About this file

This document is a combined synopsis and solicitation requesting quotes for a field service agreement for a Bruker Avance 300 NMR system located at the National Institutes of Health in Bethesda, Maryland. The solicitation was issued by the National Institute of Allergy and Infectious Diseases on behalf of the Tuberculosis Research Section of the Laboratory of Clinical and Infectious Diseases, which requires preventative maintenance and up to three liquid helium fills for the listed NMR equipment over a one-year period of performance. Quotes are due by February 21, 2024 and the award will be made on a firm fixed price basis to the responsible contractor that can meet the technical requirements and offers the lowest price. The acquisition is set aside 100% for small businesses classified under NAICS code 811210 for other electronic and precision equipment repair and maintenance.

Statement of Work

· AMBIS Sequence # 2211271 Field Service Agreement for a Bruker Avance Ultrashield NMR system

1) BACKGROUND INFORMATION

The Tuberculosis Research Section (TRS) of the Laboratory of Clinical Infectious Diseases (LCID)/NIH is a multidisciplinary group of research scientists comprised of biologists, chemists, and clinical researchers who share a common interest in TB. TBRS projects focus on understanding the scientific issues that facilitate the development of drugs that will make a genuine difference in the outcome for TB subjects globally.

The following list of equipment includes items that are heavily used by our section throughout the year and a preventative maintenance service contract is essential for keeping them in working order:

2) PURPOSE OF THE OBJECTIVES OF THE ACQUISITION

The purpose of this SOW is to continue the service agreement for the heavily used Bruker Avance Ultrashield 300 NMR system located at NIH, 9000 Rockville Pike, Bldg. 33 room 2W26, Bethesda, MD 20892. The new Field Service Agreement for a Bruker Avance Ultrashield 300 NMR system, quotation number SC12282023, will have a period of coverage from one year. CONTRACTOR REQUIREMENTS:

Field Service Agreement for a Varian Mercury 300 NMR system, quotation number SC06182020:

A. Scope

1. MR Resources, Inc. will provide service and maintenance on the above system and peripherals, for a period of one year from the execution of this agreement. MR Resources, Inc. will respond to requests for service and repairs on an as needed basis within forty-eight hours. In addition, MR Resources, Inc. will provide two scheduled preventative maintenance visits for routine repairs and adjustments. These two visits will be scheduled for the commencement of the service agreement and approximately the mid-point of the agreement.

2. Upon execution of this agreement as a New Service Agreement, MR Resources, Inc. will perform initial testing and inspection of the system and peripherals, including (as appropriate) measurement of magnet homogeneity and performance (i.e. cryogen boil-off rate), operation of computer system, RF transmitter and receiver, room temperature shims, CT terminal, Keyboard, Plotter, Disk Drives, cryogen Level monitor, probes and general system operation (including resolution, line shape and sensitivity performance). MR Resources, Inc. will, at its discretion, make every effort to remedy existing problems during this visit. However, existing problems or malfunctions which cannot be repaired during this initial evaluation visit will not be covered under this agreement unless subsequently remedied to MR Resources’, Inc. satisfaction. Repair of these pre-existing problems may, at the customers’ option, be provided by MR Resources, Inc. at prevailing service and travel rates. The initial testing and inspection visit will constitute one (1) of the two (2) above mentioned preventative maintenance visits, and will not represent an additional visit.

3. System, equipment, magnet and/or component failures due to misuse, improper operation, abuse, acts of God, negligence, fire, flooding, building collapse, electrical droops or surges, either accidental or intentional, are not covered under this agreement.

4. MR Resources, Inc. will provide up to 3 liquid He fill services on the above system(s), for a period of one year from the execution of this agreement.

3) CONTRACTOR SUPPLIED MATERIALS

Field Service Agreement for a Bruker Avance Ultrashield 300 NMR system, quotation number SC12282023:

A. Coverage

1. Superconducting Magnet: MR Resources, Inc. shall provide resealing, pumping, reenergization and cryoshimming as needed. Magnet and/or power supply or electronic ailures caused by improper operation, misuse, improper cryogen maintenance, or magnetic objects attracted to the magnet are not covered under this agreement. A cryogen filling log and reports, provided by MR Resources, Inc., must be completed and faxed to the MR Resources, Inc. service group on a monthly basis. Customer agrees to submit these reports in the prescribed manner, in order for the coverage of the magnet and cryostat to remain effective. Customer is responsible for all cryogens in the event of a quench. Responsibility of MR Resources to return a magnet to field after a quench shall not extend beyond two unsuccessful attempts if, in the opinion of MR Resources, the failures are due to damage sustained by the magnet windings, cryoshims, cryo-switches, or dewar.

2. Electronics modules and components: MR Resources, Inc. shall provide maintenance, service, repairs and replacement parts for all modules and subassemblies contained within the main console and /or peripheral equipment racks. Items include Computer System, Disk Drives, CT Terminal, Keyboard, Graphics Plotter, RF Transmitter and Receiver, Frequency Synthesizer, Preamplifiers, SCM Power Supply and Controls, Cryogen Level Monitor, Probes and Associated Interconnections, Printed Circuit Boards, Cable and Wiring Harnesses, unless specifically excluded below.

3. Upon execution of this agreement, MR Resources, Inc. will perform ongoing inspection of the magnet systems including measurement of cryogen boil-off rate, cryogen Level monitor, general magnet system. MR Resources, Inc. will provide written documentation of each cryogen fill to include information such as fill duration, fill quantities and magnet status.

4. MR Resources, Inc. will provide the actual labor for helium fill services (while cryogens shall be supplied by TRS).

4) GOVERNMENT FURNISHED MATERIALS

The government shall purchase and coordinate the arrival of cryogens for the day of the helium fill. This includes adequate amount of liquid helium (60L per fill), compressed helium gas, pressure pneumatics, and working helium transfer line.

5) REPORTING REQUIREMENTS AND DELIVERABLES

Technical support, remedial repair as needed and preventative maintenance.

6) INSPECTION

Inspection of the service will be performed by Michael Goodwin, government employee and member of the Tuberculosis Research Section.
