Statement of Work: Remove existing Modified Bitumen Roof and Replace with new Duro-Last TPO roofing membrane, or approved equivalent, and tie in all drainage to two existing roof drains at USDA ARS Southern Horticulture Research Unit at Poplarville, MS. This project is located at 810 Hwy 26W, Poplarville, MS 39470

Project Objective: The objective of this project is to remove existing Modified Bitumen Roof and replace with new Duro-Last TPO roofing membrane, or approved equivalent, and tie in all drainage to two existing roof drains at USDA ARS Southern Horticulture Research Unit at Poplarville, MS. This project is located at 810 Hwy 26W, Poplarville, MS 39470 Site Visit:

Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing first hand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Contractor must be registered in System for Award Management, (SAM), and STATUS MUST BE ACTIVE, prior to submitting a bid. Registration can be obtained through:

Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the beginning any construction activities. SSSP shall be in typically accepted industry format.

Base Bid: Provide all materials, labor, and equipment to remove the existing Modified Bitumen roofing, insulation, etc. down to deck. Contractor will notify Project Manager after roof demo for existing deck inspection. Contractor will furnish and install new insulation board and a new Duro-Last TPO roofing membrane roofing system, or approved equal, which totals approximately 540 S.F., with Duro-Last fasteners and slope roof drainage towards (and tie system into) the two existing roof drains. Contractor will reattach all flashing and lightening protection. Contractor will terminate all edges with a termination bar per Manufacturer Specifications. Contractor will install the roofing membrane and all other items per Manufacturers Specifications for a complete and proper installation. Contractor will have the roof inspected by the Manufacturer and provide a 20 Year, Material and Labor, No Dollar Limit Warranty prior to Project Closeout. Contractor will provide material submittals to USDA, for approval, for all materials used on this project prior to commencement of work.

All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working.

Contractor Responsibility:

1. Contractor will verify all dimensions and site conditions prior to beginning work.

2. Contractor will perform the work as listed in the above outlined Base Bid.

3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must always have a Foreman on the job while working on this project.

7. Contractor will provide their own restroom facility.

8. Contractor will remove all demolished material and debris from the worksite and dispose off-site.

Material / Submittals:

The material for the entire work shall include but is not limited to those detailed above necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.

Project Schedule:

The completion of this project shall not exceed 90 days from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
