The Northwest Fisheries Science Center (NWFSC) is a marine research organization owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). The regional headquarters for NWFSC is located at 2725 Montlake Blvd E., Seattle, WA 98112.

This Statement of Work requires the contractor to perform tasks at the Manchester Research Station.

2.0 Manchester Research Station (MRS).

The Manchester facility is located on 22 acres land at 7305 Beach Drive, Port Orchard, WA 98366. The campus has 21 major buildings structures (see Figure 2a). Some of them were built in 1944 with the latest structure built in 2014. These buildings range from a simple 120 SF storage shed to a 9,300 SF 2-story stick built structure to a 15,000 SF fish tank butler style structure. The total square footage of all buildings is about 60,000 SF.

3.0 Services Required. The contractor shall provide all required service, labor, parts, equipment, and materials to replace the following components as described below. The contractor shall use only components and materials designed for marine coastal environment application where applicable. All work shall meet applicable federal, state, and local requirements. In particular all electrical work must comply with requirements outlined in the 2020 National Electrical Code and performed by qualified electrician with Level-01 certification in Washington State. If none exists, all work shall meet industry standards.

3.1 Task 1 – Building 12 Larvae Heat Pump Replacement. The existing unit is a force air electric heat pump system that was installed in 1999 and it is beyond its service life. It supplies air through the overhead ducting into approximately 2400 SF (60' by 40') Larvae Room Building.

The existing unit was inadequately sized to provide sufficient heating to maintain a temperature range of 54 - 60 degree during the winter. The existing electric heat pump package unit is sitting outside on a 4-ft by 4ft concrete pad.

The HVAC system is currently non-functional.

Figures 3.1a, b, and c provide additional details on the existing unit and ductwork. Figure 3.1a – Manchester B12 – Larvae Room Heat Pump

3.1.1 The building requires a reliable HVAC system to support its research activities in this building.

3.1.2 A design has been developed and provided in

Section 7 of this SOW.

3.1.3 The contractor shall extract and dispose of or

recycle the refrigerant (R-22) in compliance with regulatory requirements. The contractor shall provide a copy of disposition and all required documents to the government.

3.1.4 The contractor shall remove and dispose of or

recycle the existing heat pump unit. The contractor shall provide a copy of disposition and all required documents to the government.

3.1.5 The contractor shall perform all required work

The brands provided in the design are proposed products. Similar products that offer equal or better performance are acceptable. Made-in-China products or components will not be accepted. It is important to note that all existing ducts inside the building up to the point of connection (POC) shall remain in place “as-is”. The dimensions at POC are about 24” by 24”. Contractor shall size their connection to field fit the POC.

3.1.6 The new unit must come with a minimum

1year warranty on parts and labor and 5 years on the compressor.

3.1.7 Work Plan Requirements. The contractor shall

submit a work plan to NWFSC for approval. It must address, but not limited to, the following:

3.1.7.1 Project schedule and coordination;

3.1.7.2 Extraction and disposition of R-22

refrigerant and existing heat pump unit;

3.1.7.3 Approach to meet the design specifications

3.1.7.4 Material selection to be based on

component designed for marine coastal application;

3.1.7.5 System testing and commissioning;

3.1.7.6 Preventive maintenance schedules and procedures; and

3.1.7.7 Training on system operations and preventive maintenance work.

required documents and register all system components for warranty purposes. The new unit must come with a minimum 1 year warranty on parts and labor and 5 years on the compressor.

3.1.12 As-built Drawings (e.g., electrical, controls, mechanical, plumbing, etc.). The contractor shall provide (2) hard copies, one (1) electronic PDF copy of the hard copy, and one (1) ACAD (if available) format copy of all drawings.

3.1.13 Operation and Maintenance Manual. The contractor shall provide two (2) hard copies and one (1) electronic PDF copy of the operation and maintenance manual.
