STATEMENT OF WORK
PUMP/DISPOSE OF FUEL CONTAMINATED with WATER
1. Contractor shall provide all equipment, supplies, materials and labor to comply with this statement of work.
2. Contractor shall provide a tanker truck equipped with an explosion-proof pump and have a capacity of at least 4,000 gallons. The pump would need to meet required safety specifications/standards for transferring an ignitable liquid flashpoint greater than 100 degrees Fahrenheit.
3. Contractor shall pump and load fuel/water mixture. Mixture may be contaminated with dirt, biomass associated with fuel, or a combination of these contaminants.
4. Contractor shall pump fuel/water mixture originating from the base Bulk Fuels Storage area located near facility 10114. Pickups (easily accessible) may occur at this location or on the flight line with base personnel escort. It is estimated that the base will require about 12,000 gallons of fuel/water mixture to be removed per year under this contract. However, this figure is only to be used as a rough approximation for the contractor’s benefit in estimating his level of effort. The base will pay for removal and disposition of the material on a cost per gallon basis, regardless of the total amount removed over the course of the year.
5. Contractor shall be required to make pickups within five (5) business days of request from the 4 CES Installation Management Flight, 919-722-5168. Weekends and holidays will not be considered business days. The contractor will perform tasks associated with this statement between the hours of 07:30AM-04:30PM EST, Monday through Friday. No work will be accomplished on federal holidays.
6. Contractor shall take all necessary actions to prevent leaking and spills when connecting and disconnecting hoses and/or pipes and will clean up all spills immediately. Contractor will need approximately 50 feet of hose to connect to a 2-inch male cam lock fitting.
7. Contractor will transport fuel/water mixture to an EPA approved reclamation facility managing as off specification fuel burned for energy recovery or fuel blending, not RCRA hazardous waste, in accordance with 40 CFR 261.2(c) (2) (ii), RCRA on line 14883, state, and local regulations. In order to comply with 40 CFR 260.43 Legitimate Recycling, contractor will provide a Certificate of Recycling to include quantity of fuel recovered to 4 CES/CEI (see Certificate of Recycling Template). The fuel/water mixture shall not be bulked with other customer’s fuel/water mixtures for transport to process facility and during the reclamation process to ensure accurate quantities are recovered.
8. Contractor will provide the Contracting Office with a letter describing management of fuel/water mixture from pickup and through each stage of processing, to include transporter(s), and reclamation facility including EPA ID number(s). The letter will state reclaimed fuel is burned for energy recovery or fuel blending (see Fuel/Water Mixture Management Template).
9. The Contractor will provide a copy of the wastewater discharge permit of processing facility.
10. Contractor shall provide a shipping document signed by transporter for each shipment with a copy provided to 4 CES/CEI.
