Project Title: Private Equity Database Service

1.0 Background

As the U.S. Government’s development finance agency, the United States International Development Finance Corporation (DFC) mobilizes U.S. private capital to help solve critical development challenges while advancing U.S. foreign policy interests. DFC works with the U.S.

private sector to help gain footholds in emerging markets, catalyzing revenues, jobs and growth opportunities both at home and abroad. DFC achieves its mission by providing investors with financing, loan guarantees, political risk insurance, support for private equity investment funds and direct equity investments.

2.0 Objectives

To complement and expand our access to private equity deal information, DFC’s Office of Strategic Initiatives (OSI) requires a commercial off-the-shelf (COTS) online information system providing access and insight into the flow of capital across the entire venture capital, private equity and M&A ecosystem. OSI needs comprehensive, detailed data on the private and public markets—including companies, investors, funds, investments, exits and people—to help global business professionals like you discover and execute opportunities with confidence. We require this information to be on a single platform having a common user interface (simple/advanced). In addition, we require a companion collection of public/private company information. Our needs are detailed in the General System Requirements and the Content Requirements sections of this solicitation.

The general and business news platform will be used by the Information Center Staff (5 individuals) to respond to specific information requests from individual OPIC staff members.

Use of these information resources would:

• be on an occasional basis.

• be in response to a specific request by a specific individual.

7.0 Technical Evaluation

The Government shall award a contract resulting from this solicitation to the responsible offer or whose offer conforming to the solicitation shall be the best value to the Government, price and other factors considered.

The technical proposal shall be separate from the price proposal. The Contractor’s proposal must include all data and information required and must be submitted in accordance with these instructions. Non-conformance with specific organization and content may be cause for proposal rejection. The proposal must be clear and concise. It must include sufficient detail for effective evaluation and for substantiating the validity of stated claims.

The proposal shall not rephrase or restate the Government requirements, but rather provide a convincing rationale to address how the Contractor intends to meet these requirements. A proposal that simply restates the Government requirements may be judged non-responsive.

Contractors must assume that the Government has no prior knowledge of its experience and shall base its evaluation on the information presented in the Contractor’s proposal.

The proposal must be written to the greatest extent possible on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other sections of the proposal. Cross referencing within the proposal is permitted where its use would conserve space without impairing clarity.

The proposal shall comply with the following limitations:

(1) A maximum of ten (10) pages for the proposal, excluding past performance.

(2) 12 point type shall be used. The font shall be Times Roman.

Do not include cost/pricing information in your technical submittal.

8.0 Evaluation Factors

The technical evaluation criteria are significantly more important than price.
