GENERAL STATEMENT OF REQUIREMENT
Network Enterprise Center (NEC)
FOFH Communications Infrastructure Upgrade
1. General Information:
Primary POC: Jeff Hinds Site Survey POC: Joe Armenta/Ty McGriff Location: FOFH, West Ft. Hood, TX Performance period: Complete installation and termination of communications cabling within 150 days of notification of contract award.
Complete removal of communications cabling and utility poles within 30 days after installation period is complete.
2. General Requirements:
1. Contractor must conform to all Safety Standards as outlined by EM 385-1- 1 and the OSH Act of 1970.
2. This statement of requirement (SOR), also referred to as statement of work (SOW), along with the Unified Facilities Criteria (UFC 3-580-01) Telecommunications Interior Infrastructure Planning and Design, the Dept.
of the Army Technical Criteria for the Installation Information Infrastructure Architecture (I3A) and the Ft. Hood NEC Telecommunications Installation Design Guide (T-IDG), shall be the basis for the Contractor to bring the communications infrastructure in line with the end state requirements.
The Contractor shall be responsible to make sure all industry standards are followed. Any inquiries shall be directed to the NEC POC or the Requesting Authority POC.
3. The Term Contractor is a generic term used to describe the individual(s) conducting the required or requested work.
4. Contractor shall follow all American National Standards Institute (ANSI), Telecommunications Industry Association (TIA), Electronic Industries Alliance (EIA), Rural Utilities Service (RUS) and National Fire Protection Services (NFPA) standards covering all installation aspects of communications infrastructure.
5. Contractor shall, in addition to the industry standards, meet all requirements and perform all work in accordance with the guidance published in UFC 3-580-01, I3A and T-IDG.
6. Contractor shall provide all labor, material, and equipment required to install communications infrastructure, to satisfy all project requirements and to make the facility complete and usable.
7. Contractor shall perform all required test, repairs, fixes, and adjustments necessary to ensure the installation meets all applicable ANSI, TIA, EIA, RUS, NFPA, UFC 3-580-01, I3A and T-IDG requirements and standards.
Any unsatisfactory/failed test results, workmanship discrepancies and workmanship deficiencies shall be corrected and repaired by the contractor prior to acceptance of work completion.
8. Contractor shall be held accountable and responsible for negligence.
9. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The Quality Control Plan (QCP) shall be provided to the Contracting Officer within 10 days after contract start. The Government will make final review and acceptance of the QCP and any subsequent changes. Changes to the QCP shall be submitted to the Contracting Officer not later than five calendar day prior to the effective date of the change. The basic tenet of the plan is that the contractor is responsible for quality. All methods, procedures, and forms shall support this concept. The QCP shall be structured to assure independence from any other parts of the contractor’s organization. Have direct accountability to the contractor’s top management. Address overall project management and administration. Be a comprehensive program to plan and deliver quality services to the Government. Cover all services described in this contract, prioritize services, and concentrate on the most important services. Use calibrated test sets to verify Ft Hood, Department of Defense (DoD) and industry standards are met. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
3. Special Instructions:
1. Contractor shall direct all request for information (RFI) via the COR and project managers (PM).
2. Contractor shall coordinate with the Directorate of Public Works (DPW) to schedule all excavation and obtain the required digging permits.
Permission (approved digging permits) shall be obtained from DPW prior to the start of any excavation and/or construction. The DPW dig permit process arranges for marking of buried utilities (gas, water, electric, and cable TV), environmental issues and restricted sites, and location of existing NEC communications cables. 3. Contractor shall notify the NEC POC 48 hours prior to start of the communication requirements.
4. Contractor shall contact NEC POC with any communication questions and concerns.
5. Contractor shall provide adequate protection to prevent damage to existing Ft. Hood communication infrastructure. During duty hours, any damage shall be reported immediately to the NEC POC and NEC Operations Center at (254) 287-4203. After duty hours, if the NEC POC or NEC OPS Center cannot be reached, the Contractor shall notify Ft. Hood IOC at (254) 287-2520. Contractor shall repair all damages to the satisfaction of the NEC and restore all excavated areas.
