SCOPE OF WORK
1. GENERAL REQUIREMENTS: The work consists of providing all labor, materials and equipment as required to repair the National Capitol Region Air Defense Facility located at USCG Reagan National Airport Washington DC 20001.
2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: Upon acceptance the contractor shall commence work NLT ten (10) days after notice to proceed and work diligently to complete the entire work ready for use by 30 working days after contract award.
3. SCOPE OF WORK:
Repainting of various marking on the NCRADF’s exterior ramp, interior hangar floor, and taxi/parking areas. The work includes but is not limited to the installation of yellow/blue/red/black markings as indicated on project plan at the following locations: the main interior and exterior areas for helicopter parking spaces and aircraft taxi lines. The exterior areas to be painted shall be power washed using a rotary surface cleaner. Contractor shall ensure all equipment and supplies are kept secure at all times due to close proximity to active flight line and runway. The work shall be completed in stages. Due to operational requirements the contractor will have to paint lines as 2 separate halves. The operations of moving aircraft into and out of the hanger will be limited to ½ of the hanger during the time the contractor is working. Once one side is complete then the contractor may move to the other side to complete the work. The contractor shall follow the manufacturers guide lines for preparation, application, and cure times between coats. The contractor must co-ordinate their work schedule and operations with the Quality Assurance Expert every day. The work day is limited to 0800-1600 M-F unless alternate hours are requested and approved by the QAE at no additional cost to the government.
The paint type to be utilized for exterior work is Waterborne, Type 1 (Fed Spec TT-P-1952F). “Aviation Yellow” color paint shall be Fed Std. 595 color number #33538 or #33655. “Aviation Blue” color paint shall be Fed Std. 595 color number #35180. “Aviation Red” color paint shall be Fed Std. 595 color number #31136. Type 1 Gradation A glass beads (Fed Spec TT-B-1325D) shall be utilized for all yellow, blue and red paint markings. Painting shall be completed in accordance with Airport Industry standards and FAA Advisory Circular #150/5370 -10G and #150/5340-1L. The black boundary marking shall be Waterborne, Type 1 (Fed Spec TT-P-1952F) “Black” Fed Std. 595 color number #37038. See attachment 1 for exterior lines measurements.
In addition, the Contractor shall provide daily cleanup effort (sweeping, vacuuming, etc.) to prevent any trash, debris or foreign objects damage or ingestion of materials by aircraft engines and such. Construction debris will not be allowed to blow freely on the ramp. At the end of each day the work area shall be cleaned and all debris shall be removed from the site. The Contractor shall provide a porta-pot for their employees.
Contractor and their employees shall adhere to the FAA and Reagan National Airport Metropolitan Washington Airports Authority (MWAA) security requirements. Applications for badges, vehicles, shall be done and approved by the government before access or any work on the facility is started.
Defective Work: The Contractor shall, without charge, replace or correct work found not to conform to the contract requirements. All Federal, State and FAA Safety Standards shall apply during the performance of this project.
4. SITE VISIT: All bidders are strongly encouraged to visit the site to field verify any/all quantities before submitting bids. Interested parties shall make arrangements for a site visit with MEC Darren Connor @ 703-417-2230.
5. DESIGNATED CONTRACTING OFFICER’S QA EVALUATOR (QAE) REPRESENTATIVE: The designated contracting officer’s QAE representative and Point of Contact for this project is LCDR Michael Wightman @ (609) 677-2230 Michael.b.wightman@uscg.mil.
6. CONDITIONS AFFECTING THE WORK: The Offeror should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents.
7. AFTER AWARD OF THE CONTRACT: The contractor must immediately notify the contracting officer’s QAE representative of their intended start date. The work shall be done in accordance with the specification.
8. ORAL MODIFICATION: No oral statement of any person other than the contracting officer shall in any manner or degree, modify or otherwise affect the terms of this contract.
9. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required trades. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer.
10. PERMITS: The contractor shall without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state and local laws.
11. CLEAN UP: All trash and debris shall be removed from the site daily. The job site shall be left in a clean and neat manner.
12. WORK OUTSIDE REGULAR HOURS: If the contractor desires to carry on work on Saturday, Sunday, holidays or outside the station’s regular hours, he may submit their request in writing to the Contracting Officer’s QAE Representative for approval consideration. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government for inspecting the work in progress.
13. UPON COMPLETION OF WORK: Contact the Contracting Officer QAE Representative to arrange for inspection/acceptance of work.
14. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES: The contractor shall provide a detailed list of all employees to the QAE Representative five (5) days prior to commencing work. The employee list shall contain the employee’s full name, date and place of birth, current address and last four (4) of SSN. The National Capitol Region Air Defense Facility (NCRADF) Security Officer will be given a copy of the employee list and a pass will be issued for entry. Each contractor provided vehicle or towed trailer shall show the contractor’s name so that it is clearly visible on the vehicle. A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair.
