About this file

This document is a Statement of Work (SOW) for the procurement of two Thermo Scientific Niton XL5 X-Ray Fluorescence (XRF) Analyzers for the Defense Intelligence Agency (DIA), Directorate for Science and Technology (S&T) Advanced Technology (ATI) office. The Niton XL5 is required to support ATI's chemical and materials collection and exploitation mission, providing fast, portable elemental identification capabilities that fit ATI's standard operating procedures.

The SOW outlines the specific instrument requirements, including point-and-shoot XRF, a 5W X-ray tube, proprietary large area drift detector, WiFi, macro/micro cameras, hot swap battery, and IP54 certified enclosure. The equipment is to be delivered no later than 8 weeks from award to the specified address. This procurement is being conducted by the Department of the Interior, Interior Business Center, Acquisition Services Directorate under Solicitation Number 140D0424R0086.

Collection Equipment Statement of Requirements

ATI requires the procurement of a suite of equipment that makes up a sample collection and exploitation system to support ATI’s chemical and materials collection mission. ATI-3 requires both destructive and nondestructive processing and analytical techniques that can determine the chemical and elemental composition of various materials. Further, ATI requires system components to fit power, weight, and operational characteristics that meet employability requirements. System delivery will boost the ATI technical intelligence service mission by enhancing performance of rapid material exploitation of foreign materiel and performance characterization of foreign systems. The following entries are a description of each of the component system requirements.

Thermo Scientific Niton XL5 X-Ray Fluorescence Analyzer

Background

This requirement is for the Defense Intelligence Agency (DIA), Science & Technology (S&T)

Directorate, Advanced Technology 3 (ATI-3).

ATI requires two (2) Thermo Scientific Niton XL5 Plus X-Ray Fluorescence (XRF) Analyzers (brand name only) to support its chemical/material exploitation and collection mission. ATI currently uses the

Niton XL5 Plus XRF Analyzer to identify the elemental composition of metals and metal alloys. ATI relies on the Niton XL5 Plus Analyzer for more than just low detection limits. It generates fast results and offers great versatility such as the ability to identify a broad range of materials with a single scan. The

Niton XL5 meets ATI requirement’s for fast, portable elemental identification and fits into ATI’s current standard operating procedures for chemical and materials analysis.

The Thermo Scientific Niton XL5 Plus XRF Analyzer shall be brand name only. See below:

Instrument Requirements

• Point-and-shoot X-Ray Fluorescence

• 5W X-ray tube

• Proprietary large area drift detector for light element detection (Mg, Al, Si, P, S)

• WiFi enabled

• Macro and micro cameras

• Hot swap battery

• Tilting, color touchscreen

• Directional keys

• Password protected security

• IP54 certified (splash/dust proof)
