Plant Propagation, Transportation, and Installation for Lower Diamond Fork River

Statement of Work

1. INTRODUCTION

The Utah Reclamation Mitigation and Conservation Commission (Mitigation Commission) is responsible for mitigating the impacts to fish and wildlife that resulted from construction of the Central Utah Project and other federal Reclamation projects in Utah. As part of its mitigation program the Mitigation Commission has been doing work in the Diamond Fork River, located about 8 miles southeast of Spanish Fork, Utah. During summer 2026 the Mitigation Commission will be constructing an aquatic habitat enhancement project throughout 1.8 miles of the lower Diamond Fork River (Figure 1). Revegetation of restored riparian, wetland, and upland habitats is a key component of the Diamond Fork enhancement project. 2. PROCUREMENT PURPOSE

The purpose of this procurement is to acquire a contractor to propagate, transport, and install riparian and wetland plants needed for the revegetation efforts associated with the enhancement of aquatic habitat of Diamond Fork River. This procurement establishes a unit cost (cost per plant) for the propagation, transportation, and installation of plants within the Diamond Fork River floodplain as shown in Figure 2. Unit costs shall be inclusive of all costs associated with the propagation, transportation, and installation of plants including but not limited to supplies, materials, equipment, labor, and travel. See Schedule A for unit and total cost documentation which must be filled in and provided with all contractor bids.

The Mitigation Commission is responsible for reasonably preparing the site for installation (i.e. for disturbed locations site will generally be cleared of existing vegetation if necessary, topsoil will be spread over the plant surface from material salvaged during excavation, the site would be contoured so it looks natural, etc.). Plants shall be installed from October 1 to November 30, 2026. The exact dates for planting during this timeframe will be determined cooperatively with the Mitigation Commission and the contractor. The estimated quantities and size mix of plants for fall 2026 planting may be adjusted unilaterally by the Mitigation Commission, by +/- 20%, before August 15th of the year prior to the date of installation or bi-laterally at any time prior to the date of installation. The Mitigation Commission may also wish to delay planting from the October 1 to November 30, 2026 timeframe to the spring of the following year. The additional cost associated for such a delay, if any, would be negotiated by bilateral modification to the contract.

Prior to installation, the contractor shall be provided a detailed map showing the zones in which each species will be installed and will receive on-site in person direction from the Mitigation Commission and its construction consultants. Rooted plants shall generally be installed along linear water conveyance channels (approx. 150 plants per 0.1 mile) and grouped along margins

of created/restored ponds and wetlands. The exact placement of plants, and schedule of the revegetation efforts will depend on completion of construction, species-specific requirements for plant propagation and establishment, and coordination with the Mitigation Commission, its construction consultant, and the planting consultant. The approximate planting areas are shown in Figure 2. Access to planting areas will generally become more difficult as the restoration project features are constructed. Access to the perimeter of planting areas by vehicles or ATV’s will generally be available from the northwest side of the river from Diamond Fork Road, and from the southeast side of the river from a two-track assess path. Although diversion of the Diamond Fork River into newly created channel sections will be limited, accessing planting areas on the interior of the project may still require crossing inundated wetlands and excavated channels, some up to 6 feet in depth.

3. REQUIREMENTS

Task 1 – Propagation of Plant Materials

The Contractor shall provide the following:

1) Collect plant materials which are genetically the same as or similar to the Diamond Fork River project’s riparian and wetland community in which they will be installed. To maintain the genetic integrity of the local plant community, plant materials shall be collected within a 100-mile radius of Diamond Fork River conflucence with the Spanish Fork River and preferably from these two watersheds if possible. Plant materials shall be collected from areas with an elevation ranging between 4,400 and 7,000 feet above mean sea level. The selected contractor shall submit updated Schedule B prior to plant delivery with information documenting origin of plant materials with regard to elevation and location. Plant materials will be inspected by the Mitigation Commission at the contractor’s nursery site and at the project site upon delivery. The Mitigation Commission will schedule in advance inspections at the contractor’s facilities. Materials deemed UNHEALTHY by the Contracting Officer’s Representative will not be accepted.

2) Propagate and maintain plants in a healthy condition until needed by the Mitigation Commission for installation.

Task 2 – Installation of Plant Materials

The Contractor shall provide the following:

1) Ensure delivery of plant materials to the project site in a timely manner.

2) Provide all labor, materials and equipment needed to install propagated plants.

3) Install plants at locations directed on-site by the Mitigation Commission or its construction consultant.

4) Make recommendations to the Mitigation Commission or its consultant that will ensure/enhance plant survival and growth.

IMPORTANT NOTES

· It is the responsibility of the contractor to maintain healthy plants up to the point in which plants are installed according to the specifications. In order to maintain healthy plants during the installation phase of the project, it may require the contractor to deliver plants over a period of several days. All costs associated with plant delivery shall be included in the unit prices quoted.

· Payment will be based on quantity of plants ACCEPTED by the Government. Inspection by the Government to be performed at the nursery where plants are being propagated and on-site during the installation phase. Plants must be HEALTHY in the opinion of the Mitigation Commission.

· The estimated quantities of plants for fall 2026 planting may be adjusted unilaterally by the Mitigation Commission prior to August 15 of the year prior to the date of installation or bi-laterally at any time prior to plant installation. The Mitigation Commission may also wish to delay planting from the October 1 to November 30, 2026 timeframe to the spring of the following year.

· The Diamond Fork project is generally accessible by 4x4 truck but ATVs may be required to access some planting locations. Access will become more difficult as project features are constructed. Even under pre-project conditions the project area can be very wet depending upon Diamond Fork River levels and the water table.

· Planting zones habitat types include riparian hydric, riparian mesic, riparian transitional, and herbaceous wetland (Figure 2 and Tables 1-3). Locations for planting will range from riparian areas with little to no disturbance to areas that are fully disturbed with bare soil. Some planting areas will be adjacent to small, ponded habitat as well as newly created and existing riverbank. See Figures 3-7 for images of representative planting areas.
