PRESCOTT REFUSE COLLECTION FY20-FY25
PERFORMANCE STATEMENT OF WORK (PWS)
SECTION 1
GENERAL
1.1 SCOPE OF WORK. The intent of this contract is to provide scheduled refuse collection services for the Bradshaw and Verde Ranger Districts, Prescott National Forest. The contractor shall provide any and all labor, equipment, trash receptacles, supplies, services, permits, and licenses necessary to collect, load, haul and dump refuse at recreation sites on Prescott National Forest, during the base period October 1, 2024 to September 30, 2029, including four additional one-year Option Periods. This statement of work consists of completing the tasks/subtasks in Section 5 to the performance requirements of Section 7.
1.1.1 LOCATION DESCRIPTION
There area 21 different locations designated for collection. These are located within areas of concentrated public use for:
Bradshaw Ranger District: White Spar Campground, Lower Wolf Creek Campground, Upper Wolf Creek Group Campground, Granite Basin Boat Launch, Wekuvde Picnic Ground, Yavapai Campground, Lynx Campground, Hilltop Campground, Eagle Ridge Group Campground, Lynx Lake North Shore and Lynx Lake South Shore Day-Use Areas of the Lynx Lake Recreation Area, Thumb Butte Picnic Area, Alto Pit Campground and OHV Area, and Groom Creek Horse Campground.
The Lynx Lake Recreation Area is located east of downtown Prescott. Groom Creek Horse Campground, White Spar Campground, Lower Wolf Creek Campground, and Upper Wolf Creek Group Campground are located to the southwest. Thumb Butte Picnic Area is located due west of downtown Prescott. Granite Basin Recreation Area is northwest of downtown.
Verde Ranger District includes pickups in the Mingus Mountain area, 25 miles east of Prescott, at the following sites: Mingus Summit Area, Mingus Day-Use, Mingus Campground, Mingus Lake Day-Use, Playground Group Campground. These are all south of 89A, and Potato Patch Campground is north of 89A. Hayfield Draw OHV Area is located along SR260, west of Interstate 17.
All collection areas are located within Yavapai County.
1.1.2 ACCESSIBILITY
The project covers 21 designated campgrounds and day use areas on the Prescott National Forest.
1.2 SCHEDULED COLLECTION SERVICE
1.2.1 All trash receptacles shall be serviced in accordance with the site specific information.
Collection service shall be done on a weekday, Monday-Friday. If servicing of any receptacle is missed due to road closures, blocked access, and/or weather, the contractor shall immediately notify the COR. No damages will be assessed for missed collections due to circumstances beyond the control of the contractor.
1.2.2 Because of high-volume public use during certain Holiday weekends, extra collection service is scheduled for 13 areas on the business day before the three (3) Holidays; Memorial Day, 4th of July, & Labor Day. The additional collection for the three holidays will take place on the Friday immediately preceeding the holiday. Cost for these collections is incidental to the monthlly fee. The locations are: Lynx Campground, Lynx Lake North Shore, Lynx Lake South Shore , Hilltop Campground, Lower Wolf Creek Campground, Groom Creek Horse Campground, White Spar Campground (3 receptacles), Thumb Butte Day-Use, Potato Patch CG, Mingus CG, Mingus Group Campgroiund, Mingus Lake, Mingus Day Use, Summit Day Use.

SECTION 2
DEFINITIONS
2.1.1 ACCEPTABLE QUALITY LEVEL (AQL). The maximum allowable deviation from perfect performance that may occur before the Government will invoke payment deduction. An AQL does not allow a contractor knowingly to offer defective service, but limits reduced payment to circumstances in which defective performance results in a measurable reduction in the value of services rendered.
2.1.2 DEFECTIVE SERVICE. A unit of service which contains one or more defects, or nonconformance with specified requirements.
2.1.3 PERFORMANCE REQUIREMENTS SUMMARY (PRS). Identifies the key service outputs of the contract that will be evaluated by the Government to assure contract performance standards are met by the contractor.
2.1.4 QUALITY ASSURANCE. Those actions taken by the Government to assure services meet the requirements of the Performance Work Statement (PWS).
2.1.5 CONTRACTING OFFICER’S REPRESENTATIVE (COR). A Government person appointed by the contracting officer to help the contracting officer with contract administration and surveillance.
2.1.6 GOVERNMENT INSPECTOR. A Government person responsible for surveillance of contractor performance.
2.1.7 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document used for quality assurance surveillance. The document contains specific methods the Government will use to perform surveillance of the contractor.
2.1.8 QUALITY CONTROL. Those actions taken by a contractor to control the performance of services so that they meet the requirements of the PWS.
2.1.9 RANDOM SAMPLING. A sampling method in which each service output in a unit has an equal chance of being selected.

SECTION 4
CONTRACTOR FURNISHED ITEMS/SERVICES
Contractor shall furnish all supplies and equipment necessary to perform this contract, including:
1. Motorized equipment in good operating condition for removal of refuse from each designated collection area. Equipment shall not allow refuse to blow out as the vehicle travels down the road. Truck beds shall be watertight and enclosed.
2. Waste Receptacles, 3-4 cubic yards each. All needs to have lid locking devices for bear mitigation during season of use, 7 need to be locked or moved see Section 1.2.3.
Contractor shall allow the Government to stencil or affix any additional verbiage to the outside of the receptacle, as the Government deems necessary.

5.1 Provide waste receptacles
Receptacles are provided within each collection site to hold the cubic yard capacity assigned and are to be furnished by the effective date of the contract. Receptacles are safe, efficient and conveniently located for public use.
