Key requirements include monthly financial status reports, monthly progress reports, and personnel locator reports per specified contract data requirement lists (CDRLs). The contractor must maintain IT environment compatibility through Top Secret classification level and provide specified software capabilities including Microsoft Windows 10, Project 2016, Office Professional Plus 2016, SharePoint 2016, and Adobe Acrobat XI Reader. Personnel must have U.S. citizenship, appropriate security clearances (up to TOP SECRET), and complete investigative requirements per NISPOM. The contractor must comply with extensive security protocols including information security, OPSEC, COMSEC, cyber incident response, and NIST 800-171 controls. Detailed support requirements include research and development, systems acquisition support, operations and maintenance logistics, and Australian P-8 Mobile Mission Systems support activities. The contractor is responsible for managing subcontractors, ensuring conflict of interest compliance regarding The Boeing Company, Lockheed Martin Corporation, and Northrop Grumman Corporation, and providing transition-out planning addressing work turnover, quality assurance, risk mitigation, and data transfer upon contract termination.
