USCG AIR STATION CLEARWATER – C130 AIR COMPRESSOR EXHAUST DUCTING PROJECT

SCOPE OF WORK FOR

C130 AIR COMPRESSOR – EXHAUST SYSTEM

DUCTING PROJECT

SCOPE OF WORK

1.1 GENERAL DESCRIPTION - The work includes furnishing all

labor, trades, equipment, materials, tools, engineering, and supervision to fabricate and install an insulated ducted exhaust system for two newly installed pneumatic air compressors. The new exhaust ducting shall consist of two separate ducting systems commencing at the point of the equipment’s exhaust air discharge and then being conveyed to the point of discharge at a wall mounted discharge louver. Any item identified as being furnished by the CG shall be considered as a Government Furnished Item (GFI).

The project includes, but is not limited to:

1.2 All work shall be coordinated through a Contracting Officer Technical Representative (COTR) assigned by the Coast Guard

(CG)

1.2.1 All work shall be performed IAW State and Local Building code, SMACNA, NEC, and OSHA safety standards.

1.2.2 All effected equipment or systems shall be TAGGED

OUT/LOCKED OUT prior to commencing work to it if applicable for the work being performed.

1.2.3 Any damage created by the contractor to building, system(s), equipment, or GFI shall be immediately reported to the COTR. It shall be the responsibility of the contractor to correct (repair and/or replace) any damage created or caused by them.

1.2.4 Any unforeseen equipment/system deficiencies discovered by the contractor in the course of this project shall be brought to the attention of the COTR. The CG shall not be responsible for payment of additional repairs or services without it having been documented or approved by the CG.

1.2.5 Any hot-work, if applicable, shall be pre-approved by the COTR. All hot-work shall have fire suppression (approved type and properly charged fire extinguisher) and a fire watch person immediately available at the source of that hot-work. All hot-work shall be cool to the touch before departing the space in which it was performed.

1.2.6 All ducting shall be of paint grip galvanized steel of the appropriate metal gauge size, minimum 22 GA, and dimensions for the job at hand. A minimum 1 inch WG design table shall be referenced for this project.

1.2.7 All ducting shall be visually inspected for air leaks

and/or deficiencies by a designated CG representative prior to it being covered with any type of paint system or insulation materials.

1.2.8 All ducting shall conform to the recommended design factors being presented with this documents package, see PDF – Design Sketch. It is critical for this ducting to meet the OEM manufacturer’s design notes per General Arrangement, DWG NO. 47520107001, REV C, for the Ingersoll Rand RS30- 37IE. Any deviation, by the contractor, from the design criteria being specified shall be discussed with, and then meet the approval of the CG before a design change is implemented.

1.2.9 Air intake and exhaust louvers have been installed by the CG. These louvers, 3 each, are sized and designed to meet the exhaust ducting design being specified for this project. The manufacturer cut-sheets are provided as per enclosures. The enclosed images were taken prior to the installation of these louvers.

A. Intake Louver – 72” x 72” x 6”, 1 Each B. Exhaust Louver – 42” x 42” x 6”, 2 Each

1.2.10 A full size flexible duct connection shall be provided at the point of the equipment connection and ducting system.

1.2.11 The ducting system shall be supported with appropriate metal strapping and anchored to the overhead of appropriate anchors for the material in which it’s anchored to. The support system will provide ducting rigidity and prevent any vibration to other surfaces or components when the equipment is running.

1.2.12 The duct design shall provide a sloping pitch (minimum ½ inch) to provide for condensate run-off that is to discharge towards the wall mounted louver.

1.2.13 A metal plenum with a slopped bottom shall be provided between the duct discharge and exhaust louver. The plenum depth shall be sized so as to not to affect the design criteria being specified.

1.2.14 The application of code approved mastic (duct

sealant), gray in color, shall be used to seal all ducting joints and seams. All areas of mastic application shall be taped off using 2 inch painter’s tape so that the mastic being applied is within the taped areas so as to provide a neat and clean appearance. All tape shall be removed prior to the ducting being covered with anything.

1.2.15 A Test & Balance (T&B) shall be performed by an

independent qualified agency to ensure that the ducting specifications have been met for this project, see enclosure for testing requirements. A copy of the T&B report shall be provided to the CG. The T&B testing should be performed before covering the ducting system with insulation.

