About this file
This is a specification for the fabrication of watertight doors, hatches, and scuttles for the USCGC OAK (WLB 211) vessel during FY2027. The contractor is required to fabricate three items: one weathertight door (26" x 66" with a 14" x 18" window, lever-type knobs, and mortise locks) for the Pilot House; one watertight hatch (30" x 30" raised, quick-acting with 8 dogs and a 21" diameter cutout) for the Boson Storeroom; and one watertight scuttle (21" diameter raised, quick-acting) for the Escape Trunk. All work must comply with specified Coast Guard and NAVSEA drawings, including Drawing 225B WLB 167-001 (Structural Closures), Drawing FL1602-89 (Weathertight Door), and NAVSEA Drawing 167-7379842 (Welding Procedure for Watertight Doors).
The contractor must adhere to referenced standards including SFLC Standard Specifications 0000 (General Requirements), 0740 (Welding and Allied Processes), and 6310 (Ship Structure Preservation), as well as SSPC/NACE surface preparation standards and abrasive blasting specifications. All testing must be completed in accordance with SFLC Std Spec 0740. The contractor is responsible for constructing and providing shipping containers to deliver the completed doors and hatches to USCGC OAK at 47 Chandler Street, Newport, RI 02841, with shipping costs included in the bid. The period of performance spans from March 24, 2027, to February 6, 2027, at the vessel's homeport. No government-furnished property is provided.
