This is a Statement of Work (SOW) for the procurement of F-16 Forward (FWD) Ejection Seats, dated May 5, 2026. The procurement is for the Advanced Concept Ejection Seat (ACES) II model, Part Number J114936-547, National Stock Number (NSN) 1680-01-473-8222MH, under Purchase Request (PR) FD2060-26-00169. The Government seeks to procure 2 units over a 1-year period.

The F-16 Ejection Seat is a third-generation, zero-zero capability system capable of ejecting pilots from zero-zero conditions up to maximum altitudes and airspeeds in the 600 KEAS range. This particular seat version is a shell configuration that does not include accessories, pyrotechnics, or certain functional components such as the shoulder reel, automatic deployment unit, and parachute pack; customers can order a Time Compliance Technical Order (TCTO) Kit to build the required configuration. The seat is classified as a Critical Safety Item (CSI) and is Military Unique.

The Contractor must manufacture each ejection seat to meet Original Equipment Manufacturer (OEM) specifications and provide the stated Key Performance Parameters (KPPs) and capabilities. The Contractor is responsible for all transportation costs for moving equipment to and from locations for testing and demonstration purposes. Quality verification shall utilize the Quality Deficiency Report (QDR) process. A Counterfeit Prevention Plan is not required as the ejection seat contains no electronic parts. The Contractor must achieve and maintain Cybersecurity Maturity Model Certification (CMMC) Level 2 and comply with NIST SP 800-171 security requirements for handling Controlled Unclassified Information (CUI) and Covered Defense Information (CDI). If awarded with a Plan of Action and Milestones (POA&M), the Contractor must achieve full compliance and obtain CMMC certification within 180 days of contract award. The prime Contractor must ensure all subcontractors and suppliers at all tiers handling Federal Contract Information or CUI achieve and maintain the requisite CMMC level prior to subcontract award and continuously monitor compliance throughout contract performance.