1.2.16 The exhaust ducting system shall be prepared to

receive the application of elastomer insulation sheets. An approved solvent shall be used to wipe down all exterior duct surfaces to ensure the proper adhesion of all adhesive products. All surfaces shall be clean, dry, and oil free.

The MFG instructions shall be followed for the type elastomer adhesive product being used.

1.2.17 The duct’s insulation system shall be of 2 inch black

flexible closed-cell elastomer thermal insulation either in sheet or roll form. The 25/50 NFPA flame spread and smoke developed index rating shall apply. The elastomer sheets shall cover all the exposed surfaces of the ducting system.

1.2.18 The closed cell elastomer insulation shall receive a

top-coat paint system. It’s the responsibility of the contractor to safe guard the room’s interior and equipment within that space from over-spray, spills, or drippings from all products, i.e. paint, glues, solvents.

1.2.19 The duct insulation system shall be top-coated with a

sprayed on paint coating (weather barrier top-coat) system being white in color and approved for closed-cell elastomer type insulation. The coating product shall be applied IAW MFG’s instructions providing for consistent uniformity and thickness on its entirety.

1.3 PROJECT PERFORMANCE TIME - The total project time shall be estimated to determine the number of calendar days from the Notice to Proceed. Base work hours are 0700 to 1500, Monday thru Friday. Contractor may work outside these work hours with prior approval from the COTR.

1.4 LOCATION - The project address is:

U.S. Coast Guard Air Station Clearwater 15100 Rescue Way Clearwater, FL 33762

1.5 Project Location - The actual location of equipment and

performance of work will be at the C130 Hangar’s air compressor space. The following equipment model number identifies the newly installed compressors requiring the exhaust ducting.

1.6 INSPECTION PRIOR TO BID - Prospective bidders are

encouraged to visit the site. Contractor is responsible for verifying all job requirements to fulfill this project.

1.7 AVAILABILITY OF UTILITIES SERVICES

1.7.1 Reasonable amounts of [Electricity, Water, etc.] will be made available to the Contractor without charge.

1.7.2 The Contractor shall, if applicable, pay all costs incurred in connecting, converting, and transferring the utilities to the work. The Contractor shall be responsible for making connections to domestic water lines, providing transformers, and for disconnections. The COTR shall designate the outlets available to the Contractor.

1.8 COORDINATION - The Contractor shall coordinate with the

COTR to minimize interference with Coast Guard operations or personnel.

1.9 CONTRACTOR USE OF PREMISES - The Contractor will be working on a Coast Guard operational military installation. The Contractor shall become familiar with and obey the installation’s fire, traffic, and security regulations.

Personnel shall not stray from the immediate area of work nor direct avenues of ingress and egress unless authorized in advance by the COTR.

1.10 STORAGE AREA - The Contractor will be provided with a

storage area in a location determined by the COTR. The Contractor shall be responsible for restoring the area to its original condition at the completion of the work. The Contractor shall be responsible for repair of any damage incurred to buildings or pavement as a result of storage activities.

1.11 WEATHER AND STORM PROTECTION - Should warnings of inclement weather, gale force winds or stronger be issued, the Contractor shall take every practicable precaution to minimize danger to person, the work, the equipment being serviced, and effected adjacent property. Precautions shall include, but not be limited to, closing all openings, removing all loose materials, tools and equipment from exposed locations, tarp covering opened or exposed equipment, capping exposed open fittings, and removing or securing fencing, scaffolding and other temporary work as applicable.

1.12 ENVIRONMENTAL PROTECTION - No construction debris or other materials shall be allowed to remain on the facility.

Contractor shall provide necessary barriers or use other methods to prevent collection of debris.

1.13 DELIVERY AND STORAGE - Equipment and materials shall be

carefully handled, properly stored, and adequately protected to prevent damage before and during installation, in accordance with the manufacturer’s recommendations.

Damaged or defective items shall be replaced. Location of storage and staging area shall be designated by COTR. The Contractor shall be responsible for the security of all their materials and equipment.

1.14 RECEIPT OF MATERIALS - Shipment of equipment, materials, and supplies shall be addressed to the Contractor – not the Government. The Contractor must be on hand to accept shipments; the Government will not accept shipments.

