STATEMENT OF WORK

NATIONAL MARINE FISHERIES SERVICE

WEST COAST REGION

Outreach Video Production for Fisheries and Protected Species

NF‐FO0000‐23‐02399

A. Background:

The NOAA Fisheries West Coast Region’s (WCR) Communications and External Affairs Branch (CEA) is responsible for employing the latest communications and outreach tools to advance NOAA Fisheries’ science-based mission to ensure long-term sustainability of fisheries and protected marine species. Video communications are a key strategy for increasing awareness, acceptance, and action to advance our mission goals. This project will produce several short, high-quality videos communicating high priority messages to target audiences.

B. Objectives:

The contractor will produce up to 2 videos, 3-5 minutes in length, on a topic provided by WCR CEA. The videos will be distributed in a variety of ways, including posting on the NOAA Fisheries website, using in social media campaigns, and will be presented as part of in-person public meetings and engagements.

C. Scope:

For each video, the contractor will develop a script, story board, and multiple drafts prior to finalizing. During a kickoff meeting to discuss the project brief, NOAA will provide the topic, target audience, video concept, priority messages, and a list of possible imagery and interviewees. It is expected that the contractor will use NOAA-provided B-roll, however some filming will be necessary and travel should be included in the bid. The final video must adhere to NOAA Fisheries video guidelines and branding, which will be provided.

The video should be delivered in formats acceptable for website distribution as well as social media (particularly Instagram). Accessibility (closed captioning) should be included in the final video file in English and Spanish.

D. Tasks:

Task 1 – “Caulerpa: California’s Killer Algae”

Create a video to generate public awareness of an invasive genus of algae affecting California's coast and encourage reporting. Caulerpa prolifera has the potential to smother eelgrass and other natural marine habitats, threatening the ecological and economic integrity of the communities in which it invades. The video should provide the public with actionable steps in preventing the spread of an invasive species (reporting form, following the ban on aquarium sell/trade, what to do if found in the ocean). Many people don't realize this invasive algae, native to the Mediterranean, has spread due to aquarium trade and has been found in some of southern California's bays. Right now, there is an effort to eradicate it in Newport Beach, CA. But creating awareness for the public can help slow its spread and, hopefully, completely remove it from our coast! The video will be distributed via the NOAA Fisheries website, social media, events, and via our partners.

More information can be found on our website: https://www.fisheries.noaa.gov/west-coast/habitat-conservation/caulerpa-species-west-coast

Milestone Schedule:

- Kickoff meeting (within 10 days of contract award)

- Draft script and story board

- Approval of script and story board

- Deliver draft video

- Incorporate government feedback and deliver final video

Task 2 – “Enloe Dam Removal”

The Enloe Dam video will increase understanding and support for the restoration of fish passage at Enloe Dam and includes direct benefits to anadromous fish, climate change resilience, benefits to tribal communities both upstream and downstream, and how collaboration can help solve challenging problems. The target audiences are the communities of Okanogan County, multiple tribes, State and Federal Legislatures, and NOAA. Another corollary goal is to connect the broader community to NOAA's mission to restore anadromous fish and habitat, as well as, connect NOAA employees with restoration projects. The goal is to gain recognition of the story behind Enloe Dam and provide an educational tool that can convey the importance of removal from a timing (soon) and fish recovery (climate refuge and habitat) perspective.

Milestone Schedule:

- Kickoff meeting (within 10 days of contract award)

- Draft script and story board

- Approval of script and story board
