About this file

This Statement of Work outlines requirements for procurement, installation, and training of one Piston Prover Liquid Flow Calibrator Standard for the Portsmouth Naval Shipyard Calibration Laboratory in Portsmouth, NH. The system will replace an existing inoperative flow calibration standard and will be used by civilian Navy personnel for calibrating various liquid flowmeters including turbine, variable area, positive displacement, and Coriolis types.

The contractor must provide a system capable of flow rates from 0.4 to 400 gallons per minute, along with comprehensive documentation including operator/service manuals, installation plans, calibration certificates, and software/firmware documentation. Key requirements include a minimum one-year warranty, NIST-traceable calibration, on-site training for operation and maintenance, and capability to print calibration certificates. The contractor must also provide engineering data for provisioning, repairable parts lists, and software/firmware updates for 5 years. While the place of performance is listed as N/A, the shipping address is specified as Kittery, ME. The period of performance, inspection/acceptance criteria, and technical point of contact are all listed as TBD in the document.

STATEMENT OF WORK

PISTON PROVER LIQUID

FLOW CALIBRATOR - PORTSMOUTH NAVAL SHIPYARD

1. INTRODUCTION

The Naval Surface Warfare Center, Corona Division, Measurement Science and Engineering Department perform Metrology, Test, and Monitoring Systems Assessment supporting the Naval Sea Systems Command (NAVSEA) Metrology and Calibration (METCAL) Program.

Measurement Science and Engineering Department sets the measurement science and calibration standards to support proper weapons operation, interoperability and peak readiness for the fleet.

2. BACKGROUND

The existing Flow Calibration Standard at Portsmouth Naval Shipyard, Portsmouth, NH is in need of replacement as the current system has aged and is no longer operative. The Flow Calibration Standards will be used by civilian Navy personnel in shore-based depot level laboratories at Portsmouth Naval Shipyard for calibration of a wide variety of liquid flowmeters.

3. SCOPE

The scope of this effort is for the procurement, installation, and training of one (1) Piston Prover Liquid Flow Calibrator Standard for the Portsmouth Naval Shipyard Calibration Laboratory.

Flowmeters requiring calibration include but are not limited to turbine flowmeters, variable area flowmeters, positive displacement flowmeters, and Coriolis type flowmeters. The high-flow configuration shall, at a minimum, cover the range of 0.4 to 400 gallons per minute (GPM).

5. REQUIREMENTS

5.1 Please refer to Attachment 1, CSS 06-3234 for specifications

5.1.1 The Contractor shall provide operator/service manual(s) required to be supplied with each calibration standard. At a minimum, these manual(s) shall contain information on operator/maintainer safety, theory of operation, troubleshooting, preventative maintenance, periodic maintenance, calibration, maintainability data, and operational instructions. The manuals can be either print or electronic media format on either CD- ROM or DVD disks. (CDRL T001)

5.1.2 The Contractor shall ensure the units shall be provided with a manufacturer’s standard warranty, of one (1) year minimum after installation and acceptance by the Navy.

5.1.3 The Contractor shall provide a calibration certificate report, referencing actual data to the Government for each calibration standard installed. (CDRL A001)

5.1.4 The Contractor shall provide an Installation Plan to the Government for each calibration standard installed. (CDRL E001)

5.1.5 The Contractor shall provide Engineering Data for Provisioning to the Government.

This data shall include all support resources required to keep the calibration standard in operation. Specific support standards recommended by the Contractor shall be listed by manufacturer name, Commercial and Government Entity (CAGE) Code and model number. (CDRL E002)

5.1.6 The Contractor shall provide a Repairable Parts list to the Government for each standard installed. (CDRL A002)

5.1.7 Calibration of all new standards must be traceable to the National Institute of Standards and Technology (NIST) and result in an Accredited Certificate/Report of Calibration.

5.1.8 The Contractor shall provide a calibration label indicating the calibration interval shall be placed on each installed standard.

5.1.9 The Contractor shall provide a Software/Firmware Version Description to be provided with each system delivered and installed. The Software/Firmware version shall be the same on both installed systems. (CDRL A005)

5.1.10 The Contractor shall provide a Software/Firmware Change Request, to the US Navy prior to any software/firmware changes to alert and inform the US Navy about changes to software/firmware and also to provide detailed information about the changes and estimated cost. The Software/Firmware Change Request shall be provided on CD-
