Everglades National Park Scope of Work & Specifications
Purchase of 21 Foot Vessel, engine, and trailer
NATIONAL PARK SERVICE
SOUTHEAST REGION
INTERIOR REGION 2
The desired purchase order will be for a 21-foot fiberglass bay boat to conduct research operations on Florida Bay and the gulf coast of Everglades National Park. This vessel will be used for commercial needs and not recreational therefore the general construction of the vessel will have to be robust and made to withstand hard use. The center console vessel will require increased fiberglass construction that is not normally found on recreational vessels. Five eight-inch cleats will be needed, two at the stern, two amidships, and one on the bow. The bow and stern eyes will need to be rated for lifting the vessel. The bow eye will also need to be upgraded for all towing applications. Safety is paramount in the federal government and the hull will have to be unsinkable.
There are additional options that are required to suit the needs of the work this vessel is purposed for. A rubber rub rail running along the gunwales from the port side of the engine to the starboard side of the engine to protect from impact on hydrostations, docks, boats, and various other infrastructure. Rubber vertical strakes will also be added at an angle (to shed water while under power) to protect from impact. A canvas T-top will be built with upright tubing no less than 2 3/8-inch outer diameter to prevent cracking of the structure in rough seas. A heavy-duty leaning post (can stand and lean against or sit) with lockable storage will be provided for console operation. A fuel tank (below top cap) will hold a minimum of 65 gallons.
The vessel drafts no more than 15 inches and will need to be able to travel at a minimum of 45 mph at wide open throttle with a 200hp or less Mercury or Yamaha engine attached to a jack plate which shall also be included. The vessel will also be able to carry a total of 9 occupants.
Dual batteries and associated battery boxes along with two fire extinguishers will be installed. A swim platform, dive ladder and grab rail will be installed on the transom of the vessel for research applications. Trim tabs will be installed. One aluminum dual axle trailer with brakes and spare tire will come with the boat. Delivery of the vessel and trailer will be provided.
