About this file
This is a Statement of Work (SOW) for Nokia Core and Radio Resident Engineering (RE) Support services procured by the U.S. Department of Commerce, National Telecommunications and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS).
ITS seeks Nokia IMS and EVC engineering services to support CRAIN Lab integration, testing, and research of 5G cellular and Open RAN technologies. The contractor must provide one line item (CLIN 0001) for Nokia IMS Engineering Support, which includes configuration support for simple parameter changes, testing support for Lab Test Case execution including pcap analysis and Wireshark diagnostics, and periodic meetings with NTIA for reporting and discussing operational issues. The assigned Resident Engineer must be a U.S. citizen with a good understanding of 3GPP and call flows, the ability to modify parameters on the SCF, and capability to capture and analyze PCAP traces. Services will be provided primarily during normal business hours (8 a.m. to 5 p.m., 40 hours per week) in Mountain Time, executed remotely from Boulder, Colorado, unless travel is required and invoiced separately. The period of performance is one year from the award date. Excluded from scope are fundamental architecture changes, additional software licenses, operation of third-party devices, network optimization, hardware installation, installation of new test equipment, RE support for non-Nokia network elements, and UE configuration. NTIA will serve as master integrator and provide project manager support, remote access to Nokia equipment, and standard product documentation.
