B] SPECIFIC WORK TASKS
1] Haul, clean, block, store, and launch Remove the vessel from the water. Pressure-wash the entire hull from sheer line to keel removing all dirt, grime, and marine growth. Clean all surfaces within the tunnel. Similarly, clean all fittings below waterline, including propulsor components, struts, stern tubes, rudders, foils, fins, through-hulls, etc. Do not damage any existing anti-fouling paint unless further tasks in this SOW require its removal. Clean transducers with a non-metallic brush, taking care to not mar the emitting surface in any way. Clean all surfaces of all anodes with a wire brush unless they are to be replaced.
Block the vessel in a level attitude with the keel (or keels) 36” minimum off the ground. During the cleaning process, temporarily shift individual blocks to ensure that all portions of the hull are cleaned.
Inspect the hull, coatings, and all attachments and report any damage or discrepancies to the COTR in writing. Provide electrical power to the vessel suitable for its shore power system.
Upon completion of all work done on the hard, launch the vessel, inspect all compartments for leaks, and secure it dockside. If dockside testing or underway trials are required after launch, provide prior notification to the COTR so NOAA personnel can attend.
2] Inspect all seacocks and transducers Actuate and visually inspect all seacocks in the hull bottom and topsides. Visually inspect all transducers installed in the hull. Submit a written report to the COTR detailing the location and condition of seacocks and transducers. If required, present a CFR to the COTR for all recommended repairs.
3] Pressure test foils, strakes, and guards After the vessel is hauled and washed, and after the surfaces of the main foil, main foil strut, bottom strakes, and hull side guards are dry, inspect the foils, bottom strakes, and hull guards for evidence of leaks. Report any leaks found to the COTR in writing. Remove the test plugs from each of these items and pressure test to 3 PSI for non-visible leaks. Hold pressure for ten (10) minutes and determine if pressure has been lost. If pressure is lost, locate leaks by soapy film test or other means. Repair leaks and repeat testing until no additional leaks are found. Reinstall test plugs using suitable marine grade pipe thread sealant.
4] Renew Prop-Speed Renew the Prop-speed coating on all surfaces it is currently applied. Manufacturers procedures will be used in all cases. The contractor will ensure that all environmental conditions are within the manufacture's specified parameters prior to starting application of all coatings. Upon completion, schedule an inspection of the coating system by the COTR.
5] Touch-up bottom paint Repair any damaged or flawed areas of the bottom paint in accordance with International Paints standards for the repair of Intersleek 970. All work will be done under the guidance of a technical representative either employed by or certified by International. Upon completion, schedule an inspection of the coating system by the COTR.
6] Renew anodes Remove, clean, and inspect all anodes on the exterior hull. Replace any anodes exhibiting more than 25% wastage. Reinstall anodes after bottom paint work is complete. Ensure all anodes, old or new, make electrical contact with mounting brackets and bolts by testing continuity with a multi-meter.
7] Service transmissions Conduct the following services tasks on the port and stbd main engine transmissions:
• Replace oil filters and oil
• Inspect flywheel housing vents, clean if required
• Clean transmission screens and magnetic plugs
• Report adverse findings on all sub-tasks above to the COTR.
Upon completion conduct dock trials and sea trials to demonstrate proper operation of the transmissions.
8] Service engines The contractor shall have all preventative maintenance and service recommended by DDA for engines of 13,000 hours of service performed on the port and starboard engines. In addition, also include the following work on both engines:
• Replace oil filters and oil
• Check charge air coolant sensors
• Replace zincs
• Change coolant
• Clean air filters
• Check raw water impellers
• Check belts
Provide a written report to the COTR describing all work performed. Upon completion, conduct dock trials and sea trials to demonstrate proper operation of the engines and related systems.
9] Clean hull, house, bulwarks Contractor will clean the hull above waterline, the bulwarks, and the superstructure, returning the aluminum finish to a uniform, near-new condition. Cleaning can be accomplished by grit-blasting, mild acid-wash, or mechanical means. Regardless of methodology used, the procedure will not reduce plate thickness by any measurable degree. Contractor will clearly define the methodology used in proposal.