6. Contractor shall contact the NEC POC to schedule Quality Assurance (QA) inspections throughout the project. Contractor shall be present during the QA inspections. It is incumbent that the Contractor verifies that the installation performed and material used be inspected before it is enclosed and/or hidden from view. Contractor shall bear cost associated with uncovering and exposing installations and other task that have not been inspected.
7. Contractor shall clean-up and restore to the same condition as found prior to construction for all areas disturbed at the work site(s) where no additional intrusion is required.
8. Contractor shall ensure for the cabling pathways and spaces that distribute and support the cable and connecting hardware within the building and work areas, that building distribution frame equipment and structures to support cabling are installed in accordance with UFC 3-580- 01, I3A and T-IDG (Chap. 2, Sect. 2.5.12; Chap. 3, Sect 3.6; Chap. 4, Sect. 4.3; and Chap. 5, Sect. 5.5). The pathways and spaces are not inclusive to the telecommunication rooms (TRs), main distribution frame (MDF), and intermediate distribution frame (IDF).
9. Contractor shall ensure that all electrical and grounding requirements are satisfied in accordance with UFC 3-580-01, I3A and T-IDG. Contractor shall install required grounding hardware and material to ensure all equipment and all applicable cables are properly grounded in accordance with UFC 3-580-01, I3A and T-IDG.
10. Contractor shall ensure that all cabling (outside plant - OSP and inside plant – ISP) and modular (data drops) terminations are tested by the end of the project and shall provide to the NEC POC documentation, both hard copy and electronic, indicating the results of the test for all copper pair counts, fiber strands and modular (data drops) terminations. Contractor shall have testing performed and completed in accordance with TIA/EIA, UFC 3-580-01, I3A and T-IDG requirements.
11. Contractor shall ensure cable ID/cable tags shall be installed at all cable termination points (terminals) and splices, including house cables, in accordance with T-IDG specifications.
12. Contractor shall ensure that all terminals, LIU, and communications equipment are labeled in accordance with T-IDG specifications.
13. Contractor shall ensure that all telecommunications room (TR) and user location termination points (outlets and patch panels) are labeled in accordance with T-IDG (Chap. 2, Sect. 2.5.9 and Sect. 2.5.10).
14. Contractor shall ensure that Velcro strips are used to secure all wires and cables beyond the cable entry point within the building. Cable ties shall not be utilized.
15. Contractor shall ensure, if applicable, fire protection requirements of TR and ducts are meet in accordance with applicable code and requirements.
16. Contractor shall notify the NEC POC 48 hours prior to the completion of the communication requirements in order to schedule a final QA inspection. The project shall not be considered complete until a thorough QA inspection is conducted by the NEC and the work accepted.
17. Contractor shall provide CADD drawings of all maintenance holes associated with the project. The CADD drawings will depict all associated cables installed with the project. The manufacture name and date on the cable will be depicted on the CADD drawings as well as the manufacture foot marking of each cable at the maintenance hole wall. Contractor shall request available maintenance hole drawings from the NEC project manager for contractor to update. If no CADD drawings are available, a template can be provided to contractor for submittal.
18. Contractor shall provide digital photos of each maintenance hole associated in the project. Photos will depict all four walls and an above ground photo showing the open maintenance hole lid. All photos shall be named or marked in a fashion that easily depicts the maintenance hole name and reference to North. Examples of this can be requested from the NEC project Manager.
19. Contractor shall provide digital photos to the NEC project manager depicting various phases of the project during construction. Examples of these photos would be taken during trenching of ducts, pouring of concrete, placing of maintenance holes, splicing of cables, etc.
20. Contractor shall label all newly installed cables in each maintenance hole as described in the NEC T-IDG. Labels shall be placed at the entrance and exit of each maintenance hole near the wall/duct and at all splice points. If cables are spliced or re-configured in some manner that alter the name of the cable, the contractor shall re-label the affected cable the entire distance through the duct system. Contractors shall request cable names from the NEC Project Manager.