15. SAFETY REQUIREMENTS:
| 1. | Responsibilities: |
| a. | The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. The Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all applicable Federal, State and Local safety laws, rules and regulations. |
| b. | The Contractor is specifically required to comply with the requirements of the U. S. Army Corps of Engineers "Safety and Health Requirements Manual" (EM 385-1-1, latest version available) and the “Accident Prevention” clause (FAR 52.236-13). Once accepted, this safety plan shall become part of the contract requirements. Note: This review/acceptance does not in any way relinquish the Contractor from responsibility for work site safety nor the obligation to comply with the OSHA regulations found in 29 CFR 1910 & 1926 or any other State or Local safety law, rule or regulation applicable to the contract work. The Coast Guard will cooperate fully with the Department of Labor (Occupational Safety and Health Administration) in their enforcement of OSHA regulations). |
| c. | All contractors working at NCRADF shall abide by all federal safety regulations as published by the Occupational Health and Safety Administration, 29 CFR 1910 (series) and 29 CFR 1926 (series). Contractor written safety programs shall be submitted to Air Station Safety Office at least (1) week prior to the scheduled start date of the work: D05-DG-AIRSTAACITY-Safety@uscg.mil. The written safety program submission shall include at least the following: |
| i. | Comprehensive Site Health and Safety Plan |
| ii. | Company Safety Policy and Written Program |
| iii. | Employee training records |
| iv. | Competent Person in charge of the work and alternate(s) |
| v. | Job Hazard Assessment |
| vi. | Certified Industrial Hygiene or Certified Safety Professional hazard assessment report and recommendations (as needed) |
| d. | Written notification must be provided to the Air Station Safety Office, D05-DG-AIRSTAACITY-Safety@uscg.mil in their capacity as Air Station Safety Officer of any activity that could potentially cause fire or explosion or those changes or reduces the capability of fighting a fire or explosion. Some examples of qualifying activities are: a fire hydrant or fire suppression system that must be taken out of service for any reason, electrical work that affects fire alarm systems, introduction of hazardous or flammable material onto the Air Station grounds, and blocking of any egress routes or emergency vehicle routes. Inclusion of this information in the contract constitutes written notification as long as the outsource review sheet is signed by Air Station Safety Officer. |
| e. | There shall be NO SMOKING in any building on the Air Station Grounds. A designated smoking area has been established and shall be the only area utilized for smoking purposes. |
| f. | Contractor shall provide all required safety equipment needed to complete the job, to include safety glasses, rubber gloves, ladders, detection equipment, ventilation etc. Contractor shall ensure that appropriate clothing is worn by their employees while on Air Station grounds. |
| g. | The Contractor is required to protect all existing facilities and equipment in the area of work from dust and debris generated during the course of their work. The facilities and equipment must be thoroughly protected from dust, dirt, heat and physical damage. Protect existing conditions during cutting and patching to prevent damage. During any operations where dirt and dust may be created, a HEPA type vacuum cleaner must be used. When working directly above equipment, the equipment shall be thoroughly protected against physical damage from contact. Any ladders or scaffolding shall be nonconductive and carefully erected so as to avoid contact with equipment. Space above the equipment shall be 100% covered with planking or other suitable materials to prevent dropping materials or tools onto the equipment. |
| h. | The contractor will attend and participate all meetings and trainings provided by the USCG to meet safety and environmental health requirements. |
| 2. | Rights: |
| a. | Every employee working on NCRADF grounds has the right to a safe and healthy work place. The contractor has the responsibility and right to stop unsafe work. QAE’s and the Safety Officer may also institute a work stoppage relating to unsafe practices or immediate danger to life and health situations. |
16. ENVIRONMENTAL PROTECTION REQUIREMENTS:
| a. | All contractors working on NCRADF shall abide by all federal environmental regulations as published by the Environmental Protection Agency, 40 CFR (series). Contractor written environmental management and pollution prevention programs shall be reviewed by the NCRADF Safety Officer LCDR Spencer Grinnell (703) 417-2250 Spencer.W.Grinnell@uscg.mil and D05-DG-AIRSTAACITY-Safety@uscg.mil |
| b. | Written notification must be provided to D05-DG-AIRSTAACITY-Safety@uscg.mil of any activity that could potentially cause a permit violation on NCRADF. Some examples of qualifying activities are: any activity that could result in a spill or discharge into a waterway or introducing a hazardous material into the environment, generation of gas or fumes, use of gas powered generator. |
| c. | Copies of the following must be provided to D05-DG-AIRSTAACITY-Safety@uscg.mil prior to starting work in affected areas: Safety Data Sheets, permits, and notices of intent, training, company environmental policy. |
| d. | Hazardous materials used by a contractor are required to be disposed of by that contractor. Disposal must be in accordance with federal, state, and local guidelines. All non-hazardous waste materials shall be disposed of in a contractor supplied waste receptacle and recycled to the fullest extent possible. Records shall be forwarded to the EPS within 5 days of final disposal. |
| e. | Environmental Control System - Submit design details of any proposed environmental control system to include ventilation, humidity control, and temperature regulation when required. |
| f. | The contractor shall utilize recycled and environmentally safe products when feasible, provide documentation when an environmental preferred product cannot be used. |
