drainage ditches. Minor slumps are those that are no larger than 8 cubic yards/24 cubic feet including rocks and rock debris that can be removed within one day.

This work must be performed any time that minor slumps occur. The Contractor is responsible for monitoring the roadway to look for minor slumps and remove when noticed or upon the direction of the COR.

Work Requirements

The Contractor must remove material from the traveled way until a safe driving condition, as accepted by the COR, is attained. The Contractor must remove material from drainage ditches and culverts until a free-flowing condition is reestablished.

d) Maintaining Drainage Structures

The Contractor must clean earth ditches, paved waterways, and culverts in order to maintain adequate drainage, which minimizes the risk of fill slopes slides.

This work must be performed monthly and at any time that drainage structures are blocked by vegetative debris, trash, or soil or the need is identified during a condition survey. The Contractor is responsible for monitoring the drainage structures and clearing the area as well as clearing the area when notified by the COR.

Work Requirements The Contractor must clean road and outlet ditches and paved waterways to permit the free flow of water into culverts and outlet ditches away from the road.

The Contractor must scatter all material that is cleared from the drainage structures 1m or more beyond the downhill side clearing limit and out of water courses.

The Contractor must remove debris and soil from catch basins, inlet and outlet ditches, and culverts to permit the unobstructed flow of water into, though, and away from the culvert.

Biannual Services

a) Power Poles and Lines

The Contractor must clear vegetation around all power poles associated with the electrical distribution of Pico Del Este Site. Horizontal clearance will be 10 feet/ 3.05 meters of radius from the center of the pole. Vertical clearance will be to the pole height with the same specifications and intervals as the grass on the road edge.

The Contractor must also clear vegetation or trees around power lines associated with the electrical distribution of Pico Del Este Site. Clearance will be 5 feet/ 1.5 meters of radius from the center of the power line.

The Contractor is responsible for any coordination with Puerto Rico Electric Power Authority (PREPA / AEE) for de-energizing and/or reenergizing power lines when required. The contractor must notify the COR and any known stakeholder at least 14 days in advance prior to the event.

Yearly Services

a) Gate Maintenance

Navy Gate

The Contractor must paint metal surfaces of Navy Gate annually. Any noticeable surface corrosion must be removed and area must be treated with corrosion preventive primer similar to red oxide prior to paint. Color to be used is Traffic Yellow. Paint type must be corrosion resistant. Product to be used must be submitted to the COR for approval prior to application.

Contractor must notify the COR when his access to the road is limited due to a bad lock.

COR will perform the coordination to grant access to the road and replace the bad lock.

If requested by the COR, the Contractor must immediately replace missing or damaged safety and traffic markers on gates.

Non-routine Maintenance

a) Road Center Line

The contractor must paint the road centerline at the beginning of the contract and then maintain it painted, visible and uninterrupted through the expanse of the Pico del Este Road throughout the duration of the contract. The road extends starting from Road 930 (after the Forrest Service brown gate) to the main entrance of the Facility fence gate on front of facility EG building. Color to be used for the maintenance of this line is Traffic Safety Yellow with reflective beads.
