SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK 000001-1
Section C – Description/Specifications/Statement of Work
GENERAL SPECIFICATIONS
ELY RANGER DISTRICT OFFICE CRACK AND MICRO SEAL
1.1 SCOPE OF CONTRACT
A. The intent of this project is to extend the service life of existing pavements at the Ely Ranger District Office. This project includes sealing cracks in parking lots in the quantities indicated, micro surfacing the front lot, and pavement markings as indicated in the Schedule of Items. Option items include micro sealing and pavement markers for the back parking lot.
B. Work shall be performed in accordance with the ‘Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14),’ and the specifications below.
The following is a description of work items:
414-01 CRACK SEALING - SMALL CRACKS – cracks that are ½-inch wide or less.
Cracks shall be thoroughly blown out and cleaned prior to sealing. All vegetation shall be removed.
414-02 CRACK SEALING - MEDIUM CRACKS – cracks that are greater than ½-inch wide but less than 1-inch wide. Cracks shall be thoroughly blown out and cleaned prior to sealing. All vegetation shall be removed.
414-03 CRACK SEALING - LARGE CRACKS – cracks that are 1-inch wide or wider.
Cracks shall be thoroughly blown out and cleaned prior to sealing. All vegetation shall be removed. If previously placed cold-patch asphalt is present and resides above the adjacent asphalt surface, such cold-patch asphalt shall be removed, no additional payment made. Removal of cold-patch asphalt shall be incidental to other items of work. Large cracks shall be sealed with CRAFCO PolyPatch or approved equal, following manufacturer’s specifications for placement.
409-01/02 MICRO SURFACING (FRONT AND BACK LOTS) – Completely cover prepared paved areas with a polymer-modified emulsified asphalt in a uniform and consistent manner. Contractor shall submit micro surface mix design to COR for approval.
Allow full drying of sealed cracks before start of micro surface work. Protect curbs, gutters, and swales from any contact with the coating material.
634-01/02 PERMANENT PAVEMENT MARKINGS (FRONT AND BACK LOTS) – Paint parking space markers in accordance to plan drawings after micro seal has fully cured. Handicap spaces will be in accordance to ADA standards.

Unless otherwise specified, sealant for cracks shall be CRAFCO 34-200 (PARKING LOT SEALANT) or approved equal, submit material specifications to the CO for approval at least two weeks before commencement of work. All materials shall be applied according to manufacturer specifications.
A single crack may vary greatly in width, and two methods shall be used on a single crack if the crack has two distinct segments, both of which are at least four feet in length that meets two crack criteria as listed above. Cracks that vary in width and therefore meet two criteria above, but the shorter segment is less than four feet, shall be treated according to the criteria of the longest segment of the crack.
No adjustment in payment shall be made for cracks that exhibit short sections of widening near the edge.
1.2 PROJECT LOCATION
A. The Ely Ranger District Office is located at 825 Ave E, Ely, NV 89301. See plan sheets for details on pavement locations.
1.3 SITE INFORMATION AND LIMITATIONS
A. The paved areas may be closed when needed and approved by the Forest Service. The Contractor must notify the Forest Service 14 days in advance of any closure. The Contractor will be responsible for signing and limiting public access.
B. Contractor shall be responsible for scheduling work, coordinating work with Ely District Office staff needs, traffic control, and protection of the sealant until properly cured.
C. Utilities are not available at the site for construction purposes.
1.4 TRAFFIC CONTROL AND CONSTRUCTION SIGNING
A. No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and approved by the COR. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). All traffic control signs will be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around. Contractor shall protect the micro-surfaced area and later paint striping with traffic cones until fully cured. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.
1.5 WORK CAMPS, STAGING AND STORAGE AREAS
A. Areas for staging operations and storage of materials shall be approved by the COR.

1.6 INSPECTION OF WORKSITE
A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.
1.7 START DATE
A. Anticipated June 30, 2023
B. A 10-day notice prior to the start of work must be given to the FS.
1.8 CONTRACT TIME
A. 30 Calendar Days from Notice To Proceed
