About this file

This document is a Statement of Work (SOW) for technical services to conduct alignment and pinning on a Ship Service Diesel Generator (SSDG) onboard the CGC BERTHOLF vessel. The objective is for the Original Equipment Manufacturer (OEM) to provide technical expertise to align and pin the SSDG, and allow USCG Subject Matter Experts to learn the process and identify necessary tools for future alignment and pinning tasks. The contractor must measure the existing alignment, adjust as necessary, and re-ream holes to install new alignment dowels. The work must be completed at CGC BERTHOLF in Alameda, CA from September 9-13, 2024. The related federal contract opportunity is a Request for Quotations (RFQ) from the Department of Homeland Security, US Coast Guard, seeking a firm-fixed-price contractor to provide the pinning and alignment services. The RFQ is a total small business set-aside with a response due date of September 2, 2024.

CGC BERTHOLF

1. Background. This requirement is for the contractor to conduct alignment and pinning on NR2 Ship

Service Diesel Generator (SSDG) onboard CGC BERTHOLF.

2. Scope. United States Coast Guard (USCG) technicians verified alignment on the NR2 SSDG and found the engine to generator vertically misaligned. Currently ASSIST, IPF, and MAT Alameda do not have the required tools to conduct pinning after alignment. USCG is requesting OEM technical representative to conduct alignment and pinning in the presence of USCG Subject Matter Experts. The future intent is to have CG SMEs, with the correct tools available, conduct the alignment and pin of SSDGs.

3. Objective. The objective of this requirement is for Original Equipment Manufacturer (OEM) to support CGC BERTHOLF with technical knowledge of the equipment and tools necessary to align and pin the SSDG engine and generator and allow USCG subject matter experts to learn the process and create a list of necessary tools to properly align and pin SSDG engine/generator in the future,

4. Tasks. The contractor shall provide services to conduct the following:

In the presence of the Coast Guard inspector, following all engine and/or generator maintenance and repairs, measure final generator shaft to engine shaft alignment using the two-dial indicator method or laser shaft alignment as described in TP 7119, section 21. Adjust the alignment as necessary to achieve a satisfactory alignment measurement.

4.3. The contractor must re-ream the holes as needed to install new alignment dowels (pin). The dowels must be installed on each side and on the forward end (closest to coupling) of the generator.

4.4. After alignment is accomplished with acceptable readings, the contractor must reconnect the coupling, and install coupling guard.

4.5. The contractor must complete and submit the generator set alignment data sheet provided via CFR.