1.15 CLEANUP - The Contractor shall keep the work area, including storage areas, free from accumulations of waste materials on a daily basis and comply with all federal, state, and local regulations pertaining to the storage, transport, and disposal of wastes generated by them. The Contractor shall not use Coast Guard waste disposal facilities including garbage cans, trash piles, or dumpsters.

1.16 UTILITY OUTAGES - Before interrupting or shutting down any utility, the Contractor shall make a request for the interruption to the COTR at least two (2) working days before the anticipated interruption. The Contractor shall identify the utility, reason for the interruption, proposed time of interruption, and duration of interruption. The Contractor shall not interrupt utilities until authorized by the COTR.

1.17 REFERENCE PUBLICATIONS AND STANDARDS - Except where a

specific date or edition number is listed, reference to a publication or standard in this specification shall mean the edition in effect on the date of the Solicitation.

1.18 SECURITY

1.18.1 Working Personnel List – The Contractor shall provide

the COTR with a list of names of all personnel who will be working on the site. The Contractor may submit a revised list at any time during the project. Only personnel on the approved listing will be allowed on the site.

1.18.2 Personnel Identification – All personnel shall carry

proper identification (ID) when on site. Proper ID is defined as either the individual’s driver license, or a company-issued ID. The ID must be laminated and show facial picture of the individual. Individuals without proper ID will be escorted off the Coast Guard premises.

1.19 WARRANTIES - All warranties and/or guarantees, either

implied or expressed, for individual equipment shall be endorsed to the Government. All work performed by the contractor shall be warrantied for a period of one year upon completion of this service/repair. The contractor shall provide all labor and materials to correct any deficiencies having been determined as a result of poor craftsmanship or a failure of materials provided by them.

1.20 FINAL INSECTION AND ACCEPTANCE - The Contractor shall give the COTR at least 48 hours’ notice for final inspection of work being completed.

EVH-660D is a Florida Product Approved and Miami-Dade Qualified stationary vertical blade wind driven rain extruded aluminum louver designed to protect air intake and exhaust openings in building exterior walls. EVH-660D is tested in accordance with AMCA 500-L Air Performance, Water Penetration and Wind Driven Rain. EVH-660D is tested in accordance with AMCA 540 Test Method for Louvers Impacted by Wind Borne Debris (Basic Protection, Missile Level D and Enhanced Protection, Missile Level E). EVH-660D is tested in accordance with AMCA 550 Test Method for High Velocity Wind Driven Rain Resistant Louvers. EVH-660D is licensed to bear the AMCA seal allowing design professionals to select and apply with confidence.

EVH-660D is tested and qualified per the following Florida test protocols: TAS 201 (Large Missile Impact), TAS 202 (Uniform Static Air Pressure), TAS 203 (Cyclic Wind Loading) and TAS 100A (Wind Driven Rain). Louvers Architectural Finish Limited Warranty

Kynar/Hylar and Mica (70% PVDF) Paint Greenheck warrants the finish of Kynar/Hylar (70% PVDF) paint for a period of 5 years from the date of product shipment when applied to aluminum louvers or aluminum architectural products. Greenheck warrants that for 5 years after the date of product shipment the applied finish:

A) Will not chip, crack or peel (lose adhesion) but does not include minute fracturing, which may occur in proper fabrication of building parts.

B) Will not chalk in excess of ASTM D-4214-89 number 8 rating, determined by the procedure outlined in ASTM D-4214-89 specification test.

C) Will not change color more than five (5) Delta-E Hunter units (square root of the sum of Delta L, Delta A and Delta B) as determined by ASTM method D-2244. It is acknowledged that fading or color changes may not be uniform if the surfaces are not equally exposed to the sun and elements.

Metallic and Mica colors are exempt in the warranty from item C but will hold the L value within 5 Delta E or the L scale of the Hunter E unit system.

Exotic colors will receive a full 10 year warranty if they have the recommended clear coat applied. However, Exotic colors are excluded from the 20 year warranty.

Any units or parts, which prove defective during the warranty period, will be repaired or replaced at our option when returned to the factory, transportation prepaid. Unless agreed upon otherwise Greenheck will not be held responsible for costs associated with installation or removal of product(s).

