About this file
This Statement of Work details the requirements for replacing/upgrading Bird/Wildlife Aircraft Strike Hazard (BASH) deterrent systems at Patrick Space Force Base (SFB) and Cape Canaveral Space Force Station (SFS). The project involves procuring comprehensive bird deterrence equipment for two airfields, including master workstation CPUs, Windows-based BASH software, handheld transmitters, base antennas, and remote bird deterrent units. For Patrick SFB, the procurement includes 18 multi-bang gas cannons and 12 multi-bang gas cannons with distress cry generators; Cape Canaveral will receive 6 and 4 of these units respectively.
The system specifications include advanced features such as a customized airfield diagram interface, remote activation capabilities, self-contained standalone units with solar power and battery backup, and a distress cry generator with a 200w amplifier and 360-degree speaker tower. Additional project requirements encompass complete removal of existing equipment, installation of new systems, personnel training, provision of operational manuals, and a three-year parts/labor warranty. The remote bird deterrent units are portable, weatherproof, and designed to operate without external power sources, with capabilities for selective or random activation of up to eight different distress cries.

Statement of Work
The requirement is to replace/upgrade the current Bird/wildlife Aircraft Strike Hazard (BASH) deterrent systems for both Patrick SFB and Cape Canaveral SFS Airfields.
Patrick SFB BASH Deterrent System Requirements:
Requirement Qty Unit of Issue
Master Workstation CPU 1 Ea
Windows Based BASH Software/Program 1 Ea
Handheld transmitter that allows the system to be activated from anywhere on the airfield 2 Ea
Base Antenna 1 Ea
Remote Bird Deterrent Unit / Multi-Bang Gas Cannon 18 Ea
Remote Bird Deterrent Unit / Multi-Bange Gas Cannon with Distress Cry Generator 12 Ea
Cape Canaveral BASH Deterrent System Requirements:
Requirement Qty Unit of Issue
Master Workstation CPU 1 Ea
Windows Based BASH Software/Program 1 Ea
Handheld transmitter that allows the system to be activated from anywhere on the airfield 2 Ea
Base Antenna 1 Ea
Remote Bird Deterrent Unit / Multi-Bang Gas Cannon 6 Ea
Remote Bird Deterrent Unit / Multi-Bange Gas Cannon with Distress Cry Generator 4 Ea
Salient Characteristics:
The Master Workstation will comprise of two components – a computer and master controller.
The dedicated computer will use advanced graphical user interface. The master controller takes commands from the computer and transmits them to the remote bird deterrent units. The master controller is situated below the computer monitor and has an RF output of five watts. Radio frequency is narrow band with a channel spacing of 12.5 kHz.
Windows Based BASH software will have a customized airfield diagram depicting locations of bird deterrent units. Reporting function that provides activation history, fuel level indications for each deterrent unit. User programmable controls are required for managing unit activation, and software upgrade capability.
Handheld transmitter for controlled activation of individual units, groups, or all units without restriction from anywhere on the airfield.
Base station antenna – Fiberglass RF antenna will be used with the Master Workstation to transmit data all deterrent units on the airfield.
Remote Bird Deterrent Units (Multi-Bang Gas Connon) – Self-contained standalone units that require no outside power sources (commercial power), portable, weatherproof, electronic multi-bang LP gas cannon; motorized rotating platform for directing cannons, synthesized UHF/VHF radio; 12v battery, 40w solar panel with voltage regulator; 5 gallon LP gas cylinder; solenoid valve; locking door/carry handles.
Remote Bird Deterrent Units (Multi-Bang Gas Connon) with Distress Cry Generator – all features of Remote Bird Deterrent Unit plus a Distress Cry Generator. The Distress Cry Generator must include a 200w amplifier that powers distress cries through a 360 degree speaker tower. Unit should contain at least eight different distress cries which can be played selectively or randomly activated with the Master Workstation BASH software or handheld radios.
Other Project/System Requirements:
Perform complete removal of existing equipment, installation of new equipment and training.
Install all equipment in accordance with approved manufacturer assembly, installation, and start-up instructions and ensure that all equipment is in proper working order prior to completion of the project.
Demonstrate that all remote deterrent units can be remotely controlled from any point on the airfield.
Utilize existing items where possible; BASH software (2 each) and LP gas cylinders (40 total)
Ensure that all LP gas cylinders are filled to capacity.
Repair or replace all equipment found to be defective or damaged during installation.
Maintain cleanliness of the worksite.
Train key personnel on proper use, safety features, and maintenance of all components and systems installed.
Provide operational manuals upon completion of the work.
System will be covered by three year parts/labor warranty
