STATEMENT OF WORK
SC Lab Generator Preventative Maintenance
I. Background/Overview:
The Santa Cruz Laboratory (SCL) is a fisheries research facility of the National Marine Fisheries Service (NMFS), which is part of the National Oceanic and Atmospheric Administration (NOAA); Department of Commerce. The SCL site is approximately 1000 feet from the coastal surf zone, which is considered harsh environment for building structures and their systems. The facility is a two-story, 56,000 square foot building which serves approximately 150 researchers and support staff. Their work consists of laboratory and experimental research that is designed to manage and conserve marine fisheries resources including marine, coastal, and estuarine habitats. Activities associated with this effort include conferences, meetings, chemical and biological experiments, aquarium “wet” studies, videotape studies, and computer-based modeling and statistical studies.
II. Scope of Work
The Southwest Fisheries Science Center, Santa Cruz Laboratory requires a preventative maintenance service contract for three (3) government owned emergency backup generators on site. The contractor shall provide preventative maintenance for the three (3) emergency backup generators, a rental generator for four (4) months along with the removal of the rental generator (contract’s base year only), and emergency repairs services. The contractor shall furnish all transportation, labor, materials, equipment, and incidentals to provide Preventive Maintenance and Service for emergency generator. This includes all equipment, and controls required to ensure the equipment operates efficiently and cost effectively at all times and conditions. The Contractor shall coordinate routine service visits with local office point of contact prior to each visit, within 48 hours advanced notice. The contractor must be able to respond with a technician on site within two (2) hours in an emergency situation.
III. Tasks
The contractor shall complete the following tasks.
1. Task 1: The contractor shall provide four (4) quarterly visits for routine maintenance, operations and testing of the emergency generator during the entire contract which is one (1) base year and four (4) option years. The contractor shall provide per manufacturer’s recommendations and National Fire Protection Association (NFPA) requirements. The emergency generator shall be inspected, tested and run on a monthly basis to ensure proper functionality of the equipment. Without proper functioning in the case of a power outage, invaluable systems of the new facility would not be able to operate such as the live fish/animals in the aquarium, samples in all of the freezers, HVAC system and other vital systems. All labor performed on the emergency generator unit shall be performed by Manufacturer certified technicians.
1.1. Inspect the following for three (3) emergency backup generators:
1.1.1. Engine/generator controller for defects. Clean controller and check connections.
1.1.2. Diesel fuel tank, day tank, fuel lines and fittings for defects. Repair if minor.
1.1.3. All engine drive belts, pulleys and hoses for defects. Adjust belts if necessary.
1.1.4. The radiator fan, shroud, and radiator core fins for restrictions, cleanliness and or defects.
1.1.5. Block heaters for proper operation.
1.1.6. The exhaust system for any cracked or broken parts. Tighten all mounting as necessary.
1.1.7. The fuel injection pump, transfer pump and governor system for defects.
1.1.8. Auxiliary battery charger for proper operation. Adjust as necessary.
1.1.9. The generator main circuit breaker for loose connections and heat marks.
1.1.10. Generator alternator for heat and wear. Blow dust out of stator. Inspect bearing if possible.
1.1.11. The transfer switch for any defects. Use infrared temp gun check for hot connections. Ensure the exercise clock is operational and is set to the customer specific time for exercise. Lubricate mechanical parts if possible
1.2. Check the following for three (3) emergency backup generators:
1.2.1. Equipment for any fuel, coolant, and or oil leaks. Tighten fittings as necessary.
1.2.2. All fluid levels and top off as necessary (fuel cost is excluded).
1.2.3. Clean batteries to include terminals. Check electrolyte and specific gravity levels.
Apply terminal preservative. Check battery cables and connections.
1.2.4. Air cleaners and filters for any restrictions or defects. Clean as necessary.
1.2.5. Turbo charger for tolerance and freedom of movement.
1.2.6. Electrical wiring for signs of abrasion, chaffing, and or corrosion at connectors.
1.2.7. Fuel and governor system for proper operation. Adjust governor if necessary.
1.2.8. While the unit is operating check for any fuel, oil, or coolant leaks. Repair minor leaks if possible.
1.2.9. Battery charging alternator for proper DC voltage. Adjust if necessary.
1.2.10. Equipment for abnormal vibrations and noises. Document any such findings.
1.2.11. Clean and spot paint, equipment, if necessary to prevent corrosion and preserve the overall appearance of the piece of equipment
1.3. Upon completion of tasks 1.1 & 1.2, the contractor shall test and run the three (3) generators. Record all gauge readings. Engine safety shut down devices shall be tested to ensure proper safety operation. Voltage and frequency outputs must be checked at the ATS emergency input terminals.
1.4. The contractor shall simulate an under-load power failure to ensure the proper operation of the emergency backup system.
1.5. Resistive load bank testing should be done one (1) time per month, testing for thirty (30) minutes. The system must be load bank tested at full rated load a minimum of one (1) time per year. The test shall be for one (1) hour to ensure the proper operation of the stand-by system.
1.6. Automatic transfer switches (ATS) three (3) service and testing shall include a simulated power outage on Saturday or after hours, coordinated by the Santa Cruz Lab’s Facility Manager.
1.7. Contractor shall change engine lubricating oil and filters as per manufacturer specification. Change air cleaner filter as per manufacturer specifications. Replace diesel fuel filter as per manufacture specifications. Test oil for contamination and abnormal engine wear. Test Antifreeze for proper concentration. Test report to be provided to Facility Manager. Dispose of hazardous waste from service in accordance with California State Law.
2. Task 2: The contractor shall provide emergency repairs when required. The contractor shall respond within two (2) hours of notification for emergency repairs. Emergency repairs shall be coordinated by the Santa Cruz Lab Facility Manager.
3. Task 3: Rental Generator – Contract Base Year Only
3.1. The contractor shall provide rental generator services for up to four (4) months.
3.1.1. The contractor shall remove the rental generator upon the Santa Cruz Lab’s Facility Manager’s request and not later than December 31, 2023.
IV. Period of Performance
The period of performance shall be:
Base Year: 09/01/2023 to 08/31/2024
Option Year I: 09/01/2024 to 08/31/2025 Option Year II: 09/01/2025 to 08/31/2026 Option Year III: 09/01/2026 to 08/31/2027 Option Year IV: 09/01/2027 to 08/31/2028

The three (3) emergency backup generators at the Santa Cruz Lab are government furnished equipment.

VIII. Applicable Standards
It is the responsibility of the contractor to comply with all applicable Local, State, and Federal Laws governing the Health & Safety of its employees including all regulations under the Occupational Safety & Health Act (OSHA). Such compliance shall include but is not limited to ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment.
IX. Required Knowledge and Experience:
All personnel involved in the operation, adjustment and maintenance of the emergency generator, and any additional services, must be manufacturer trained and qualified. The contractor must provide to the Facility Manager documentation of the level of experience, including any certificates of training, for all employees who will be involved in these functions.
The onsite technicians must have sufficient skills to immediately respond to a variety of service requests involving operation of the emergency generator. Personnel must be properly licensed and certified to work on the emergency generator systems and as required by federal, state, or local law, codes, or ordinances.
