Statement of Work
The Federal Bureau of Prisons of Field Acquisition Office, Grand Prairie, Texas, intends to make an award to a single responsible entity for the provision of Parking Garage-Parking
Lot Services. This requirement is for a parking structure/lot that is within two (2) city blocks of the facility that shall provide 168 parking passes which will include 122 unreserved parking spaces for the use of the U.S. Department of Justice, Federal Bureau of
Prisons, Federal Detention Center (FDC) located at 700 Arch Street, Philadelphia, Pennsylvania 19105. General information regarding the Federal Bureau of Prisons (BOP) and its facilities can be located at www.bop.gov.
Description of Services:
The contractor shall provide 168 passes that will enable all staff to utilize the 122 unreserved parking spaces seven (7) days a week with a 24-hour access. All 168 passes shall not be utilized simultaneously as there are three 8-hour work shifts. The parking shall be unreserved, first come first served spaces, anywhere within the parking structure and not on specific floors or in specific areas.
The contractor shall provide a minimum of three (3) electric vehicle (EV) charging stations within the parking structure/lot.
The contractor shall provide a safe and secure environment for all staff utilizing the parking facility. The contractor shall provide customary protection for all staff and their vehicles parked in the contractor facility.
The parking area shall be located within “reasonable walking distance” of the Federal Detention
Center (FDC). Reasonable walking distance has been determined to be two (2) city blocks of the facility located at 700 Arch Street, Philadelphia, Pennsylvania 19105. The contractor shall provide a paved parking area for all vehicles. All parking areas shall be illuminated as provided by the standard of the industry (minimum four candle light power). The entire parking area will be maintained by the contractor. It is expected the parking area will be maintained as clean and reasonably safe. It is expected that the contracted parking facility will meet or exceed all Local, State, and Federal Regulations as related to the particular type of parking facility.
Should the parking area be controlled by gates, doors, attendants etc. ease of access into and out of the area must be accomplished by staff members 24 hours a day seven days a week. To this end, if “key cards” are needed to enter the parking facility, the contractor will supply 168 passes at no additional cost. This will enable all Bureau of Prisons staff to include guests, access to the
122 unreserved parking spaces. Any lost or damaged cards will be replaced at no cost.
Maintain Security:
The Contractor shall provide safe and secure parking amenities for all staff vehicles, including any Government vehicles located in the parking structure/lot.
Method of Performance:
The Contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasks outlined in the Statement of Work as long as the requirements are met in accordance with the policies described above.
CONTRACT PRICING
The contract rates for these services shall be on a per space basis per the time period. The contract rates shall include all charges for providing parking garage/parking lot services. The
Government shall assign an Administrative Contracting Officer (ACO) to the contractor. The
Government shall maintain staff participation accordingly via on-line method.
The Government shall submit an email request to the Contractor/Lot Manager for each staff participating to the Parking Program. The Government shall instruct staff to abide by all rules and regulations within the confines of the garage, on-line, including updating their information of their vehicle.
