Attachment 1 – Statement of Work Parker Power Plant 50 Hp Rotary-screw Compressor
1.0 Background
The Bureau of Reclamation, Parker Dam and Power Plant located at Latitude: N 34° 17' 41.3844" Longitude: W 114° 8' 24.9684", on Parker Dam Rd., in San Bernardino County California has a requirement to procure one replacement Station Service Air Rotary-screw. This compressor will work in a modulating, rotating lead lag configuration to provide all service air to the Parker Dam Power Plant and auxiliary equipment.
The Parker power plant existing Sullair, Model 1809E has had an end of life critical failure. The remaining Station Service Sullair, Model 3700V compressor currently has no back up. This compressor system supplies all Station Service air throughout the plant, supplying air to generator breaks, pneumatic automatic greasing and other pneumatic machinery. Parker Dam will be replacing Model 1809E with a new compressor capable of being integrated with the remaining station service compressor.
2.0 Scope of Work
This is a requirement for a single replacement Rotary-screw compressor with identical capacity and control compatibility of Parker Dam Power Plants remaining Sullair Model 3079V 480VAC variable frequency drive WS controlled station service compressor. must have interchangeable parts, air filters, oil, other consumables as the current compressor. The new replacement Rotary Compressor must be compatible with the Sullair WS controller and software to maintain a modulating, rotating LEAD/LAG configuration.
Current LEAD/ LAG configuration:
The two (2), Sullair, rotary-screw compressors (Air Compressor Nos. 1 and 2) are nominally rated at 100 PSIG, with a maximum working pressure of 125 PSIG.
The service air (LPA) compressors are normally operated in a modulating, rotating LEAD/LAG configuration while in the MODULATING Mode:
The compressor in LEAD will load at 100 PSIG and unload at 110 PSIG.
The compressor in LAG will automatically start and load if the air pressure drops below 95 PSIG and unload at 110 PSIG.
The service air (LPA) compressors will automatically shut down if they are idle (unloaded) for 15 minutes
The Vendor awarded contract shall furnish:
1. Enclosed Rotary Screw Compressor capable of communicating with Parker’s current compressor and air dryer to maintain current LEAD/LAG configuration.
2. 225 CFM @ 125 PSIG Rated
3. 50 HP 230-460/60/3 TEFC PREM EFF Motor
4. NEMA 12 Variable Speed Drive
5. WS Microprocessor Controller
6. Air cooled Coolant with Aftercooler
7. Air Filter
a. 99.95%+ overall efficiency/0.4-micron filtration
8. Air-Fluid Separator
9. High Ambient Temperature package
a. (55 °C,131 °F)
10. Provide Copies (1 written & 1 electronic) of manufacturers operations, maintenance and service manuals.
11. Supply a manufacturer trained technician to provide WS Controller programing for modulating and rotating lead/ lag configuration with existing Sullair model 3709V during commissioning with in a one week notice.
12. Parker HEMs will install compressor and supply electrical power to compressor.
2.0 Term of the Contract.
Vendor that is awarded this contract must deliver an approved compatible replacement rotary-screw compressor, materials, and spare parts that meet all requirements listed in this solicitation to Parker Dam, a factory trained technician to provide WS controller lead/ lag programming at time of commissioning, and any necessary training to constitute acceptable fulfillment of this requirement.
3.0 Facilities Location.
The compressor will be located within the Parker Dam Power Plant, Highway 95 Parker Dam Field Division Parker Dam, CA 92267.
4.0 Facility Hours of Operation.
Facility operation hours are 6:30 A.M. to 5:00 P.M. PT. Monday through Thursday. All operation hours listed exclude weekends and federal holidays.
5.0 Current Equipment Information.

6.0 Quotation Development and Content. The Contractor's quote shall be supported by the necessary documentation to allow cost analysis by the Government. The quoted price shall be based on the established rates for services and personnel incorporated in the contract Price Schedule for the period (current contract year) of the task order performance; and shall clearly identify and explain any identified services, material, equipment, and subcontractor costs not already incorporated in the price schedule.
7.0 Payment Requests
The contractor must submit an invoice for all goods and services completed at the end of the month in which the services were performed. The Bureau of Reclamation shall incur no obligation for out of scope work that is not authorized in advance. Invoices shall be itemized to provide a breakdown of cost for all contract work according to the task order.
8.0 Safety
The Contractor shall comply with all federal, state and local laws and standards as well as the Bureau of Reclamation manual Reclamation Safety and Health Standards (RSHS), 2014 Edition. An electronic copy of the RSHS is available upon Contractor request. The contractor must remove employees who refuse or repeatedly fail to comply with safe work practices and standards, or supervisors who fail to enforce compliance.
1. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, state, and local regulations pertaining to the protection of workers. The Contractor shall hold harmless the Government for failure to comply with any applicable safety or health regulations on the part of itself, its employees, or its subcontractors.
2. Contractor shall submit Safety Data Sheets (SDS) for all chemicals used on site. In addition, Contractor shall include a Hazardous Material Authorization (HMA) form for all potentially hazardous materials proposed to be used on site. These items shall be submitted no later than 14 days prior to the commencement of onsite work.
3. The contractor will investigate and report accidents, injuries, or illnesses in accordance with Reclamation Safety and Health Standards, Section 3.7. The contractor supervisor will complete Form 7-2077, CONTRACTOR’S REPORT OF RECORDABLE INJURY/ILLNESS, and submit it to the Contracting Officer’s Representative within 72 hours of any incident or onset of illness. The contractor is responsible for providing and obtaining appropriate medical care for injured employees. If emergency assistance is required, notify Davis Control Center.
4. A Job Hazard Analysis is required prior to engaging in potentially hazardous work. The contractor, after consulting with the Bureau site representative, Contracting Officer’s Representative, or inspector, will assess the workplace and work activities to determine if hazards are present or are likely to be present. The contractor will develop a written Job Hazard Analysis for the work per Reclamation Safety and Health Standards, Section 3.3, Required Safety Programs and Section 4.2, Requirements for Job Hazard Analysis. The hazard analysis will define hazardous operations and activities; and identify proposed methods for eliminating or minimizing the hazard. The methods will outline employee training requirements, personal protective equipment requirements, procedural changes, methods for evaluating program effectiveness, etc. The contractor will be required to receive approval of the Job Hazard Analysis the Bureau of Reclamation Work Sight Representative.