21. Contractor shall stencil maintenance hole names in 2” black spray paint for all newly installed maintenance holes. Maintenance hole names shall be requested from the NEC project Manager.
22. Contractor shall ensure that all communication infrastructure (cable routes, maintenance holes, etc.) are documented using a Global Positioning System (GPS). The GPS data will provide positional accuracy of plus or minus 12 inches (or better). GPS data will be geographically referenced to the State Plane Coordinate System (NAD 83, Texas- Central, US Feet). All GPS points will be provided to NEC project manager in a comma-separated values text/data file.
23. Contractor shall provide all QA/Test Reports associated with the communication infrastructure to the NEC Project Manager. Reports will be provided in native software format, as well as a PDF document.
24. Contractor shall ensure red-Line drawings/maps shall be provided to the
NEC Project Manager that depict the entirety of the communication infrastructure associated with the project. All communication infrastructure will be depicted (splice points, maintenance holes, cable names, poles, etc.) on these drawings/maps and will be incorporated into the final As- Built Documents.
4 Security Requirements:
1. All on-site install personnel and technical support will be U.S. Citizens and have a favorable U.S. Government National Agency Check or a State Issued Private Security Firm License. Vendor will adhere to all OSHA and Fort Hood Safety requirements. Vendor will provide a visit request IAW Chapter 6, DoD 5220.22-M, National Industrial Security Program Operating Manual no less than five working days prior to planned visit for all demonstration/sales personnel, site-survey, install or technical assistance personnel.
2. Employee Security Checks. Employees of the Contractor who will be performing work under this contract may undergo a national background check at the discretion of the Government at government expense based on the work involved. The check may include, but is not limited to, police records, driving record, and credit history. The Government retains the right to exclude any Contractor employee from performance of duties under this contract if his/her records check reveals sufficient information to consider that employee a security risk. The exclusion of an employee for security reasons shall not relieve the Contractor for performance of the services required under this contract.
3. A Visit Authorization Request (NISPOM 6-105) must be submitted to the
Security Manager prior to the start of work. The NEC Security Manger is Ms. Pearl Booker and can be reached at pearlie.w.booker.civ@army.mil or at 254-287-3125. Contractor needs to place NEC POC for the project on
VAR.
5. Statement of Requirements
1. Provide/Install one 12 strand FOC from maintenance hole, MH4103, through existing duct and maintenance holes, MH4123 & MH4116 to a newly installed handhole, attaching to an existing utility pole and attaching to a newly installed utility pole at B90214. The fiber run shall be loose tube single mode type that allows installation in both underground duct and attached to utility poles in the air. The distance of the FOC is appr. 1,800 feet in length. In maintenance hole MH4103, the FOC shall be fusion spliced into an existing FOC splice case. The exact strands shall be determinated during installation. In B90214, the FOC shall be fusion spliced and terminated with 12 LC type connectors. Connect the LC connecters to the newly installed 144 strand FOC rack mounted fiber patch panel. The proposed route for the FOC is reflected in the attached drawing.
2. Provide/Install one 12 strand FOC from maintenance hole, MH4103, through existing duct and maintenance holes, MH4123 & MH4116 to a newly installed handhole, attaching to existing utility poles and attaching to a newly installed utility poles at B90208. The fiber run shall be loose tube single mode type that allows installation in both underground duct and attached to utility poles in the air. The distance of the FOC is appr. 1,800 feet in length. In maintenance hole MH4103, the FOC shall be fusion spliced into an existing FOC splice case. The exact strands shall be determinated during installation. In Bldg. 90208, the FOC shall be fusion spliced and terminated with 12 LC type connectors. Connect the LC connecters to the newly installed 36 strand FOC rack mounted fiber patch panel. The proposed route for the FOC is reflected in the attached drawing.
3. Provide/Install one 12 strand FOC from B90208 to B90213 through existing 2’ galvanized pipe. The fiber run shall be loose tube type single mode FOC. The distance of the FOC is appr. 350 feet in length. In B90208, the FOC shall be fusion spliced and terminated with 12 LC type connectors. Connect the LC connecters to the newly installed 36 strand FOC rack mounted fiber patch panel. In B90213, the FOC shall be fusion spliced and terminated with 12 LC type connectors. Connect the LC connecters to the newly installed 12 strand FOC rack mounted fiber patch panel. The proposed route for the FOC is reflected in the attached drawing.
