About this file
This is a Statement of Work (SOW) for fuel tank emptying and cleaning services on the CGC NORTHLAND, a 270-foot WMEC 'B' Class Coast Guard vessel.
The Contractor must remove approximately 20,200 gallons of marine grade diesel fuel from five tanks (four storage tanks and one service tank) and clean two designated tanks (Diesel Storage tank 4-82-2-F and Diesel Service tank 4-165-4-F), while the remaining three tanks require only emptying. The work includes furnishing and installing all protective measures, managing known interferences (fuel, piping, and tank access covers), and following Coast Guard Technical Spec D-123-2049 for fluid handling to maintain vessel stability. The Contractor must document a complete chain of custody record for all removed fluids and dispose of all removed materials in compliance with Federal, state, and local regulations. Tank cleaning must remove all foreign materials including residual fuel, water, sediment, sludge, rust, and biological growth without damaging existing coating systems. Tank closure requires notification to the Contracting Officer at least 24 hours prior, accomplished in the presence of a Coast Guard Inspector, with new gasket material conforming to AMS-C-6183 and renewal of 100% of nuts and washers. The Contractor must witness initial and post-repair operational tests of tank level indicators and vent check valves, maintain plug logs for each tank entered, and submit Contractor Furnished Reports (CFRs) documenting all operational tests. Work is scheduled for October 20-23, 2026, at CGC NORTHLAND, 4000 Coast Guard Boulevard, Portsmouth, Virginia 23703. Coast Guard personnel will operate all shipboard machinery and equipment throughout the project.