Greenheck limited warranties are not applicable when failure is caused by events that cannot be controlled by Greenheck.

These include, but are not limited to, Acts of God, fire or other casualty or physical damage; Government restrictions; Acts of aggression; Harmful fumes or foreign substances in the atmosphere; Improper storage or packaging of the parts prior to installation; Product failure due to improper usage and/or application; Failure to provide reasonable and routine maintenance and/or improper maintenance, including, but not limited to the use of chemical cleaning agents not in accordance with AAMA recommendations or failure to use a systematic maintenance cleaning program in areas of high salt concentration; Corrosive atmosphere found in the interior of buildings, which effect the interior surface of material;

Standing or ponding water on the metal; Excessive building movements; Work performed or materials supplied by others;

Improper treatment of finished material; Corrosion of the metal substrate; Incompatibility between materials, including, but not limited to, Galvanic corrosion due to contact with adjacent dissimilar metals such as stainless steel; Damage to the painted metal occasioned by moisture or other contamination detrimental to the finish because of improper storage of the finished metal prior to installation as outlined in AAMA Publication 10, “Care and handling of Architectural Aluminum From Shop to Site."

Application and Design

EVH-660D is a Florida Product Approved and Miami-Dade Qualified stationary vertical blade wind driven rain extruded aluminum louver designed to protect air intake and exhaust openings in building exterior walls. EVH-660D is tested in accordance with AMCA 500-L Air Performance, Water Penetration and Wind Driven Rain. EVH-660D is tested in accordance with AMCA 540 Test Method for Louvers Impacted by Wind Borne Debris (Basic Protection, Missile Level D and Enhanced Protection, Missile Level E). EVH-660D is tested in accordance with AMCA 550 Test Method for High Velocity Wind Driven Rain Resistant Louvers.

EVH-660D is licensed to bear the AMCA seal allowing design professionals to select and apply with confidence. EVH-660D is tested and qualified per the following Florida test protocols: TAS 201 (Large Missile Impact), TAS 202 (Uniform Static Air Pressure), TAS 203 (Cyclic Wind Loading) and TAS 100A (Wind Driven Rain). Per Miami-Dade EVH-660D may be installed in locations where the room behind the louver is NOT designed to drain water penetrating into the room or the room will house non-water resistant or water proof equipment components or supplies.

The AMCA Water Penetration Test provides a method for comparing various louver models and designs as to their efficiency in resisting the penetration of rainfall under specific laboratory test conditions. The beginning point of water penetration is defined as that velocity where the water penetration curve projects through 0.01 oz. of water (penetration) per sq. ft. of louver free area.

*The beginning point of water penetration for Model EVH-660D is above 1250 fpm free area velocity. These performance ratings do not guarantee a louver to be weather-proof or stormproof and should be used in combination with other factors including good engineering judgement in selecting louvers.

Airflow Resistance (Standard Air - �075 lb/ft3)

Model EVH-660D resistance to airflow (pressure drop) varies depending on louver application (air intake or air exhaust). Free area velocities (shown) are higher than average velocity through the overall louver size. See louver selection information. (Test Figure 5.5-6.5)

Weather louvers shall be classified by their ability to reject simulated rain. The table shows different classifications based on the maximum simulated rain penetration per square meter (square feet) of louver. Water penetration rating at a given louver face velocity is determined by the water penetration while the louver is subjected to a selected simulated rainfall rate and wind velocity.

EVH-660DINSTALLATION DETAILS

Maximum Size and Installation Information Model EVH-660D is a Miami-Dade Qualified and Florida Product Approved louver and must be installed in accordance with the installation instructions shown herein.

Model EVH-660D is qualified for installation within concrete/masonry, steel stud, structural steel or wood framed building conditions. Model EVH-660D is structurally calculated to withstand positive and negative wind-loads up to 150 PSF. The maximum single section width is 48 in. The maximum single section height is 120 in.

While the maximum section height is limited to 120 in., the width may be unlimited as multiple sections may be installed side by side in accordance with installation instructions. Structural reinforcing members along with any associated installation hardware is not provided by Greenheck unless indicated otherwise by Greenheck.

Options and are not subject to structural analysis unless indicated otherwise by Greenheck.
