About this file
This is a Statement of Work for a one-time purchase, firm-fixed price contract to supply pyrotechnics for bird hazing operations by the Southeast Washington District.
The acquisition supports the district's bird hazing mission across eight projects designed to mitigate depredation by piscivorous birds along critical reaches of the Snake and Columbia Rivers. The pyrotechnic items enable field personnel to conduct hazing operations to protect federally listed Threatened and Endangered salmon and steelhead smolt during their downriver migration, in accordance with the Endangered Species Act. The required items include: 20,000 15mm Bangers (noise bombs with ~30m range, ignited by 6mm primers) in 400 containers; 5,000 15mm Green Bangers (with bright green trace effect and visual starburst, 75'-90' range) in 100 containers; 20,000 15mm Screamers with two-stage effect boosters (75m range with screaming sound capability) in 400 containers; 4,000 15mm Comet Bangers (with "Star Dust" visual effect and audible crackling, 25m range) in 400 containers; 4,000 15mm Range Extender Rockets (hollow plastic carrier tubes that boost range by 215m and enable multi-stage effects) in 4,000 containers; and 75,000 6mm Primers (ignition devices, 6mm diameter) in 750 containers. All deliveries are to be made to the Moses Lake District Office, USDA, APHIS, WS, 3060 Bell Road, Moses Lake, WA 98837.

STATEMENT OF WORK
Pyrotechnics for Bird Hazing
Scope of work:
The proposed acquisition supports the Southeast Washington District’s bird hazing mission, which encompasses eight distinct projects aimed at mitigating depredation by piscivorous birds along critical reaches of the Snake and Columbia Rivers. These activities are essential to safeguarding federally listed Threatened and Endangered salmon and steelhead smolt during their downriver migration to the Pacific Ocean, in accordance with protections established under the Endangered Species Act. The required pyrotechnic items directly enable field personnel to conduct timely and effective hazing operations necessary to meet these statutory conservation obligations.
Type of Contract:
One-time purchase, Firm-Fixed Price
Requirements Purchase of pyrotechnics for bird hazing
A. 15mm Bangers -15mm pyrotechnic also known as a noise bomb, scare cartridge, bird banger.
- Has a range of ~30m (90’)
- Cartridge is designed to be ignited by a blank cartridge (6mm primer).
- After ignition the delay fuse will burn with a defined time and create a bursting charge exploding with a loud bang.
B. 15mm Banger with Green Flare – (Green Banger) -Bangers with Green Flare are a 15mm cartridge for use with 15mm launchers.
- The Banger burns with a bright green trace effect while traveling 75′ to 90′ and has a visual starburst on detonation along with a loud report.
C. 15mm Screamer with two stage effect booster -Range: 75m
- 15mm pyrotechnic also called a screamer siren, whistle bomb, screamer-siren.
Description # of Containers (Boxes, Tubes, Tins)
Total #
15mm Banger 400 20,000 15mm Green Banger 100 5,000 15mm Screamer 400 20,000 15mm Comet Banger 400 4,000 15mm Xtended Range Rocket 4,000 4,000 6mm Primers 750 75,000
- Cartridge is designed to be ignited by a blank cartridge (6mm primer) and launched through a 15mm launcher.
- After ignition the pyrotechnic composition will burn for a definite time and create a screaming sound.
- Shall include booster holes for a multi-stage scare effect.
- The booster must be compatible with the other 15mm pyrotechnic devices it is propelling.
D. 15mm Comet Banger
- 15mm Comet Banger has a visual “Star Dust” effect with audible crackling at the end of its Range
- Range 25m (80’)
- 10 Rounds per tube
E. 15mm Range Extender Rocket
- Hollow, lightweight plastic carrier tube
- Front-loading cavity sized for standard 15mm cartridges.
- Internal primer mechanism linked to the cartridge base
- 15mm pyrotechnic that can boost the range of 15mm pyrotechnic scare cartridges by 215m
- has the ability to stack other 15mm cartridges for a multi-stage scare effect
F. 6mm primers
- Ignition devices need to be 6mm in diameter to ensure proper fit in the launching devices. The discharge of the primer ignites the 15mm pyrotechnic and allows the pyrotechnic to launch from the launching device.
