About this file
This Statement of Work (SOW) details the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA) Institute for Telecommunication Sciences' requirement to purchase six National Instruments USRP X410 software-defined radios (SDRs). The SDRs are high-performance, multi-channel devices supporting OpenAirInterface software for designing and deploying next-generation wireless systems, specifically compatible with 3GPP 5G NR stack implementations.
The procurement requires six USRP X410 kits with accompanying 12-volt US power supplies, all of which must be new, unused, and of current manufacture. The contractor must be an authorized reseller with documentation confirming their status. Delivery is specified as FOB-Destination to NTIA/ITS in Boulder, CO within sixty (60) days after receipt of order, with the understanding that delivery may be subject to manufacturer availability and potential supply chain disruptions. After delivery, items will be tested and verified for compliance, with the seller prohibited from submitting an invoice until at least fourteen (14) calendar days following delivery to allow for government inspection.

National Telecommunications and Information Administration
Institute for Telecommunication Sciences
1. BACKGROUND
The Institute for Telecommunication Sciences (ITS) provides research and development support for the
National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations.
Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.
2. OBJECTIVE
The purpose of this Statement of Work (SOW) is to purchase six National Instruments USRP X410 software-defined radios (SDRs). The NI USRP X410 is a high-performance, multi-channel SDR for designing and deploying next generation wireless systems. The USRP X410 supports the
OpenAirInterface (OIA) software. This software provides an open-source, standards-compliant implementation of a 3GPP 5G NR stack that runs on a commodity x86 CPU and a USRP radio device.
3. REQUIREMENTS
Six National Instruments USRP X410 kits with six 12-volt US power supplies. All hardware shall be new, unused, and of current manufacture. Refurbished, reconditioned, used, or previously deployed equipment is not acceptable and shall not be supplied under any circumstances.
3.1. Authorized Reseller Requirement
The Contractor shall be an authorized reseller, distributor, or partner of record for all equipment, software, or services provided under this contract. The Contractor shall, upon request, furnish documentation from the original equipment manufacturer (OEM) or supplier confirming its authorized status. All products must be new and procured through authorized distribution channels.
4. PLACE OF PERFORMANCE
All physical items shall be shipped FOB-Destination. The government will not accept any freight charges above and beyond the awarded amount. The equipment shall be delivered to the following government shipping address:

Boulder, CO 80305
5. PERIOD OF PERFORMANCE
The equipment shall be delivered within sixty (60) days after receipt of order (“ARO”); provided, however, that this timeframe is contingent upon manufacturer availability and may be subject to delays caused by supply chain disruptions or other circumstances beyond the seller’s control.
All items will be tested and verified for compliance with specifications prior to payment of the invoice.
The seller may not submit an invoice until no sooner than fourteen (14) calendar days following delivery, to allow sufficient time for inspection and verification by the buyer.