4. Provide/Install one 6 strand FOC from B90208 to B90211 through existing 2’ galvanized pipe. The fiber run shall be loose tube type single mode FOC. The distance of the FOC is appr. 350 feet in length. In B90208, the FOC shall be fusion spliced and terminated with 6 LC type connectors.
Connect the LC connecters to the newly installed 36 strand FOC rack mounted fiber patch panel. In B90211, the FOC shall be fusion spliced and terminated with 6 LC type connectors. Connect the LC connecters to the newly installed 6 strand FOC rack mounted FOC patch panel. The proposed route for the FOC is reflected in the attached drawing.
NOTE: The 2” galvanized pipe referred to sections 5:3 & 5:4 currently has epoxy applied to all joints and covers. It must be removed before existing cables can be removed. Once the existing FOCs are removed and the new FOCs are installed, new epoxy must seal all joints and covers.
5. Provide/Install epoxy to existing 2” galvanized pipe’s joints and covers once the new FOCs are installed. The NEC/PM & FOFH POC shall inspect and verify that all epoxy was installed IAW T-IDG.
6. Provide/Install 13- 6 strand FOCs from B90214 to Bldg.’s 90207, 90208, 90209, 90210, 90215, 90217, 90135, 90136, 90138, 90134 & 90171, 90185, 90238. Fusion splice all 13- 6 strand FOCs into B90214’s 144 strand rack mounted FOC patch panel. The fiber run shall be loose tube single mode type that allows installation in both underground duct and attached to utility poles in the air. The distance of the FOCs varies depending on the location of the Bldg. The install shall consist of FOC attached to utility poles. The proposed route for the FOC is reflected in the attached drawing.
7. Provide/Install 1- 144 strand FOC patch panel and install in an existing equipment rack in Bldg. 90214. The rack location and FOC assignments shall be determined during installation.
8. Provide/Install 1- 36 strand FOC patch panel and install in the existing equipment rack in B90208. The rack location and FOC assignments shall be determined during installation.
9. Provide/Install 13- 6 strand FOC patch panels and install in the existing equipment racks in Bldg.’s 90207, 90208, 90209, 90210, 90215, 90217, 90135, 90136, 90138, 90134 & 90171, 90185, & 90238. The rack location and FOC assignments shall be determined during installation
10. Provide/Install 36 (3x12) fusion type splices in MH4103 to splice the 3- 12 strand FOCs into an existing splice case. The exact strands shall be determinated during installation.
11. Provide/Install 78 (1x12 & 13x6) fusion type splices in B90214. All FOCs shall be fusion spliced and terminated with 12 LC type connectors.
Connect the LC connecters to the newly installed 144 strand FOC rack mounted fiber patch panel. These fusion type splices terminate the 1-12 strand and 13- 6 strand FOCs.
12. Provide/Install 78 (13x6) fusion type splices in the remaining 13 Bldgs. All
6 strand FOCs shall be fusion spliced and terminated with 6 LC type connectors. Connect the LC connecters to the newly installed 6 strand FOC rack mounted fiber patch panel. These fusion type splices terminate the 13- 6 strand FOCs.
13. Provide/Install 6 new 35’ wooden utility poles to support the FOCs listed above. The exact utility pole locations shall be determined during the initial walkthrough after award and after all existing utilities are properly marked.
The exact locations shall be agreed upon before installation.
14. Provide/Install utility pole attachment hardware to properly attach the listed above FOCs to the 6 newly installed utility poles and 11 existing utility poles according to the attached drawing.
15. Remove/Dispose of 4 utility poles and all unnecessarily cabling attached to these poles. Reattach all necessary cabling from these 4 poles to the newly installed utility poles at each existing pole location.
NOTE: Item 5:14 shall be completed NLT 30 days from installation completion date. The NEC/PM & FOFH POC shall determine which cabling shall be removed or reattached.
