STATEMENT OF WORK

Network Bandwidth Expansion for SONET/DWDM Replacement

Edwards Air Force Base California

1. INTRODUCTION

The Statement of Work (SOW) summarizes the tasks required of the Contractor to Engineer, Furnish, Install and Test (EFI&T) a Network Bandwidth Expansion (NBE) for the replacement of the existing Synchronous Optical Network (SONET) and Dense Wavelength Division Multiplexing (DWDM) equipment located at Edwards Air Force Base (AFB).

2. BACKGROUND

With the growing demands for higher communication speeds of new and existing programs, along with technology advancements, the existing SONET/DWDM is in need of an upgrade. We are already seeing existing programs requiring higher speeds (in excess of 10G) due to newer systems and associated applications (AI, VR/AR, 3D Modeling, Simulations, etc.) and requesting direct-to-building access. Our current DWDM has limited port capacities with no further expansion/growth, while the SONET is already supporting the lower speed circuits (T1/PRI, 100M). The current SONET equipment will be End of Service (EoS) by end of 2022, while the DWDM equipment is anticipated to be EoS by 2024. As our SONET and DWDM equipment become obsolete and unserviceable, a replacement capability is required.

The upgrade being requested will transition our communications infrastructure to an Optical Transport Network (OTN) environment. The upgrade would migrate our non-AFNet Internet Protocol (IP) connections from a 10G maximum to an 800G maximum, which is a 7900% increase in bandwidth capability. This would also provide us the capability to extend these high-speed connections direct to program areas, expanding our reach to support existing and new missions. This upgrade will provide the capability for Edwards to support known requirements such as; VR/AR, Real-Time Video, 3D Imagery, 3D Modeling, and HD Simulations.

3. OBJECTIVE

In partnership with the Contractor, the objective of this SOW is to define and summarize the requirements for the installation of a Joint Interoperability Test Command (JITC) certified/authorized OTN solution. The Contractor shall provide the certified personnel, vehicles, supervision, and other items and services necessary to EFI&T the OTN solution for the 412th Communications Squadron at Edwards AFB. Final qualification and acceptance testing will also be performed at Edwards AFB.

3.1 PERIOD OF PERFORMANCE

The period of performance for this project shall be 240 days after award date.

4. OVERALL PROGRAM REQUIREMENTS

The Contractor shall be required to perform all necessary efforts in the installation testing and completion of this project and receive final system acceptance through the 412th Communications Squadron.

5. SYSTEM REQUIRMENTS

5.1 The OTN solution (equipment, peripherals, software, services, etc.) shall be a turnkey installation.

5.1.1 The Contractor shall EFI&T newly installed equipment to Original Equipment Manufacturer (OEM), industry and/or Air Force specifications with the appropriate operational licenses and certifications.

5.1.2 The Contractor shall provide all hardware, software and licensing required for the use of the system and associated peripherals.

5.1.3 Additional hardware and software features and capability expansion licensing shall be provided as well as any other features not specifically requested but may be required for the implied use of the systems.

5.1.4 The systems installed shall be at the latest/most current Ciena OTN hardware and software versions.

5.1.5 Is a DoDIN Unified Capabilities Approved Product.

5.1.6 Is Federal Information Processing Standard 140-2 level 2 accredited

5.1.7 Is at the latest/most current JITC authorized/certified hardware and software versions (where applicable).