10] Clean MSD system Clean the MSD tank and associated piping, including the inlet and outlet penetrations. Disassemble piping and fittings to allow complete access. On completion, test the system to prove all connections are water-tight.
11] Service life rafts (x3) Unship three each 10-person life rafts (DBC SOLAS A) and transport to local DBC approved third-party inspection service of yard’s choosing after consulting with COTR. The third party will inspect and perform annual service on all rafts on yard’s account. Reinstall all rafts upon return, being careful to orient rafts correctly with regard to drainage holes. Provide inspection and service report to the COTR upon completion.
12] Replace logos The contractor will remove existing (2) NOAA and (2) ONMS circular logos from the vessel. Clean and degrease the areas where logos were installed. Install new logos of a similar size. Government will provide artwork in digital format.
13] Quadrennial Inspection lifting gear The contractor shall have performed a quadrennial inspection and load test of the hydraulic crane, the A-frame, and the science winch in accordance with 29 CFR 1919 Subparts D and E. The Contractor will supply all weights, hardware, tools, lifting machinery, and labor to perform the work. The Contractor will also supply a qualified inspector certified by OSHA for assessing vessel-mounted marine lifting devices, who will witness and document the tests and conduct the inspections. Items are to be load tested to 125% maximum rating at full extension. Disassembly of parts or components will not be required unless the inspector determines a fault exists. Upon completion, the contractor shall provide a written certificate documenting the quadrennial inspection and test results submit to the COTR.
14] Replace port side windows Replace the aft-most five (5) windows in the port side of the main cabin. For reference, existing windows are Diamond-Seaglaze models D5 (fixed) and D15 (sliders). New windows will be of a similar style, finish, and function (sliders replaced by sliders, fixed replaced by fixed). All new windows will meet the following requirements:
• 1/4” toughened and tinted safety glass
• Rough opening corner radii of 2-1/2”, with 1/8” offset to frame.
• Bulkhead thickness of 3-3/16”
• Clamp-in frames of clear anodized aluminum
• Frames will be bedded externally with polyurethane sealant, or equal.
On completion of install, test the windows with a 60PSI hose stream to prove the water-tight integrity of the frames to the house side, and of the glass to the frame seals.
15] Inspect port main engine exhaust outlet Remove the port main engine exhaust piping connection hose on the welded spool piece through the hull side. Inspect the interior and exterior surfaces of the spool piece for erosion and corrosion. Provide a written report of findings to the COTR. On completion, reconnect the piping, and test the system for water-tight integrity during dock trials after launch.
16] Open, inspect, clean fuel tanks Complete cleaning and inspection of the two (2) fuel tanks as follows. NOAA will deliver the vessel to the yard with no more than 30% fuel in the tanks:
A] Using the onboard fuel transfer pump, transfer fuel from one tank to the other to reduce fuel level in emptied tank to a minimum. For reference, each tank has a maximum capacity of 850 gallons. Remove the tank inspection plate, and remove (and dispose of) any fuel remaining in the tank. Clean the tank interior thoroughly, and then dry all surfaces. Inspect all surfaces in the tank interior for corrosion, and provide a written report to the COTR on tank internal condition. Reinstall the inspection plate on a new BUNA-N gasket.
B] Repeat the procedure above to access, clean, and inspect the other tank.
C] On completion of all above, demonstrate to the COTR that the inspection plates in both tanks are secured fuel-tight.
17] Inspect tank room hull plating Clean and inspect the interior surfaces of the hull bottom plate and structure beneath the blackwater and freshwater tanks in the port and stbd lazarettes. Using a camera or borescope, provide clear images of the hull bottom and attached structure in the area, identifying all corrosion and/or degradation found. Present findings to the COTR in written format.
NOTE: Removal of blackwater and freshwater tanks may be required to perform this task. If so required, the contractor will present a plan to remove the tanks. Acceptable methods include generator removal, or cutting out the deck and installing new soft-patches over the tanks. On completion of all work, the deck and soft-patches will be of equal strength and water-tight integrity as the existing deck structure.
C] IT SECURITY REQUIREMENTS
The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required.
The contractor will not have access to any government owned IT equipment or be furnished government privileged information. However, the contractor will have full access to the vessel and all of its systems.
